Description
The United States-India Educational Foundation (USIEF) announces an open competition for the support of projects through the Obama-Singh 21st Century Knowledge Initiative (OSI). Announced by the U.S. and Indian governments, OSI aims to strengthen collaboration and build partnerships between American and Indian institutions of higher education. Accredited U.S. post-secondary educational institutions meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501c(3) may submit proposals to support the program’s goals of encouraging mutual understanding, facilitating educational reform, fostering economic development, and engaging civil society through academic cooperation with Indian post-secondary educational institutions, in the thematic areas of energy; sustainable development; climate change; environmental studies; education and educational reform; public health; and community development and innovation.
Exchange activities may include but are not limited to curriculum design, research collaboration, team teaching, focused series of exchanges, seminars, among other activities. Activities should be designed to develop expertise, advance scholarship and teaching, and promote long-term ties between partner institutions.

Submission Limits
USIEF will only accept one proposal per institution. Institutions (grantees as well as their partner institution) that have received an OSI grant in the past are not eligible to apply for the third (2013-2014) round of applications. Currently there are 35 institutions that fall under this category and are listed at the end of the program solicitation.

This Funding Opportunity Announcement (FOA) encourages Research Education Grant (R25) applications from institutions that propose to enhance the pool of master’s degree students from underrepresented backgrounds who are trained and available to participate in NIH-funded research. This initiative promotes partnerships/consortia between colleges or universities granting a terminal master’s degree with institutions that offer the doctorate degree. The program expects that the joint efforts of doctorate degree-granting and master’s degree-granting institutions will foster the development of a well-integrated institutional program that will provide students with the necessary academic preparation and skills to enable their transition and successful completion of the Ph.D. degree in biomedical and behavioral sciences.

Description
The purpose of the FOA is to invite applications for mentoring and professional activities to advance the careers and neuroscience development of diverse neuroscience researchers. The goal of the NINDS Neuroscience Development for Advancing the Careers of a Diverse Research Workforce (NDACDRW) is to support mission relevant development and/or implementation of programs to: (1) increase the pool of Ph.D.-level research scientists from diverse backgrounds underrepresented in biomedical research who are neuroscience researchers- participation is limited to graduate, post-doctoral and/or junior-faculty career levels only; and (2) facilitate career advancement/transition of the participants to the next step of their neuroscience careers.
NINDS support for R25 program relies equally on scientific merit and programmatic considerations. Consequently, we recommend that potential applicants contact program officials at NINDS before preparing an application. NINDS will not support projects if they do not fulfill current programmatic priorities at NINDS.

The Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP) seeks to increase the number of students (U.S. citizens or permanent residents) receiving associate or baccalaureate degrees in established or emerging fields within science, technology, engineering, and mathematics (STEM). Type 1 proposals are solicited that provide for full implementation efforts at academic institutions. Type 2 proposals are solicited that support educational research projects on associate or baccalaureate degree attainment in STEM.

Submission Limits
Limit on Number of Proposals per Organization:
An institution that awards baccalaureate degrees is allowed to submit only one Type 1 proposal, or to be part of only one consortium submitting a Type 1 proposal. An institution that awards associate degrees, and does not award baccalaureate degrees, is allowed to be the lead institution on only one Type 1 proposal, and, in addition, may be a partner on one or more Type 1 proposals. There are no restrictions on the number of Type 2 proposals that an individual or organization may submit.
Exception: If an institution is submitting a proposal under the "Special Funding Focus on Retention in Engineering and Computer Science" (see Program Description for details), it may also submit a second proposal under Type 1, either individually or as part of a consortium.

The purpose of the Institutional Research and Academic Career Development Award (IRACDA) Program is to develop a diverse group of highly trained biomedical and behavioral scientists to address the Nation’s biomedical workforce needs. The strategy is to promote effective partnerships between research-intensive institutions (RII) and institutions that have a historical mission or a demonstrated commitment to educating students from diverse backgrounds underrepresented in the biomedical and behavioral research enterprise of the nation. The IRACDA program provides support for a traditional mentored postdoctoral research experience at an RII combined with an opportunity for these fellows to develop critical academic skills, including teaching, through workshops and through mentored teaching assignments at a partner institution. The primary goals of the IRACDA program are to (1) develop a group of highly trained biomedical and behavioral scientists who have the necessary knowledge and skills to pursue independent research and teaching careers in academia; and (2) strengthen and modernize science educational offerings at partner institutions, and promote links between RII and the partner institution(s).

Description
Proposals are solicited to manage and operate the National Optical Astronomy Observatory (NOAO). NOAO is a Federally Funded Research and Development Center (FFRDC), sponsored by the National Science Foundation (NSF) and operated by a managing organization under cooperative agreement with NSF. NOAO is a national center for research in ground-based, nighttime, optical and infrared (O/IR) astronomy for the U.S. astronomical community.
NOAO's core mission is to facilitate access for all qualified professional researchers to state-of-the-art observational capabilities and data bases in O/IR astronomy, and to enable the U.S. research community to pursue a broad range of modern astrophysical challenges from small bodies within the Solar System, to the most distant galaxies in the early Universe, to indirect observations of dark energy and dark matter.
The awardee will work closely with NSF and the scientific community to ensure that NOAO continues to support, sustain and advance frontier science as enabled by unique research capabilities and as promoted through a culture of excellence. In cooperation with NSF and within available resources, NOAO will plan and execute a viable, coherent and inclusive program to facilitate research and education, consistent with the objectives and priorities of the scientific community. The awardee will manage facilities and equipment provided by NSF in accord with the scope and funding described in this solicitation. NOAO is a multidisciplinary and multiuser resource, and its programs will be carried out in collaboration with its stakeholder communities.
Proposals should describe how the proposing organization(s) will provide access to observing capabilities and scientific data; facilitate an integrated program of research, education, training and outreach; maintain instruments, facilities and infrastructure; manage and develop a skilled and diverse workforce; and establish appropriate partnerships with academic institutions, industry, private organizations and the international community to support the NOAO mission.
Within available resources and as consistent with the expectations and criteria identified in this solicitation, the successful proposal will present a compelling, sustainable vision for NOAO that supports an optimal suite of community-driven research and education activities through effective structures for management and operations.

Five-year awards provide $500,000 to support accomplished investigators at the assistant professor level to study pathogenesis, with a focus on the interplay between human and microbial biology, shedding light on how human and microbial systems are affected by their encounters. Submission Limits
A U.S. or Canadian institution— including its medical school, graduate schools, and all affiliated hospitals and research institutes—may nominate up to two candidates.
To encourage applications from veterinarians, institutions that nominate a researcher who holds the D.V.M. will be allowed three nominations.
Institutions may have a single additional nomination if they nominate a researcher working in pathogenic helminths, mycology, or reproductive science.
BWF encourages institutions to nominate underrepresented minorities and women for this program.
Applications from institutions or departments that do not offer tenure must demonstrate an extremely strong institutional commitment, congruent to the level of commitment that is traditionally dedicated to tenure-track hires.
The institution must submit a statement of nomination for each candidate. In this statement, BWF expects that the institution will tangibly demonstrate its commitment to support each candidate it nominates, including the protection of 75 percent of the grantee’s time for research.
