Description
The SMP awards made in response to this solicitation will be funded under the American Recovery and Reinvestment Act of 2009 (ARRA) (Public Law 111-5). Unless otherwise specified, ARRA funding should be considered one-time funding. As this solicitation is offered as part of ARRA, timeliness is important. Proposals that demonstrate a readiness to start the new program expeditiously will be given priority. Proposals must demonstrate that the proposed program is ready to award the new master's degree. Letters from senior administrators will be required to justify that the program has been approved by the various internal and external approval boards and groups prior to an award. A master's degree may currently be in place that can be extended to cover the new Science Master's Program.
An important feature of funded proposals will be the support of full-time graduate students. All stipend recipients supported by the Science Master's Program funds must be full-time students and citizens or permanent residents of the USA, its territories, or its possessions. It is anticipated that attractive programs will also enroll individuals, including foreign citizens, who are supported by other sources of funds (including their own funds), either part time or full time.
SMP proposals are expected to incorporate and integrate the following features:
1. A needs assessment that describes the nature of the workforce need, data that substantiate the need at the local, national, or even global level, and a summary of conversations and other expressions of interest on the part of industry, government, and/or the non-profit sector.
2. A comprehensive description of how the workforce need will be met, appropriate for master's level education, that serves as the foundation for trainee's activities and is based on labor market knowledge from industry, government, and/or the nonprofit sector of what transformative education and skills are needed in STEM activities and the management of STEM activities.
3. Innovative graduate education and training mechanisms, curricular enhancement, and other educational features that foster strong interactions among participating students, faculty, and workforce mentors.
4. A research experience appropriate to the SMP theme.
5. Career development opportunities; for example, international perspectives and instruction in ethics and the responsible conduct of research.
6. Program strategy and plan for recruitment, mentoring, retention, and graduation of U.S. graduate students, including efforts aimed at members of groups underrepresented in STEM, specifically, American Indian/Alaskan Natives, Blacks, Hispanics, Pacific Islanders (natives of Hawaii, Guam, Samoa), persons with a disability, and, in some STEM disciplines, women.
7. Strategy for formative assessments of the project's effectiveness and program improvements based on these assessments.
8. Administrative plan and organizational structure that ensures effective management of the project resources.
9. Plan for disseminating knowledge about innovative graduate education activities both within and outside the institution.
10. Institutional commitment to facilitating and furthering the plans and goals of the Science Master's Program project, to creating a supportive environment for its continued development, to creating a supportive environment for cyber-enabled learning, and to institutionalizing the successful elements of the project after NSF funding ends.
Proposals are expected to address all of the above topics.

NSF does not normally support technical assistance, pilot plant efforts, research requiring security classification, the development of products for commercial marketing, or market research for a particular project or invention. Research and education programs with disease-related goals, including work on the etiology, diagnosis or treatment of physical or mental disease, abnormality, or malfunction in human beings or animals, are not supported. Research and education on animal models of such conditions, or the development or testing of drugs or other procedures for their treatment also are not eligible for support. However, research and education in bioengineering, with diagnosis- or treatment-related goals, that apply engineering principles to problems in biology and medicine are eligible for support. Bioengineering research and education to aid persons with disabilities also are eligible.

Submission Limits
Projects may involve more than one institution, but a single lead institution must accept overall management responsibility. There is a limit of one proposal per institution that may be submitted by a lead institution. The SMP does not accept collaborative proposals as separate submissions from multiple organizations. If a state system submits a proposal, local institutions within that system may still submit one proposal.

Description
The Department of Labor (DOL) announces the availability of approximately $220 million in grant funds authorized by the American Recovery and Reinvestment Act of 2009 (the Recovery Act) for projects that provide training and placement services to help workers pursue careers within the industries described. The purpose of the high growth and emerging industries grants funded through this SGA is to teach workers the necessary skills for, and help them pursue careers in, health care and other high growth and emerging industry sectors.
Approximately $25 million of the total funds available through this solicitation will be reserved for projects serving communities impacted by automotive-related restructuring, though the department reserves the right to change this amount depending on the quantity and quality of applications submitted under this SGA. Grants under this SGA will fund projects that provide workers with training that will prepare them to enter and advance in the health care sector, as well as other high growth and emerging industries. Individuals eligible to receive training include unemployed workers, dislocated workers, and incumbent workers including low-wage workers.
Within these categories, grantees may serve a wide range of individuals, such as individuals on public assistance, high school dropouts, individuals with disabilities, veterans, and individuals with Limited English Proficiency. A portion of the funds under this SGA will be reserved for projects serving communities impacted by automotive-related restructuring. Successful training programs funded through this SGA will prepare participants for employment within the health care sector or other high growth and emerging industries, and will
- target skills and competencies demanded by the industries described;
- support career pathways, such as an articulated career ladder or lattice;
- result in an employer- or industry-recognized certificate or degree (which can include a license, as well as a Registered Apprenticeship certificate or degree);
- combine supportive services with training services to help participants overcome barriers to employment, as necessary; and
- provide training services at times and locations that are easily accessible to targeted populations.
To ensure quality training within a limited timeframe, applicants are strongly encouraged to use existing curricula and strategies to deliver training. Where appropriate, applicants may modify existing curricula. Recognizing the long-term needs of workers, it is strongly recommended that training lead to portable industry-recognized certificates or degrees.

The HPC program purpose is to
- provide the opportunity for faculty to create or expand collaborative research with ORNL in scientific areas of discovery requiring HPC capabilities;
- provide ORAU member institutions the opportunity to create a strategic partnership with ORNL through alignment of faculty research with ORNL's science agenda; and
- enhance the development of the future workforce in scientific discovery through computing by providing real-world experiences for students.
Researchers must pick and indicate a primary category (only one) into which their pre-proposal falls. The broadly defined categories (which align with ORNL's science agenda) are as follows:

Preference will be given to those pre-proposals that:
1. include a faculty-student team spending time (summer) in Oak Ridge working with ORNL's HPC resources (This program has been designed to be consistent with other faculty-student team research programs; and ideally, grants awarded would provide funding for faculty-student teams to spend the summer in Oak Ridge, TN, working with ORNL's HPC resources. However, while we have a preferred, notional approach, we will also entertain proposals that reflect faculty-student teams working with ORNL's HPC resources in another manner.); and/or
- demonstrate alignment with ORNL's cross-cutting science agenda requiring HPC capabilities and a need for ORNL staff collaboration.

This Funding Opportunity Announcement (FOA) issued by the National Institute of Environmental Health Sciences (NIEHS) invites applications for cooperative agreements to support the development of model programs for the training and education of workers engaged in activities related to hazardous materials and waste generation, removal, containment, transportation, and emergency response. The major objective of this solicitation is to prevent work-related harm by assisting in the training of workers in how best to protect themselves and their communities from exposure to hazardous materials encountered during hazardous waste operations, hazardous materials transportation, environmental restoration of contaminated facilities, or chemical emergency response. A variety of sites, such as those involved with chemical waste clean up and remedial action and transportation-related chemical emergency response may pose severe health and safety concerns to workers and the surrounding communities. These sites contain a multiplicity of hazardous substances, sometimes unknown substances, and often the site is uncontrolled. A major goal of the Worker Education and Training Program (WETP) is to provide assistance to organizations in developing their institutional competency to provide appropriate model training and education programs.

NASA's Office of Education has released an NRA soliciting proposals for "Competitive Program for Science Museums and Planetariums (CP4SMP)". NASA's Office of Education, Integration Division, Informal Education Program, in cooperation with NASA's Division of Communication Planning, four Mission Directorates - Aeronautics Research, Exploration Systems, Science, and Space Operations - solicits proposals for uniquely NASA informal education and exhibit projects led by science museums and planetariums that feature eligible NASA missions, science, engineering, explorations, or technologies. Submission Limits
Only one (1) DUNS number shall be used to submit any proposed project. Eligible organizations shall submit only ONE (1) proposal per DUNS number. If an eligible organization submits more than one proposal using the same DUNS number, none of the proposals will be evaluated.
There is, however, no limit on the number of times an organization may be proposed by another institution as an unfunded partner or as a subaward. Eligible organizations may submit as a lead organization or be proposed for subaward on other organizations’ proposals, or both.
Technical Note: The Jet Propulsion Laboratory (JPL) has a contract with NASA’s Office of Education to support CP4SMP and the NASA Museum Alliance.
