Description
The purpose of this public health emergency funding opportunity is to provide Personal Protective Equipment (PPE) to directly support the needs of the NIAID’s vaccine and treatment clinical trials and clinical studies for COVID-19. This program will ensure that adequate protective equipment is available to directly assist in safely carrying out the clinical activities and direct interactions with the patients participating in the trial. Eligibility is limited to recipients conducting COVID-related clinical research and clinical studies supported by NIAID’s emergency appropriation provided by “The Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020” ,“The Coronavirus Aid, Relief and Economic Security (CARES) Act”, “The Coronavirus Response and Relief Supplemental Appropriations Act, 2021” and “The American Rescue Plan Act of 2021”.

Description
Topic 1a Candidate Metrics & Targets: Candidates should target novel drying
processes that reduce energy consumption by at least 20% and reduce carbon
intensity (ton of carbon dioxide (CO2)e/kg product) of the process by no less than
25%. Energy and carbon intensity analyses conducted should be included in the
application, including a comparison of the current, commercially available stateof-the-art technology with the proposed advancement. Applications must clearly
identify the starting and ending TRL for the project and justify the TRLs assigned.
Successful applicants will be required to have a periodic assessment of their
metrics during the award to evaluate potential impacts.

Description
This subtopic focuses on R&D of platform
molecules/materials or processes that can be leveraged across industrial sectors that rely on chemical manufacturing processes. Platform molecules/materials are
chemical intermediates or materials capable of yielding a range of derivatives that
have diverse final applications.34,35 Similarly, platform processes can be applied to
multiple industrial sectors dependent on chemical manufacturing processes to
achieve the goals of sustainable chemistry.
Research under this subtopic will advance molecules/materials or processes that
can contribute to the principles of sustainable chemistry and foster
decarbonization of the chemical industry. Within this subtopic, AMO is seeking
applicants that will advance platform molecules/materials or processes as
described below:
• Molecules/Materials: Innovation in platform molecules and materials that
can be applied broadly across industrial sectors in key chemical
functionalities and pathways. These platform materials include, but are not
limited to, catalysts, biocatalysts, colorants, recycled carbon, solvents,
surfactants, reactants, preservatives, and emulsifiers.
• Processes: Innovation in platform processes that increase molecular fine
tuning; increase the number of platform molecules and associated
chemistries available for sustainable chemistry; and advanced
fermentation, purification, and extraction processes that can be used
across industrial sectors that rely on chemical manufacturing.

Description
This subtopic focuses on new materials and new
materials processing solutions to meet the demands of future manufacturing
processes to provide energy savings, carbon reduction, and other benefits such as
improved durability and reduced costs of materials and components operating in
harsh environments, including nuclear environments. Materials that can perform
better under harsh service conditions can have improved resistance to corrosion,
oxidation, severe mechanical loading, and other factors that can lead to improved
energy efficiency and life cycle energy benefits while reducing carbon
emissions. The approach is to enable improved and new manufacturing
approaches for the production of these materials, by incorporating state-of-theart as well as new and emerging techniques for integrated computational
materials engineering (ICME). New approaches are encouraged, such as artificial
intelligence (AI) and machine learning (ML) that can leverage the improved
fundamental understanding of extreme and complex conditions to improve design

This subtopic is focused on developing Al-Ce alloys
and processing routes for aerospace applications to facilitate market entry.
Applicants should demonstrate energy savings and associated carbon reductions
resulting from the project. The energy savings and carbon reductions may result
from an increase in processing efficiency, lightweighting, or improved material performance. Relevant processes include operations used in the production of AlCe alloys, feedstocks, and product forms.41 Applicants must clearly identify the
targeted process or application in the proposal. The identification of a specific
aerospace component is desirable, when applicable to the proposed project. The
baseline for the energy savings, carbon reductions, and improved material
performance parameter(s) must be clearly identified in the proposal.
Aerospace applications are not limited to commercial passenger aircraft.
Applicants should not propose work that is duplicative of existing AMO or other
EERE funded efforts; although proposals may expand upon previously funded
projects that produced successful/impactful results. Mining, extraction, and
reduction are not within the scope of this subtopic.

FY21 Advanced Manufacturing Topic 3a Structured Electrode Manufacturing for Lithium-ion Batteries

Description
This subtopic seeks proposals to improve structured
electrode manufacturing processes. Improvements can focus on process
reliability, scale-up, or integration with manufacturing processes currently used in
industry. Examples of processes that are of interest include relevant additive
manufacturing processes such as polymer extrusion or laser powder bed fusion,
solvent-free or dry film deposition, UV- or electro-beam-assisted drying/curing,
and novel composite deposition technologies such as field-assisted deposition,
electrospinning, electrophoretic deposition, cold plasma spraying, photochemical
rapid curing, and atomic and molecular layer deposition.
These processes should be appropriately suited for the proposed application. Key
application areas for Li-ion batteries include multiple markets within the
transportation sector – personal EVs, commercial EVs (including trains), and smallscale aerial vehicles – as well as grid-scale energy storage, but there is opportunity
for other applications. Applications should target their project goals to achieve
manufacturing performance sufficient to produce battery cells of relevant sizes for
the proposed applications. For example: proposals focusing on producing EV
batteries should develop processes that will produce cells appropriate for systems with >50kWh and appropriate size and weight metrics, whereas proposals aimed
at producing batteries for grid storage applications should propose work to
develop processes to produce cells appropriate for systems with megawatt hour
capacities.

The Big Ideas represent unique opportunities to position our Nation at the cutting edge of global science and engineering leadership by bringing together diverse disciplinary perspectives to support convergence research. Competition for the Management of Operations and Maintenance of the National Ecological Observatory Network (NEON)

Description
NSF solicits proposals to manage the operations and maintenance of the National Ecological Observatory Network (NEON), an NSF-funded major facility project. NEON comprises terrestrial, aquatic, atmospheric, and remote sensing measurement infrastructure and cyberinfrastructure that deliver standardized, calibrated data to the scientific community through an openly accessible data portal. NEON infrastructure is geographically distributed across the United States, including Alaska, Hawaii and Puerto Rico, and will generate data for ecological research over a 30-year period. NEON is designed to enable the research community to ask and address their own questions on a regional to continental scale around the environmental challenges identified as relevant to understanding the drivers and impacts of climate change, land-use change and invasive species patterns on the biosphere. The NSF NEON program, which is part of the Centers, Facilities and Additional Research Infrastructure (CFARI) Cluster in the Division of Biological Infrastructure, manages the NEON award in collaboration with the NSF Large Facilities Office and the NSF Division of Acquisition and Cooperative Support.
The managing organization will work closely with NSF and the scientific community to ensure that NEON capabilities support and advance ecology and related sciences. In cooperation with NSF and within available resources, the managing organization will plan and execute a viable, coherent, and inclusive program to support multi-user research and education, consistent with advice of the scientific community and NSF oversight.
A single award will be made as a cooperative agreement with a duration of five years. NSF may renew the award for an additional five years, subject to availability of funds, the managing organization's satisfactory performance, and review of a cost proposal for the second 5-year period. NSF’s decision will be informed by the National Science Board Statement on Recompetition of Major Facilities (NSB 2015-45 or successor)

Description
The program provides funding to support research and development for nuclear science, engineering, technology, and related disciplines to develop a workforce capable of supporting the design, construction, operation, and regulation of nuclear facilities and the safe handling of nuclear materials.
The NRC is interested in technologies relevant to the programmatic mission of the objectives referenced above, with an emphasis on providing financial assistance for research, development, demonstration, and commercial application activities relevant to civilian advanced nuclear reactors, including, but not limited to, relevant fuel cycle technologies, advanced construction, manufacturing, and fabrication methods.
Of particular interest are projects aimed at:
• Aging/degradation of nuclear plant systems, structures, and components.
• Digital engineering/analytics, advanced sensors and controls for nuclear applications.
• Advanced materials and manufacturing for nuclear applications.
• Advanced construction techniques for nuclear builds.
• Evaluation of technical gaps and major uncertainties related to risk-informed decision- making for areas such as complex all-hazard risk models, dynamic PRAs, and PRAs for advanced reactors.
• Human and organizational factors and human reliability analysis for advanced nuclear applications, including improved models for dependency, consideration of organizational factors, and dynamic methods.
• Characterization of low frequency, high consequence natural or industrial hazards for advanced nuclear applications.
• Characterization, handling, fabrication, transportation, storage, or disposal of fresh and spent nuclear fuel for nuclear power plants (including the various advanced reactor designs that are currently under development).
• Analyses, data and evaluations that will support an understanding of the safety, technical gaps and major uncertainties for (1) operating, small modular and advanced reactor designs with emphasis in the areas of fuel performance, fuel fragmentation relocation and disposal, natural circulation, boron dilution, neutronics, source term analysis, severe accident analysis and (2) fuel cycle technologies, with an emphasis on experimental test and analytical model data to help validate the NRC’s scientific computer codes and ability to assess application of these technologies.
• Advanced technology approaches (e.g., data and text analytics and artificial intelligence) and applications (e.g., data mining, risk communication) that enhance regulatory decision-making. Some specific areas of focus could be incorporating equipment failure trends, probabilistic risk assessment, and risk-informed decision- making in licensing, inspection, and other regulatory activities.
• Health physics and related radiation-protection specialties that support safety and environmental reviews of operating and advanced reactor design/siting, decommissioning, fuel management, and novel medical and industrial applications of nuclear materials. Specialties include radiation biology, waste management, environmental health, risk communication, radiation chemistry, radiation dosimetry, radiation ecology, epidemiology, and medical physics or radiation oncology/technology for diagnostic and therapeutic applications.
