The National Nanotechnology Infrastructure Network (NNIN) will reach its ten year authorized award life at the end of Fiscal Year 2013. The National Science Foundation is announcing in this solicitation an open competition to establish a Next-Generation National Nanotechnology Infrastructure Network (NG NNIN) for Fiscal Years 2014-2018.
NNIN has enabled major discoveries, innovations, and contributions to education and commerce within all disciplines of nanoscale science, engineering, and technology through NSF support of a national network of university-based user facilities. These facilities have provided open access to leading-edge nanotechnology fabrication and characterization tools, instrumentation, and expertise for users across the nation from academia, small and large industry, and government. The core mission of NNIN has included national-level education and outreach programs to enable a diverse science and engineering workforce, the study of societal and ethical implications of nanotechnology including issues of environment, health, and safety, as well as important modeling and simulation capabilities.
The new competition for the NG NNIN will build on the concept of NNIN with a much broadened scope and user base. Support is being provided by all NSF Directorates and the Office of International Science and Engineering as an integral part of the NSF investment in Nanoscale Science and Engineering.

Description
The Antarctic Earth Science Program in the Antarctic Sciences Section of the National Science Foundation's (NSF) Division of Polar Programs provides support for the curation and long-term storage of core material collected on the Antarctic continent and its margins. Currently, the Antarctic Marine Geology Research Facility (AMGRF) at Florida State University is fulfilling this role. The AMGRF was established in 1963 and is housed in a single-story, 10,000 sq. ft. building on the Florida State University campus. The AMGRF houses approximately 21,000 meters of deep-sea sediment cores collected from over 90 United States Antarctic Program (USAP) research cruises. In addition, the AMGRF is also a repository for nearly 3,000 meters of core collected during NSF supported drilling programs in the Antarctic. These projects include: the Dry Valleys Drilling Project, Cape Roberts Project, SHALDRIL 1 and 2, and ANDRILL 1 and 2.
In accordance with NSF policy that all facility awards must be re-competed after an appropriate period of operation (NSB-08-12 and NSB-08-16), this solicitation seeks the services of a qualified organization to provide a core curation facility and services for geological cores collected in the polar regions. The award will be administered as a Cooperative Agreement and will cover a five-year operating period beginning June 1, 2014. A programmatic review will be held prior to the completion of the initial period of support and the results will guide the decision whether to renew the Cooperative Agreement for another five-year period.

This FOA encourages applications for the Centers for AIDS Research (CFAR) program to provide administrative and shared research support to enhance HIV/AIDS research. Applications are being solicited for both standard CFARs and for developmental CFARs (D-CFARs). Standard and D-CFARs provide core facilities, expertise, resources, and services not readily obtained otherwise through more traditional funding mechanisms. Additionally, D-CFARs provide support to assist investigators in the development of a competitive standard CFAR. The program emphasizes interdisciplinary collaboration, especially between basic and clinical investigators, translational research between the laboratory and the clinic, inclusion of investigators from diverse backgrounds, and inclusion of prevention and behavioral change research.

The Challenge America Fast-Track category offers support primarily to small and mid-sized organizations for projects that extend the reach of the arts to underserved populations -- those whose opportunities to experience the arts are limited by geography, ethnicity, economics, or disability. Age alone (e.g., youth, seniors) does not qualify a group as underserved; at least one of the underserved characteristics noted above also must be present. Grants are available for professional arts programming and for projects that emphasize the potential of the arts in community development.
This category encourages and supports the following two outcomes:
Engagement: Engaging the public with diverse and excellent art.
Livability: The strengthening of communities through the arts.
You will be asked to select the outcome that is most relevant to your project (you also will be able to select a secondary outcome). When making selections, you should identify the outcome(s) that reflect the results expected to be achieved by your project. If you receive a grant, you also will be asked to provide evidence of those results.
Challenge America Fast-Track grants:
Extend the reach of the arts to underserved populations.
Are limited to the specific types of projects outlined below.
Are for a fixed amount of $10,000 and require a minimum $10,000 match.
Receive an expedited application review. Organizations are notified whether they have been recommended for a grant approximately six months after they apply; projects may start shortly thereafter.
Partnerships can be valuable to the success of these projects. While not required, applicants are encouraged to consider partnerships among organizations, both in and outside of the arts, as appropriate to their project.

If an organization applies to the Challenge America Fast-Track category, it may not submit another application to the Art Works category.

This announcement solicits applications for a Special Projects of National Significance (SPNS) Program multi-site initiative entitled Culturally Appropriate Interventions of Outreach, Access and Retention among Latino(a) Populations – Demonstration Sites. This initiative is expected to provide funding during Federal fiscal years 2013-2017 to support organizations that will design, implement and evaluate culturally appropriate service delivery models focused on improving health outcomes among Latinos/as living with HIV disease. The initiative will focus on Latinos/as who are who are at high risk of HIV infection or are infected with HIV but are unaware of their HIV status; are aware of their HIV infection but have never been engaged in care; are aware but have refused referral to care; or have dropped out of care. Applicants must propose innovative interventions that identify Latinos/as at high risk or living with HIV, and improve their access, timely entry and retention in quality HIV primary care. Applicants must have the clinical capacity to implement and sustain their interventions, and propose evaluation plans for these interventions that will enhance knowledge of the disparities in health outcomes affecting Latino populations living in the United States.
This initiative will take a transnational approach, and applicants must propose innovative interventions targeting HIV-affected Latino/a subpopulations living in the US but specific to their country of origin. Proposed interventions must address sociocultural and structural barriers, especially stigma, that affect Latino/as’ access and retention in HIV primary care. Latino/a subpopulations of interest include but are not limited to heterosexual men, heterosexual women, gay and bisexual men, bisexual women, transgender women, and injecting drug users (IDUs). Awards will be limited to organizations located in areas with high concentration of Latino/as with high incidence and/or prevalence of HIV/AIDS, especially in urban areas. Consortia of multiple outpatient clinics serving the same identified target population are encouraged to apply.
Up to eight awards are anticipated, at up to $300,000 per year over a five year project period. Awardees will be required to participate in a comprehensive multi-site evaluation throughout the five year project period led by an Evaluation and Technical Assistance Center (ETAC) to identify and document successful models for purposes of dissemination and replication at the national level. Funding for the ETAC is being made available under a separate announcement (HRSA-13-151) and organizations that apply under this funding announcement may not also apply under the ETAC announcement. Funds awarded under this announcement may not be used for direct HIV care services or for duplication of existing services, but rather to fund activities designed to identify, engage and retain HIV-positive Latino/a in quality HIV care. Direct HIV care is funded by other sources, such as Ryan White HIV/AIDS Program Parts A, B, C, and D.

The ETAC will 1) provide technical assistance to the demonstration projects over the course of the initiative; 2) conduct a rigorous multi-site evaluation of the implementation and outcomes of all interventions and the multi-site cohort as a whole; and 3) lead and coordinate the efforts for publication and dissemination of findings and lessons learned from the initiative. The ETAC will work in close consultation with the SPNS program in all aspects of the initiative,but especially in the implementation of the multi-site evaluation and dissemination.
