This solicitation aims at introducing nanoscale science, engineering, and technology through a variety of interdisciplinary approaches into undergraduate engineering education. The focus of the FY 2013 competition is on nanoscale engineering education with relevance to devices and systems and/or on the societal, ethical, economic and/or environmental issues relevant to nanotechnology.

This Funding Opportunity Announcement (FOA) is being issued by the U.S. Department of Energy (DOE) to solicit applications for two (2) topic areas:
1) Topic A is to enable utilities to develop long-term strategic plans that integrate high levels of renewable energy generation, and to ensure reliable real-time power system operations under high renewable penetration.
2) Topic B will provide technical assistance for capacity-building activities regarding utility-scale photovoltaic planning and installation.
These two FOA topics are targeted towards supporting two types of entities: those entities that are experienced in solar photovoltaic (PV) resource management, interconnection, and deployment; and those entities that have little to no experience in (PV) deployment, management and interconnection.
DOE is issuing this FOA with the express purpose of demonstrating cost-effective and reliable solar generation integration in real time, at utility-scale, in successful utility business models. DOE anticipates providing a maximum of $12 Million through this FOA, for projects two to four years in duration depending on FOA topic area, with cost sharing required from the awardees.

Submission Limits
Applicants may apply for multiple Topic areas using a single Concept Paper and a single Full Application. If an applicant submits more than one Concept Paper or Full Application, DOE will only consider the last timely submission for evaluation. Any other submissions received listing the same applicant will be considered non-compliant and not eligible for further consideration. This limitation does not prohibit an applicant from collaborating on other applications (e.g., as a potential subrecipient or partner) so long as the entity is only listed as the prime applicant on one Concept Paper and Full Application submitted under this FOA.

NIFA anticipates that grant funds will be available and requests applications for the Extension Integrated Pest Management Coordination and Support Program (EIPM-CS) for fiscal year (FY) 2013. This program provides funding for two components of extension integrated pest management, COORDINATION and SUPPORT. Each of the funding opportunities within the EIPM-CS program assist state and local contributions in advancing the goals of the National Roadmap for Integrated Pest Management (IPM) (www.nifa.usda.gov/nea/pest/in_focus/ipm_if_roadmap.html) by addressing priority needs associated with the coordination, design, development, implementation, and evaluation of extension IPM programs. SUPPORT projects should also advance regional issues of shared importance. Through training, EIPM-CS projects help pest managers gain confidence in alternative pest management practices. All EIPM-CS efforts contribute to the achievement of National IPM goals through the demonstration and evaluation of IPM practices in production agriculture and other settings. Awards provide funding for programs that strengthen the ability of NIFA and the Cooperative Extension Service at its partner institutions to actively address local, state, and national IPM needs and rapidly respond to new issues and opportunities.
Successful proposals will demonstrate effective efforts by extension educators and implementation of IPM practices by end users, and provide measurements of those successes. The amount made available for EIPM-CS in FY 2013 is anticipated to be approximately $8,800,000. This RFA is being released prior to the passage of an Appropriations Act for FY 2013. Enactment of additional Continuing Resolutions or an Appropriations Act may affect the availability or level of funding for this program.
In FY 2013, all awards will be new awards; there are no existing continuation obligations. The following institutions are eligible to apply for an award through this program: the 1862 land-grant institutions, any of the six U.S. territories, and 1890 land-grant institutions, including Tuskegee University, West Virginia State University, the University of the District of Columbia. EIPM-CS COORDINATION awards link projects and deliver diverse information to various clientele in the state; SUPPORT projects develop extension multi-state IPM working groups addressing issues relevant to small farms or underserved audiences or develop Extension responses to critical IPM issues (fully defined Part I.,C.); support projects must advance the goals of the National Roadmap for IPM (nifa.usda.gov/nea/pest/in_focus/ipm_if_roadmap.html). Available funds will be distributed among the highest ranked EIPM-CS COORDINATION and SUPPORT projects. Not all applicants should expect to receive awards. Applications ranked below the medium priority are not considered to be in a fundable category.

The description should be narrative in nature and must not include any quantifiable financial information.

The George E. Brown, Jr. Network for Earthquake Engineering Simulation (NEES) was established by the National Science Foundation (NSF) as a multi-user, research infrastructure for earthquake engineering research, innovation, and education through a facility construction phase during 2000-2004, followed by operations of the infrastructure to support research and education activities from October 2004 through September 2014. NEES is currently operated under a five-year NSF cooperative agreement award with Purdue University that expires on September 30, 2014. Through this solicitation, NSF provides the opportunity for the earthquake engineering community to recompete to operate the "second generation" of NEES, hereinafter referred to in this solicitation as "NEES2." Proposals are solicited by NSF's Division of Civil, Mechanical and Manufacturing Innovation to provide, manage, operate, and maintain NEES2 to support frontier earthquake engineering research, innovation, education, and workforce development for the five-year period from October 1, 2014 to September 30, 2019 [i.e., fiscal year (FY) 2015-FY 2019]. Recompeted through this solicitation for NEES2 are the following components: (a) a network-wide NEES2 management office (NMO) with the Principal Investigator (PI)/Network Director located at the lead institution, (b) four to six experimental facilities that provide the most critical and technically advanced capabilities and data needed by the earthquake engineering research community for transformative research, plus a post-earthquake, rapid response research (PERRR) facility, (c) community-driven, production-quality cyberinfrastructure, and (d) education and community outreach activities. This solicitation does not separately compete the components. Instead, it requests proposals to integrate all these components into a cohesive earthquake engineering research infrastructure for FY 2015-FY 2019. NSF intends to award one cooperative agreement to a lead institution for NEES2 operations with a start date of October 1, 2014, and a duration of up to five years.

Submission Limits
An academic institution may submit only one proposal as the lead institution; however, an academic institution may participate in more than one proposal as a non-lead institution. Full proposals involving more than one organization must be submitted as a single administrative package from the lead institution; collaborative full proposals with multiple administrative packages will not be accepted and will be returned without review. If the lead Principal Investigator (Network Director) leaves or transfers to another institution during the review process or after an award is made, the proposal/award remains with the lead institution. Additionally, the lead institution cannot be changed after submission of the full proposal. Non-academic U.S. institutions and organizations, including national laboratories and private-sector companies, as well as non-U.S. institutions, may participate in network activities using their own resources. All NEES2 facility host institutions and facilities must be located in the United States to facilitate access by NSF-supported researchers.
