As part of the Obama Administration's commitment to drive innovations in higher education and increase college completion, affordability and quality outcomes, the U.S. Department of Education today announced the availability of $60 million in Fiscal Year 2015 in the First in the World (FITW) program. Click here for the Federal Register notice for applications. FITW grants will fund the development and testing of innovative approaches and strategies to improve postsecondary education attainment. Of the $60 million available this year, the competition has a set-aside of $16 million for institutions designated as minority-serving institutions, including Historically Black Colleges and Universities.
"Through the First in the World program, the Obama Administration is calling on colleges and universities to help develop the most promising approaches to improve outcomes for students, particularly for those who are underrepresented, underprepared or from low income backgrounds," U.S. Secretary of Education Arne Duncan said." We look forward to hearing from institutions as they seek to pioneer new and innovative ways to increase college success."
Encouraging and expanding innovation in higher education is a key element in helping more students complete college and reaching the President's goal to once again lead the world in college attainment. FITW is a key part of ensuring more Americans have the knowledge and skills to meet the demands of a growing global economy and builds on the Obama Administration's historic investments in college affordability, including increasing the maximum Pell grant award by over $1,000 and creating the $2,500 American Opportunity Tax Credit. It underscores the importance of new efforts to ensure college opportunity, including the President's new proposal to make two years of college free for responsible students, letting students earn the first half of a bachelor's degree and the skills needed in the workforce at no cost.
That is why the Administration started the First in the World Program, which provides grants to colleges and universities to test new approaches to fostering success among disadvantaged students. The goals of the grant program are to improve student outcomes today and to build a stronger evidence base of what works so that all colleges and universities can better shape their programs. The first $75 million in grants were awarded in 2014 to 24 colleges and universities. The President has proposed increasing First in the World to $200 million in Fiscal Year 2016. This and other key investments are possible only because the President's Budget reverses the harmful effects of sequestration, providing resources for the investments we need to strengthen the economy and expand opportunity.
FITW is an evidence-based program that draws on the design of the Department's Investing in Innovation Fund (i3). This year's FITW competition will feature two types of grants—development grants focused on testing innovative practices associated with student success; and validation grants with more rigorous evidence criteria, intended to confirm the effectiveness of promising practices when implemented more broadly. Successful applicants must demonstrate not only an innovative project design, but outline a rigorous plan for how the project will be evaluated to demonstrate its effectiveness.

This Funding Opportunity Announcement (FOA) has three primary objectives for the research to be supported: • To enhance our understanding of the challenges DOE scientists and user facilities face with respect to SSIO and related performance issues; • To support design and prototyping of next-generation SSIO environments, including storage systems software and middleware; and • To initiate exploratory research on new SSIO design alternatives to meet the challenges of extreme scale science. To meet these objectives, ASCR invites computer science research proposals to address three themes: 1. Measurement and Understanding of Storage Systems and Input/Output Challenges; 2. Scalable Storage Software Infrastructure; and 3. New Paradigms in Storage Systems and Input/Output. DOE National Laboratories that propose collaboration with a non-Laboratory partner should apply separately through Lab Announcement LAB 15-1338 in PAMS, while the non-Laboratory lead and non-Laboratory collaborating institutions’ applications should be submitted following the above rules in response to this FOA.

There is no limit on the number of applications that may be submitted as a Collaborator institution. Funding Opportunity Announcement (FOA) DE-FOA-0001310 entitled “Next Generation Marine Energy Systems - Durability and Survivability†focuses on the robustness of innovative MHK design systems with high performance potential and attempts to address questions regarding the costs, reliability, and survivability of innovative and novel system designs. This FOA will address these questions early in the development cycle and avoid costly failures and design iterations with prototypes at a larger scale.
Projects awarded from the “Next Generation Marine Energy Systems - Durability and Survivability†will improve system cost characteristics (i.e. Initial capital costs (ICC), Operational Expenditures (OPEX), Availability, and System Life) by reducing the risk and uncertainty that drives conservatism in design and premature failures in operations.
Projects awarded under Topic Area 1 will reduce ICC or extend system life by developing system designs and defining the conditions for survival. Projects will establish and validate survival conditions by testing model scale prototypes in a controlled laboratory environment.
Under Topic Area 2, more mature systems that are ready for testing as a fully integrated system will reduce ICC, reduce OPEX, or increase availability by developing new approaches to installation, operations, and maintenance. Prototypes will be instrumented and monitored to identify sources as well as progression of failures that drive the cost of operations.

The program contributes to the USDA NIFA Strategic Goal #1 “Catalyze exemplary and

This solicitation is to establish the Consortium for Advanced Manufacturing Foresights (the “Consortiumâ€) to implement that recommendation. The consortium will inform and promote regular and sustained communication and research coordination across the public and private sectors, provide federal decision-makers with timely access to top university and industry experts, and respond quickly to requests from federal decision-makers for detailed input on nascent opportunities and priorities in manufacturing. These activities will improve the coordination of federal advanced manufacturing technology and research and development strategies. The Consortium will cooperate with the Advanced Manufacturing National Program Office (AMNPO) of NIST, the President’s National Science and Technology Council (NSTC), and the U.S. Government Agencies that support advanced manufacturing to help provide the timely information needed to achieve that coordination. NSF is the program lead and is solely responsible for administration of the solicitation and the resulting award. NIST, acting on behalf of the Advanced Manufacturing National Program Office, is the program co-sponsor with NSF and provides financial and administrative support to NSF.

A well-prepared, innovative science, technology, engineering and mathematics (STEM) workforce is crucial to the Nation's health and economy. Indeed, recent policy actions and reports have drawn attention to the opportunities and challenges inherent in increasing the number of highly qualified STEM graduates, including STEM teachers. Priorities include educating students to be leaders and innovators in emerging and rapidly changing STEM fields as well as educating a scientifically literate populace. Both of these priorities depend on the nature and quality of the undergraduate education experience. In addressing these STEM challenges and priorities, the National Science Foundation invests in evidence-based and evidence-generating approaches to understanding STEM learning; to designing, testing, and studying instruction and curricular change; to wide dissemination and implementation of best practices; and to broadening participation of individuals and institutions in STEM fields. The goals of these investments include: increasing the number and diversity of STEM students, preparing students well to participate in science for tomorrow, and improving students' STEM learning outcomes.
NSF’s Improving Undergraduate STEM Education (IUSE) initiative, launched in Fiscal Year 2014, supports a coherent set of investments to address immediate challenges and opportunities that are facing undergraduate STEM education, as well as those that anticipate new structures (e.g. organizational changes, new methods for certification or credentialing, course re-conception, cyberlearning, etc.) and new functions of the undergraduate learning and teaching enterprise. The NSF-wide IUSE initiative acknowledges the variety of discipline-specific challenges and opportunities facing STEM faculty as they strive to incorporate results from educational research into classroom practice and work with education research colleagues and social science learning scholars to advance our understanding of effective teaching and learning.
The Directorate for Geosciences (GEO) contributes to the IUSE initiative through the Improving Undergraduate STEM Education: Pathways into Geoscience (IUSE: GEOPATHS) funding opportunity. IUSE: GEOPATHS invites proposals that specifically address the current needs and opportunities related to undergraduate education within the geosciences community. The primary goal of the IUSE: GEOPATHS funding opportunity is to increase the number of undergraduate students interested in pursuing undergraduate degrees and/or post-graduate degrees in geoscience through the design and testing of novel approaches for engaging students in authentic, career-relevant experiences in geoscience. In order to broaden participation in the geosciences, engaging undergraduate students from traditionally underrepresented groups or from non-geoscience degree programs is a priority. The IUSE: GEOPATHS solicitation features two funding Tracks: (1) Engaging students in the geosciences through extra-curricular experiences and training activities (GEOPATHS-EXTRA), and (2) Improving pathways into the geosciences through institutional collaborations and transfer (GEOPATHS-IMPACT).
