Description
The CRCF FY2014 Fall Solicitation Matching Funds Program assists organizations within the Commonwealth in commercializing qualified research or technologies. Applications may be for proof-of-concept work or for earlier stage research and technology development.
Qualified Applicants
Applicants to the Matching Funds Program must be:
A Virginia public or private institution of higher education or its associated intellectual property foundation
A research institution located and conducting science- and technology-based research, development, and commercialization activities within the Commonwealth, including federal labs
For this solicitation, a research center, school, department, institute, and/or other entity associated with a college, university, or research institution is considered under the umbrella of that organization and LOIs/applications received by any of the aforementioned entities would count toward the maximum submissions for that umbrella organization.

Submission Limits
Applicants may submit one (1) LOI/application for a maximum of $250,000 during this limited submission solicitation.
Cost Sharing:
The CRCF Eminent Researcher Recruitment Program requires the applicant to match the CRCF award at
least one-to-one, with 50% of the match coming from the applicant institution and 50% of the match coming from the private sector partner. In addition, matches must mirror annual request amounts. For instance, a proposed 18-month project that requests $75,000 in Year 1 and $25,000 in Year 2 must commit at least a $75,000 match in Year 1 and at least a $25,000 match in Year 2.

The Thomas F. and Kate Miller Jeffress Memorial Trust, Bank of America, N.A., Trustee, was founded in 1981 by Robert M. Jeffress in memory of his parents and will always be guided by its mission, namely to benefit the people of Virginia in, and devoted to, research in chemical, medical or other scientific fields.
New emerging technologies and research capabilities are being fueled by advances in computational and quantitative science that exploit the power of mathematical modeling and analytics, accelerating discovery across scientific fields. The Jeffress Trust Awards Program in Interdisciplinary Research is currently supporting Virginia-based researchers who are using creative approaches to expand scientific discovery.
The Jeffress Trust Program provides $100,000 awards as seed funding to support one-year pilot studies that encourage the development of innovative interdisciplinary strategies that integrate computational and quantitative scientific methodologies across a broad range of scientific disciplines. Up to four applications will be accepted from each nonprofit academic or research institution in Virginia, nominated through their own internal selection process.
Eligible research areas for Jeffress support include astronomy, biosciences, chemistry, computer sciences, engineering, environmental sciences, material science, mathematics and physics. Research in social, economic and behavioral sciences, including psychology, are currently outside the scope of Jeffress funding.
Full-time faculty at institutions in Virginia that are within seven years of their first faculty appointment are eligible to apply as Principal Investigators. Student participation is a requirement of the proposed research plan.

Simons Investigators in the Mathematical Modeling of Living Systems

Description
The Simons Foundation invites nominations for Simons Investigators in the Mathematical Modeling of Living Systems (MMLS). These Investigators are outstanding scientists, often with mathematics or theoretical physics backgrounds but now engaged in mathematical model-based research in the life sciences who receive long-term support from the Simons Foundation.
Rationale and scope: Mathematical model based approaches are making increasingly important contributions to the life sciences. MMLS aims to support such approaches and to foster a scientific culture of theory-experiment collaboration similar to that prevailing in the physical sciences. To encourage young researchers to pursue this endeavor, MMLS will provide a long-term stable base of support, enabling a focus on model-based approaches to important issues in the life sciences.
A broad spectrum of research areas within the life sciences will be considered, ranging from cellular-level issues of organization, regulation, signaling and dynamics through morphogenesis to the properties of large organisms, as well as neuroscience and evolution, however preference will be given to areas in which modeling approaches are less well established, and for that reason bioinformatics and genomics will fall outside the scope of the program. In all cases preference will be given to work that relates closely to experiment, developing models that can explain data, suggest new classes of experiments and introduce important new concepts.
Level and Duration of Funding: A Simons Investigator in MMLS is appointed for a period of five years. Appointments will begin August 1, 2014.
An Investigator position may be interrupted and resumed for reasons that would normally justify a leave from a university such as illness, need to care for family members, or national service. Periods of sabbatical or research leave do not interrupt the Investigator position. Support may be withdrawn at any time at the discretion of the foundation, but it is expected that termination of the award at times other than 5 years would occur only rarely.
An Investigator will receive research support in an amount initially set at $100,000 per year. An additional $10,000 per year will be provided to the Investigator’s department. The award is administered through the institution at which the Investigator is appointed, and this institution will receive 20 percent in indirect costs.
Appropriate Expenses: The funding provided to the Investigator may be used at the Investigator’s discretion to support research expenses in the following categories:
• Up to one month of summer salary and related benefits
• Salary support and related benefits, including tuition support, for postdoctoral, graduate or undergraduate research assistants
• Domestic or international travel for the Investigator
• Short or long-term visitors, including travel, meals, and lodging expenses
• Research equipment, supplies, and other expenses directly benefiting the research
Expenditures in other expense categories may be possible but must be approved in advance by the foundation. Investigator funds may not be used for sabbatical salary support or teaching relief of any kind.
Funding provided for the Investigator’s department should be used at the discretion of the department Chair to provide support for seminars, visitors, refreshments, and related expenditures that benefit the research activities of the department. Description
The Commonwealth Health Research Board [CHRB or Board] was created by Virginia Code
§ 23-278 to provide financial support—in the form of grants, donations, or other assistance— for
research efforts having the potential of maximizing human health benefits for the citizens of the
Commonwealth. Research efforts eligible for support by the Board shall include traditional medical
and biomedical research relating to the causes and cures of diseases, as well as research related to
health services and the delivery of health care.
Concept Papers and Full Proposals are reviewed in accordance with the following general criteria:
Significance:
 Does the research address an important problem?
 If the aims of the application are achieved, how will scientific or other knowledge be advanced?
What will be the impact of this research on the concepts, methods, or practices in the related
field?
Approach:
 Are the conceptual framework, design, methods and analyses adequately developed, well
integrated, and appropriate to the aims of the project? The Board supports both new research
efforts and the expansion or continuation of existing research efforts.
Innovation:
 Does the project employ novel concepts, approaches or methods?
 Are the aims original and innovative?
 Does the project challenge existing paradigms or develop new methodologies or technologies?
Experience, Qualifications and Collaboration of Research Team:
 Does the Principal Investigator have the proper training, experience and appropriate percentage of time designated to direct and manage the project?
 Has the Principal Investigator conducted research related to this project?
 Is the research team qualified through training and experience to conduct this research?
 Will the initiative employ useful collaborative arrangements among two or more institutions
of higher education or other research organizations?
 Has the Principal Investigator published any successfully-completed or ongoing research

Unique Virginia Considerations and Leverage:

The CHRB accepts no more than 15 Concept
Papers from a single agency, non-profit
organization, or institution of higher
education per funding cycle. It is the
responsibility of the Applicant Institution or
Organization to decide which of the 15 or
fewer Concept Papers are submitted.
A Principal Investigator applying for
funding may submit no more than one
Concept Paper per funding cycle.

In general, in the United States, Canada, Australia, New Zealand, Europe, the Middle East, or Africa, nominees must hold a tenure-track faculty position, and should have completed their most recent PhD or ScD in 2006 or later. Justified extensions, such as maternity leave, may be accepted.
Three (3) letters of recommendation are required from established researchers who are familiar with the nominee’s research. Of these letters, one (1) letter of recommendation should come from within the nominating institution, and the other two (2) letters should come from outside of the nominating institution.

The Microsoft Research Faculty Fellowship program now encompasses more than 50 academic researchers whose exceptional talent for research and innovation in computer science identifies them as emerging leaders in their fields. The selected professors are exploring breakthrough, high-impact research that has the potential to help solve some of today’s most challenging societal problems.

No more than one nomination from each research institution will be accepted. An emphasis is placed on nominations from departments working on computing research areas and on areas that involve the innovative application of computing.
