Description
NIFA requests applications for theWomen and Minorities in Science, Technology, Engineering and Mathematics Fields Program (WAMS) Grants Program for fiscal year (FY) 2017 to support research and extension activities that increase the number of women and underrepresented minorities from rural areas who will pursue and complete a postsecondary degree in science, technology, engineering or mathematics (STEM) disciplines. The anticipated amount available for support in FY 2017 is approximately $400,000. This RFA is being released prior to the passage of an appropriations act for FY 2017. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program.
The purpose of this program is to support research and extension projects that increase participation by women and underrepresented minorities from rural areas in STEM. NIFA intends this program to address educational needs, as determined by each institution, within broadly defined areas of food and agricultural sciences and related disciplines.
Applications recommended for funding must highlight and emphasize a competent and qualified workforce to guide the food and agricultural sciences system. WAMS-funded projects should improve the economic health and viability of rural communities by developing research and extension initiatives that focus on new and emerging employment opportunities in STEM occupations. Hence, the goal of WAMS projects is to meet the national challenge to increase the number and diversity of students entering food and agriculture-related STEM disciplines (i.e. having a food and agricultural sciences workforce representative of the nation’s population). Projects that contribute to the economic viability of rural communities are also encouraged.
All WAMS projects are required to provide leadership skills opportunities. The development of leadership skills, knowledge, and qualities are necessary to prepare students for agricultural and related careers in the private sector, government, and academia. WAMS education/teaching applications must demonstrably incorporate a leadership development component to equip students with technical and leadership abilities upon graduation.
Specific activities may include:
• Developing practical applications to increase understanding of leadership roles, including critical thinking, problem solving, and communication skills; ethics and professionalism; and working in teams;
• Connecting the academic classroom experience with daily leadership roles and organizational activities;
• Providing opportunities for mentoring and shadowing; and
• Organizing leadership academies, workshops, trainings, etc.
WAMS supports social and behavioral science disciplines. Projects that integrate social and biological sciences to provide experiential learning opportunities for students in applied research, and related community development programs. Incorporation of social and behavioral sciences is important for addressing many of the challenges facing agriculture and rural communities, such as increasing global demand for food production in the face of limited natural resources; improving health and reducing obesity; and increasing economic opportunities.
WAMS supports advances in U.S. food, agriculture and forestry. In an increasingly interconnected world, these domestic advancements have global importance, and may require information and cooperation from beyond our borders. Any proposed activity (e.g., partnerships, exchanges, training, and/or travel), must support the domestic objectives of WAMS. Applicants must clearly describe and demonstrate how international activities proposed in applications submitted to WAMS will contribute to advances in U.S. agriculture. When proposing international activities, applicants must describe the metrics that will be used for reporting beneficial outputs and outcomes. These metrics should reflect how the proposed international collaboration adds value to achieving the WAMS program’s objectives by introducing innovative technologies/approaches, promoting synergistic science, addressing issues of mutual concern, or other means. Submission Limits
Applicants may only submit one application, but may submit up to three projects under each activity (FP&S and R&D). Any applicant that submits more than one application may have all applications deemed ineligible.
Cost Sharing:
An eligible applicant seeking an FP&S Grant Program award to carry out an activity shall agree to make available non-federal funds to carry out such activity in an amount equal to and not less than five percent of the grant awarded. NSF's Directorate for Computer and Information Science and Engineering (CISE) initiated the National Network of Big Data Regional Innovation Hubs (BD Hubs) program in FY 2015. Four BD Hubs – Midwest, Northeast, South, and West – were established to foster multi-sector collaborations among academia, industry, and government, both nationally and internationally. These BD Hubs are serving a convening and coordinating role by bringing together a wide range of Big Data stakeholders in order to connect solution seekers with solution providers.
In FY 2016, the Big Data Regional Innovation Hubs: Establishing Spokes to Advance Big Data Applications (BD Spokes) solicitation began extending the BD Hubs network by establishing multi-institutional and multi-sector collaborations to focus on topics of specific interest to a given region. The first set of BD Spokes was funded in FY 2016. This solicitation calls for new BD Spoke proposals to be awarded in FY 2018. Collaborating with BD Hubs, each BD Spoke will focus on a particular topic that requires Big Data approaches and solutions. The set of activities managed by a BD Spoke will promote progress towards solutions in the chosen topic area. The regional BD Hub Steering Committee will provide general guidance to each BD Spoke and will assist the BD Spoke in coordinating with the national BD Hub network, with other BD Spokes, and with the broader innovation ecosystem.
The Big Data activities of a BD Spoke will be guided by the following broad themes:
Accelerating progress towards addressing societal grand challenges relevant to the regional and national priority areas defined by the BD Hubs (information on priority areas can be found on each Hub’s website listed in the Introduction section below);
Helping automate the Big Data lifecycle; and
Enabling access to and spurring the use of important and valuable available data assets, including international data sets where relevant.
NSF's overall Big Data research and development (R&D) portfolio includes fundamental research, infrastructure development and provisioning, education and workforce development, and community engagement. Not all of these aspects of the overall portfolio are covered by this solicitation. In particular, this solicitation is not meant to fund proposals in which fundamental research is the primary activity. If research is a substantial portion of the proposed activities, please consult with a cognizant NSF program officer of this solicitation to help find a more appropriate solicitation. For example, projects focused on foundations and innovative applications related to Big Data may be better suited for submission to the Critical Techniques and Technologies for Advancing Foundations and Applications of Big Data Science & Engineering (BIGDATA) program. Similarly, projects focused primarily on privacy research may be more suited to NSF’s Secure and Trustworthy Cyberspace (SaTC) program.
There are two proposal categories covered by this solicitation: SMALL and MEDIUM BD Spokes.
Note: All (SMALL or MEDIUM) BD Spoke proposals submitted in response to this solicitation must include a Letter of Collaboration from a regional BD Hub. Any BD Spoke proposal not including a Letter of Collaboration from a BD Hub will be returned without review. No exceptions will be made.

Submission Limits
Limit on Number of Proposals per Organization: 1
An organization may participate as submitting organization (or, in the case of collaborative proposals, as the lead organization) for at most one proposal responsive to this solicitation.
Proposal submissions are limited to 1 per organization (except as non-lead in a collaborative proposal) to maintain a balanced geographic representation of the Regional Hubs and Spokes program and to increase diversity of participating institutions.
Limit on Number of Proposals per PI or Co-PI: 1
An investigator may participate as PI or Co-PI in no more than one proposal submitted in response to this solicitation, irrespective of proposal category. However, there is no limit on the number of proposals on which an individual may serve as Senior Personnel.
These eligibility constraints will be strictly enforced in order to treat everyone fairly and consistently. In the event that an individual exceeds this limit, proposals received within the limit will be accepted based on earliest date and time of proposal submission (i.e., the first proposal received will be accepted and the remainder will be returned without review). No exceptions will be made.

The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of University Programs (OUP) is requesting applications from accredited U.S. colleges and universities to lead a consortium of universities for a Center for Cross-Border Threat Screening and Supply Chain Defense (CBTS). OUP is also posting a separate NOFO for eligible applicants to submit single project proposals for consideration as a partner to this Center of Excellence (COE). DHS will select qualified individual projects from applications received for either the Center Lead NOFO or the Center Partner NOFO, regardless of the institution that is awarded as lead institution.
The DHS COEs are university consortia that work closely with DHS Components and their partners to conduct research, develop and transition mission-relevant science and technology, educate the next generation of homeland security technical experts, and train the current workforce in the latest scientific applications. Each COE is led by an accredited U.S. college or university and involves multiple partners for varying lengths of time. COE partners include other academic institutions, commercial industry, DHS Components, Department of Energy National Laboratories and other Federally-Funded Research and Development Centers (FFRDCs), other federal agencies that have homeland security-relevant missions, state/local/tribal governments, non-profits, and first responder organizations. DHS envisions the COEs as long-term trusted partners that provide an array of resources to help DHS achieve improve operations. OUP maintains both financial assistance and contract mechanisms for DHS to access COE capabilities. The COEs that make up the COE network are listed at https://www.dhs.gov/st-centers-excellence. The new Center will be a fully-integrated component of the COE network and will take advantage of the network's resources to develop mission-critical research, education, and technology transition programs.

Program Description/Executive Summary: The Office of Citizen Exchanges, Youth
Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces
an open competition for the FY 2017 Youth Ambassadors Program. U.S. public and
private non-profit organizations meeting the provisions described in Internal Revenue
Code section 26 USC 501(c)(3) may submit proposals to administer a program that will
recruit and select youth and adult participants, provide the participants with three-week
exchanges focused on civic education, community service, and youth leadership
development, and support follow-on programs in their home communities. The Youth
Ambassadors program directly supports the U.S. foreign policy goal of youth
empowerment and development by equipping exchange participants with the knowledge
and skills to become active and responsible members of their communities. The program
will build mutual understanding, tolerance, and respect through shared culture and values,
empower participants to be actively engaged in addressing issues of concern in their
schools and communities upon their return home; and foster relationships among youth
from different ethnic, religious, and national groups. Exchange delegations will travel to
the United States from Canada, Haiti, 10 South American countries (Argentina, Bolivia,
Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay, and Venezuela), eight
Central American countries (Belize, Costa Rica, the Dominican Republic, El Salvador,
Guatemala, Honduras, Nicaragua, and Panama), and six countries in the Caribbean (the
Bahamas, Barbados, Guyana, Jamaica, Suriname, and Trinidad and Tobago); U.S.
exchange delegations will travel to select countries. The Bureau anticipates that the single
award recipient will manage the comprehensive organizational and administrative responsibilities of this program, and will identify qualified sub-award recipients to
implement programming for at least 60 percent of the exchange participants
(approximately 253 participants). The award recipient can implement up to 40 percent of
program participants, and the primary award programming should contain a mix of both
U.S. and foreign participants. The award will provide funding for approximately 422
exchange participants (322 foreign and 100 U.S.)
