The Instrument Development for Biological Research (IDBR) Program supports the development, production, and distribution of novel instrumentation that addresses demonstrated needs in biological research in areas supported by NSF Biology programs (see http://www.nsf.gov/bio). These systems would benefit a broad user community through mass distribution of the technology. Interdisciplinary collaborations are strongly encouraged, as are partnerships with U.S. industries that can facilitate knowledge transfer, commercialization and broad utilization in the research community. The program accepts two types of proposals:
Type A - Innovation: Proposals for the development of novel instrumentation that provides new research capabilities or, where appropriate, that significantly improves current technologies by at least an order of magnitude in fundamental aspects such as accuracy, precision, resolution, throughput, flexibility, breadth of application, costs of construction or operation, or user-friendliness.
Type B - Bridging: Proposals for transforming ‘one of a kind' prototypes or high-end instruments into devices that are broadly available and utilizable without loss of capacity. If appropriate, PIs should seek SBIR/STTR Program, or similar support mechanism for implementation of broad distribution following an IDBR award.
The IDBR program does not support access to an individual instrument in a user facility, or to data collected thereby; such proposals should be submitted to other relevant programs or agencies. Projects focused on enhancing research capabilities in a specific research lab, institution, center or consortium are not eligible for IDBR support. Similarly not eligible are projects for the development of methods, assays, or software for instrument operation, data acquisition or analysis, except as a component of the instrument development and testing.
In addition to NSF's standard merit review criteria (http://www.nsf.gov/bfa/dias/policy/merit_review/) the following additional criteria will be considered in proposal evaluation:
Type A - Innovation: Need and potential impact on biological research; novelty of the device or clear demonstration of at least an order of magnitude improvement over available technologies; feasibility of the technical plan; novelty of the dissemination plan; and inclusion of the biological user community.
Type B - Bridging: The magnitude of the potential biological user community and demonstrated strength of need; feasibility of the technical plan; and quality of the dissemination plan to make the technology broadly available to the community.

Submission Limits
There is no limit on the number of proposals that may be submitted by an investigator or institution. However, in the interest of diversifying the number of PIs, gender, geography, etc., in each competition it is unlikely that multiple awards to a single PI or institution will be made.
Also note per GPG Chapter I.G.2. Submission Instructions:
The same work/proposal cannot be funded twice. If the proposer envisions review by multiple programs, more than one program may be designated on the Cover Sheet. The submission of duplicate or substantially similar proposals concurrently for review by more than one program without prior NSF approval may result in the return of the redundant proposals. (See GPG Chapter IV.B for further information.)
Research proposals to the Biological Sciences Directorate ONLY (not proposals for conferences or workshops) cannot be duplicates of proposals to any other Federal agency for simultaneous consideration. The only exceptions to this rule are: (1) when the proposers and program officers at relevant Federal agencies have previously agreed to joint review and possible joint funding of the proposal; or (2) proposals for PIs who are beginning investigators (individuals who have not been a principal investigator (PI) or co-principal investigator (co-PI) on a Federally funded award with the exception of doctoral dissertation, postdoctoral fellowship or research planning grants). This FOA encourages applications from biomedical research institutions that propose to renovate, repair, or improve individual animal resources. The major objective of this program is to upgrade animal facilities to support the conduct of biomedical and/or behavioral research. Support can be requested to alter and renovate (A&R) the animal facilities, as well as to improve the animal care equipment in the facility. Through this Funding Opportunity Announcement (FOA) AMO and its partners will co-invest in a Clean Energy Manufacturing Innovation Institute (Institute) to support U.S. prosperity and security; and that will contribute to the creation of the NNMI. The primary goals of the Institute are to revitalize American manufacturing and support domestic manufacturing competitiveness by driving innovation, and developing and accelerating adoption of next generation manufacturing technologies that will increase energy productivity, improve product quality, reduce cost, waste or pollution leading to increased domestic production capacity, jobs for American workers and impact regional economic development.
The focus of this Institute will be wide bandgap (WBG) semiconductors for power electronic devices, a foundational technology that is broadly applicable and pervasive in multiple industries and markets with potentially transformational technical and economic impact.

Ceiling is $70 million of federal funds for the total project period of five years, up to $14 million per year. Floor is $25M. NIST invites applications from eligible applicants to evaluate the benefits and impacts of identity solutions for accessing government services that embrace and advance the NSTIC vision: that individuals and organizations utilize secure, efficient, easy-to-use, and interoperable identity credentials to access online services in a manner that promotes confidence, privacy, choice, and innovation. These identity solutions will be awarded through the Federal Funding Opportunity 2013-NIST-NSTIC-02, NSTIC Pilots: Trusted Online Credentials for Accessing Government Services Cooperative Agreement Program. The funding for these pilots and their evaluation is provided by the OMB Partnership for Program Integrity Innovation. Specifically, the Federal government seeks to support evaluation of these pilots for their benefits to the government entities involved and to the users of those government services and to enable adoption of online credentials more broadly for government services. By advancing the knowledge gained by the pilot projects and disseminating broadly to policymakers, state agencies, and the public, the evaluation will assist in moving forward the NSTIC goal of providing the public with more secure online transactions. This cooperative agreement program seeks to support non-Federal efforts to examine identity solution methods and increase public knowledge about the potential effectiveness of various approaches to identity solutions in government services.

Submission Limits
Limit on Number of Proposals per Organization: 1
Only one MRSEC preliminary proposal may be submitted by any one organization as the lead organization in this competition. An organization proposing research in several groups should submit a single MRSEC proposal with multiple Interdisciplinary Research Groups (IRGs). A MRSEC proposal must contain a minimum of 2 IRGs and a maximum of 5 IRGs. The IRGs in a center may be topically related, or they may address different topical aspects of materials research. A single center at an organization allows efficient usage of resources, including common infrastructure, and better coordination of education and other activities of the center.
Institutions that were awarded a MRSEC in the FY 2011 competition as the lead institution are not eligible to submit a MRSEC proposal as a lead institution in this competition. Existing MRSECs should have the ability to re-prioritize resources and add new participants through, for example, their seed program.
Full MRSEC proposals may be submitted by invitation only.
Limit on Number of Proposals per PI: 1
An individual may be the Principal Investigator (PI) or co-PI for only one preliminary proposal.

The CSBR program provides for enhancements that secure and improve existing collections, result in accessible digitized specimen-related data, and develop better methods for specimen curation and collection management. Biological collections supported include established living stock/culture collections, vouchered non-living natural history collections, and jointly-curated ancillary collections such as preserved tissues and DNA libraries.
