The National Heart, Lung, and Blood Institute invites cooperative agreement (U01) applications to serve as the Data Coordinating Center (DCC) for the Molecular Atlas of Lung Development Program (LungMAP). The overall goal of this program is to build an open-access reference resource by creating a comprehensive molecular atlas of the late-stage developing lung (human and mouse) with data and reagents available to the research community. The atlas will integrate gene and protein expression profiles, transcriptome, epigenome, and other molecular characterizations with high-resolution anatomical information to provide molecular profiles of functionally or anatomically defined cell types in the developing lung. The DCC will perform data collection, integration, and analysis; develop and maintain the LungMAP database and website; and coordinate research activities of the Human Tissue Core (HTC) and the Research Centers (RCs).
Two separate solicitations seek applications for one HTC (RFA-HL-14-007) and four RCs (RFA-HL-14-008).

Description
NICHD requests applications to support developmental community-based participatory research (CBPR) projects planned and developed by recipients of the Phase I Academic-Community Partnerships Conference Series awards under PAR-08-106 and RFA-HD-06-019. Only one CBPR project will be supported per grant award. The areas of emphasis include: infant mortality; sudden infant death syndrome; fibroid tumors; childhood, adolescent, and/or adult obesity; literacy; techniques for outreach and information dissemination; pediatric and maternal HIV/AIDS prevention; and violence prevention.
The purpose of the Phase II initiative "Addressing Health Disparities in Maternal and Child Health through Community-Based Participatory Research" is to use the Community-Based Research Project (CBPR) methodology to conduct small research projects that (i) address a community health concern, (ii) increase understanding of community related factors and/or cultural beliefs and practices that significantly impact health outcomes in one of the areas of emphasis, or (iii) focus on the development of innovative health messages with the objective of increasing health literacy in areas of concern.

Title
Collaborative Human Tissue Network (CHTN) (UM1)

Description
The purpose of this Funding Opportunity Announcement (FOA), issued by the National Cancer Institute (NCI), is to support the Collaborative (currently "Cooperative") Human Tissue Network (CHTN). The goal for CHTN is to collect and distribute high quality human tissue specimens to facilitate basic and early translational cancer research. The CHTN is designed as a unique biospecimen resource in that it is based on prospective collection and distribution of samples upon specific investigators’ requests. Samples to be collected from patients include pre-cancerous, cancerous, and benign neoplastic tissues, as well as specimens corresponding to non-neoplastic diseases and uninvolved tissues.
This FOA solicits applications for CHTN awards from institutions/teams capable of contributing to the mission of CHTN by: (1) providing prospective investigator-defined procurement of high-quality malignant, benign, diseased, and uninvolved (normal adjacent) tissues and fluids from patients throughout North America and elsewhere; (2) assisting individual investigators with regard to specific specimen needs of their research; (3) assisting in developing and disseminating knowledge on high quality practices for successfully operating a biospecimen repository; and (4) educating the community about the importance of the availability of high quality human tissue specimens for medical research. Depending on their profile and capabilities, applicants must indicate whether they propose to function as the CHTN adult biospecimen division or the pediatric specimen division. Nonetheless, it will be acceptable for an adult biospecimen division, if capable, to contribute pediatric samples for networked requests.
This FOA is open to all qualified applicants irrespective of their previous association with the CHTN.

The National Science Foundation (NSF) announces a third year of a program on collaborative research and education in the area of scalable nanomanufacturing, including the long-term societal implications of the large-scale implementation of nanomanufacturing innovations. This program is in response to and is a component of the National Nanotechnology Initiative Signature Initiative: Sustainable Nanomanufacturing - Creating the Industries of the Future (http://www.nano.gov/node/611). Although many nanofabrication techniques have demonstrated the ability to fabricate small quantities of nanomaterials and devices for characterization and evaluation purposes, the emphasis of this program is on research to overcome the key impediments that prevent the low cost production of useful nanomaterials, devices and systems at industrially relevant scale. Therefore, competitive proposals will incorporate three elements in their research plans:
A persuasive argument that the nanomaterials, devices or systems to be produced have or are likely to have sufficient demand to justify eventual scale-up;
A clearly identified and arguably complete set of research issues that must be addressed to enable the low cost production of high quality products; and
A compelling research plan with clear objectives to overcome the identified research issues that is supported by preliminary results relevant to scale-up.
The mode of support is Nanoscale Interdisciplinary Research Teams (NIRT). Proposals submitted to this program must address at least one, and preferably more than one, of the following interconnected themes:
Novel processes and techniques for continuous and scalable nanomanufacturing;
Directed (e.g. physical/chemical/biological) self-assembly processes leading to heterogeneous nanostructures with the potential for high-rate production;
Fundamental scientific research in well-defined areas that are compellingly justified as critical impediments to scale-up;
Principles and design methods to produce machines and processes to manufacture nanoscale structures, devices and systems; and/or
Societal, environmental and educational implications of the large-scale production and use of nanomaterials, devices and systems, including the life-cycle analysis of such nanomaterials, devices and systems.
Other research and education projects in nanoscale science and engineering will continue to be supported in the relevant programs and divisions.

An academic institution – a university, or a campus in a multi-campus university -- may submit no more than one (1) proposal on which it is the lead organization in response to this solicitation. The same organization may be a collaborative partner in any number of other multi-organization group proposals in which it is not the lead. A proposal involving more than one organization must be submitted as a single proposal in which a single award is requested, with the managing principal investigator from the lead organization and subawards administered by the lead organization to any other participating organizations.

Description
Federal Circular A-21 (from the Office of Management and Budget, OMB) establishes the principles for determining costs applicable to grants, contracts or any other agreements with educational institutions. For the purpose of covering the cost of administrative and clerical salaried service support intended to foster development of new research programs that cannot be directly charged to grants and contracts, the University has provided funding referred to as A-21 funds. These funds are administered by the Office of Research annually. To provide A-21 funding for new initiatives, all current allocations of A-21 funds made in the prior fiscal year are being reduced by a 10 percent linear reduction over a 10-year time frame. This approach provides a pool for new allocations at the beginning of each fiscal year. The amount available for FY13-14 is estimated to be $100,000 in direct salary costs to be distributed to support new proposals selected in this cycle. The new programs are subject to the 10 percent linear reduction in the year following the allocation and every subsequent year within the 10-year time frame. The Office of Research is responsible for the distribution of these funds annually. This responsibility includes receiving the funds from the budget office, announcement of the award process, process timeline, receipt of all funding requests, acceptance of award recommendations, announcing awards and distribution of funding.
Employment classifications which may be considered for this funding include University and Classified Staff in clerical and fiscal areas typically. The positions are expected to be salaried positions (ineligible are faculty and wage positions). Priority will be given to proposals that demonstrate the fostering and development of new and/or expanding areas of research. Examples of appropriate initiatives to be supported by this funding include but are not limited to:
1) New administrative position for college-level grant writing support services
2) New clerical/administrative assistant for department or research center to support expanded research activities.
