Limited Competition: Framework Programs for Global Health Innovation (D43)
Agencies
Fogarty International Center (FIC), National Institutes of Health (NIH)
Description
The purpose of this FOA is to provide support for the development of broadly interdisciplinary training programs in global health directed towards encouraging innovation in products, processes, and policies. Trainees should be at the postdoctoral level or have attained a terminal degree in their fields. Training projects should identify critical health needs in Low and Middle Income Countries (LMICs) that can be addressed through Innovation, and carry out the scientific research necessary to develop, validate, and test their concepts. To increase the translation of research findings into realized health benefits, project design should include considerations of implementation appropriate to low resource settings in LMICs, particularly regarding increased effectiveness, affordability, accessibility, ease of use or delivery, and/or scalability. This FOA emphasizes hands-on, problem-solving, and collaborative approaches and allows U.S. and LMIC trainees to be trained together. By engaging multiple entities within and among institutions, the proposed programs should also build institutional capacity for interdisciplinary training in global health, stimulate new collaborations, and increase the pipeline of researchers from a wide variety of fields who engage in global health research.

An unfunded collaboration does not count against the submission limit. Inclusion as a funded subawardee on a development proposal at a level in excess of 20% of the total budget request from NSF, or on any acquisition proposal, will be counted against an organization's proposal submission limit. However, if a subaward to an organization in a development proposal is 20% or less of the proposal's total budget request from NSF, the subawardee's submission limit will not be affected. For subawards within a linked collaborative proposal, the 20% threshold applies to the budget request from NSF in the proposal containing the subaward(s), not to the combined budget request from NSF for the collaborative project.) NSF reserves the right to carefully examine development proposals to ensure that they meet the requirements for this proposal type.

Title
Major Research Instrumentation Program (MRI)
Agencies
National Science Foundation (NSF)
Description
The Major Research Instrumentation Program (MRI) serves to increase access to shared scientific and engineering instruments for research and research training in the USA's institutions of higher education, museums, science centers, and not-for-profit organizations. This program especially seeks to improve the quality and expand the scope of research and research training in science and engineering, by providing shared instrumentation that fosters the integration of research and education in research-intensive learning environments. Development and acquisition of research instrumentation for shared inter- and/or intra-organizational use are encouraged, as are development efforts that leverage the strengths of private sector partners to build instrument development capacity at academic institutions.
To accomplish these goals, the MRI program assists with the acquisition or development of shared research instrumentation that is, in general, too costly and/or not appropriate for support through other NSF programs. Instruments are expected to be operational for regular research use by the end of the award period. For the purposes of the MRI program, proposals must be for either acquisition or development of a single instrument or for equipment that, when combined, serves as an integrated research instrument (physical or virtual). The MRI program does not support the acquisition or development of a suite of instruments to outfit research laboratories/facilities or to conduct independent research activities simultaneously.
The participating NSF components are the Office of Integrative Activities (OIA); the Directorate for Biological Sciences (BIO); the Directorate for Computer and Information Science and Engineering (CISE); the Directorate for Education and Human Resources (EHR); the Directorate for Engineering (ENG); the Directorate for Geosciences (GEO); the Directorate for Mathematical and Physical Sciences (MPS); the Directorate for Social, Behavioral, and Economic Sciences (SBE); the Office of Polar Programs (OPP); and the Office of Cyberinfrastructure (OCI).

Submission Limits
Organizations are limited to three proposals. If three proposals are submitted, at least one of the proposals must be for instrument development (i.e., no more than two proposals may be for instrument acquisition). To ensure a balanced instrumentation award portfolio at diverse organizations, across varied research topics, and in support of a broadly inclusive science and engineering workforce across the entire Nation, the MRI program requires that an MRI-eligible organization may, as a performing organization, submit or be included as a significantly funded subawardee in no more than three MRI proposals. To promote instrumentation development, the program requires that if an organization submits or is included as a significantly funded subawardee in three MRI proposals, at least one of the three proposals must be for instrument development.
Cost Sharing:
Cost-sharing at the level of 30% of the total project cost is required for Ph.D.-granting institutions of higher education and for non-degree-granting organizations. Note: The 30% cost-sharing requirement applies to only the portion of the total project cost budgeted to non-exempt organization(s), including those participating through subawards. Cost-sharing is required for Ph.D.-granting institutions of higher education and for non-degree-granting organizations.

CHRB 2013-2014 Grant Competition
Agencies
Commonwealth Health Research Board (CHRB)
Description
In 1997, the General Assembly passed and the Governor signed an act establishing the Commonwealth Health Research Board to provide financial support for human health research in the Commonwealth.
The Boards' primary responsibility is to make grants for human health research, especially for those efforts that have the potential of maximizing human health benefits for citizens of the Commonwealth.
The criteria for the awards are determined by the Board and include principles articulated in statute. Grants can be made to state agencies and institutions of higher education in Virginia and non-profit organizations that meet specific criteria.
Following its organization, the Board established fund guidelines, reviewed applications for funding, and made its first grants for the initiation of nine research projects. The Board solicits proposals on an annual basis for research funding to begin in July of each year.
Funds for the grants come from the Commonwealth Health Research Fund, which was established with proceeds following Trigon's evolution from non-profit organization to a for-profit company.
More Information
http://www.chrb.org/Guidelines%20&%20Forms.htm
Submission Limits
The CHRB will accept no more than 15 concept papers from any one agency, non-profit
organization, or institution of higher education per funding cycle. The limitation on the number
of concept papers which may be submitted by an Applicant Institution or Organization is
determined by that entity’s legal status. For example, if an entity is merely a center of an
institution of higher education, no PI may submit any concept paper on behalf of that center.
Any entity requesting to have concept papers submitted on its behalf must provide the CHRB
with a copy of the legal document establishing that entity as a separate or distinct legal entity.
The CHRB shall make the decision regarding whether an entity may have concept papers
submitted on its behalf and such decision is final. The CHRB Chair will provide written notice
of the CHRB’s decision within 14 business days of the CHRB Administrator’s receipt of the
request.
Cost Sharing:
For the FY 2013/2014 CHRB competition, applicants may request funding to support projects
over either a one-year or a two-year period. The maximum amount of a one-year award is $100,000.
The maximum amount for a two-year award is $200,000. However, no more than $100,000 will be
provided in either the first or second year.

Title
ADVANCE: Increasing the Participation and Advancement of Women in Academic Science and Engineering Careers (ADVANCE) - Institutional Transformation
Agencies
National Science Foundation (NSF)
Description
For many decades, an increasing number of women have obtained STEM doctoral degrees, however, women, particularly women of color, continue to be significantly underrepresented in almost all STEM academic positions. While the degree of underrepresentation varies among STEM disciplines, women's advancement to senior professorial ranks and leadership roles is an issue in all fields. The underrepresentation of women is also a critical issue for the nation, at large, as its need to develop a globally competitive and diverse workforce increases.
Research has shown that women's representation and advancement in academic STEM positions are affected by many external factors that are unrelated to their ability, interest and technical skills (Spencer, et al, 1999; Halpern and Tan, 2001; Hyde, 2005; National Academy of Sciences, 2007). Such factors include, but are not limited to: stereotype threat, societal impacts, organizational constraints of academic institutions; differential effect of work and family demands; implicit and explicit bias; and lack of women in academic leadership and decision-making positions. The cumulative effect of such diverse factors has been to create infrastructural barriers that impact the number of women entering, persisting and advancing in STEM careers.
Thus, the goal of the ADVANCE program is to develop systemic approaches to increase the representation and advancement of women in academic STEM careers, thereby contributing to the development of a more diverse science and engineering workforce. ADVANCE also has as its goal to seminally contribute to and inform the general knowledge base on gender equity in the academic STEM disciplines.
