Materials Research Science and Engineering Centers (MRSECs) provide sustained support of interdisciplinary materials research and education of the highest quality while addressing fundamental problems in science and engineering. MRSECs address research of a scope and complexity requiring the scale, synergy, and interdisciplinarity provided by a campus-based research center. They support materials research infrastructure in the United States, promote active collaboration between universities and other sectors, including industry and international institutions, and contribute to the development of a national network of university-based centers in materials research, education, and facilities. A MRSEC may be located at a single institution, or may involve multiple institutions in partnership.

Submission Limits
Limit on Number of Proposals per Organization: 1
Only one MRSEC preliminary proposal may be submitted by any one organization as the lead organization in this competition. An organization proposing research in several groups should submit a single MRSEC proposal with multiple Interdisciplinary Research Groups (IRGs). A MRSEC proposal must contain a minimum of 2 IRGs and a maximum of 5 IRGs. The IRGs in a center may be topically related, or they may address different topical aspects of materials research. A single center at an organization allows efficient usage of resources, including common infrastructure, and better coordination of education and other activities of the center.
Institutions that were awarded a MRSEC in the FY 2011 competition as the lead institution are not eligible to submit a MRSEC proposal as a lead institution in this competition. Existing MRSECs should have the ability to re-prioritize resources and add new participants through, for example, their seed program.
Full MRSEC proposals may be submitted by invitation only.
Limit on Number of Proposals per PI: 1
An individual may be the Principal Investigator (PI) or co-PI for only one preliminary proposal.

Instruments in this category include, but are not limited to, biomedical imaging systems, NMR spectrometers, mass spectrometers, electron microscopes and supercomputers.

The Collections in Support of Biological Research (CSBR) Program provides funds: 1) for improvements to secure, improve, and organize collections that are significant to the NSF BIO-funded research community; 2) to secure collections-related data for sustained, accurate, and efficient accessibility of the collection to the biological research community; and 3) to transfer collection ownership responsibilities.
The CSBR program provides for enhancements that secure and improve existing collections, result in accessible digitized specimen-related data, and develop better methods for specimen curation and collection management. Requests should demonstrate a clear and urgent need to secure the collection, and the proposed activities should address that need. Biological collections supported include established living stock/culture collections, vouchered non-living natural history collections, and jointly-curated ancillary collections such as preserved tissues and DNA libraries.

This Funding Opportunity Announcement (FOA), issued by the Food and Drug Administration under the support for Conferences and Scientific meetings Grant mechanism (R13), is to solicit applications from organizations that propose to organize Food Protection Task Force meetings to foster communication, cooperation and collaboration within the States among State, local, tribal and territorial food protection, public health, agriculture, and regulatory agencies. The meetings should: (1) Provide a forum for all the stakeholders of the food protection system—regulatory agencies, academia, industry, consumers, State legislators, Boards of Health and Agriculture, and other interested parties; (2) assist in adopting or implementing the Food Code and other food protection regulations; and (3) promote the integration of an efficient statewide food safety/defense system that maximizes the protection of the public health through prevention, intervention and response including the early detection and containment of foodborne illness.

Submission Limits
• University PIs with a currently funded IRP, or three or more R&D projects that will still be active after September 30, 2013, or who have received a no-cost extension (NCE) on any DOE-NE funded project after March 31, 2013, which will still be active beyond September 30, 2013, are ineligible to apply to any Section of this FOA as a PI.
• For submissions to all Sections of this FOA, university PIs can be included on no more than six pre-applications total, with no more than three of those submissions as the PI.
• For Section B of this FOA, all applying institutions (i.e., university, national laboratory, industry) are limited to three pre-applications per institution per workscope area. If a university PI is designated as the lead, these submissions will count toward the above overall university researcher limitation of being associated with no more than six pre-applications total in response to all sections of this FOA, with no more than three of those associations being as the lead PI.
• For Section C of this FOA (IRP’s), an applicant is ineligible to submit an application as the PI if (s)he is designated as PI for more than one currently funded DOE-NE project that will still be active beyond September 30, 2013.
• A PI may have no more than one IRP or three R&D projects funded at any time, and may therefore not submit more full applications than would be allowed by these restrictions should these applications be selected for funding.
Cost Sharing:
For proposals led by universities, cost-sharing is encouraged, but not required. If cost sharing is provided, see 10 CFR 600 for the applicable cost sharing guidance and UNDERSTANDING COST SHARING REQUIREMENTS in Part VIII.H of the solicitation.

The chief goal of WIDER is to transform institutions of higher education into supportive environments for STEM faculty members to substantially increase their use of evidence-based teaching and learning practices. The first recommendation in the Report of the President's Council of Advisors on Science and Technology (PCAST), "Engage to Excel," is to increase widespread implementation of evidence-based practices in order to increase persistence in STEM and contribute to the goal of producing 1 million additional STEM graduates.
Through this process, WIDER seeks to substantially increase the scale of application of highly effective methods of STEM teaching and learning in institutions of higher education, by employing instructional materials and methods that have a convincing evidentiary basis of effectiveness. In particular WIDER seeks this transformation for high enrollment, lower division courses required for many STEM majors and taken by many other students to fulfill general education distribution requirements.
Included in our broad definition of effective STEM teaching and learning are not only instructional practices in traditional learning environments, but also modern laboratory methods and field research, proven distance education methods (or hybrid designs incorporating both face-to-face and distance methods), and improved approaches to motivating student interest in STEM. In all cases, the primary goal of WIDER is to increase substantially the scale of these improvements within and across the higher education sector in order to achieve:
(1) Improved student learning;
(2) Increased numbers of students choosing STEM majors, particularly from demographic groups underrepresented in STEM;
(3) Improved retention in the first two years of undergraduate study and to graduation of all STEM majors.
Applicants may apply for WIDER grants to begin institutional planning efforts, to support implementation efforts for evidence-based teaching and learning practices, and for research on how to increase the importance placed on evidence-based practices in institutional strategic planning and faculty rewards.
