Submission Limits
An entity may not submit more than
one LOI as the lead organization. If more than one qualified LOI is received from a lead organization, DOE will consider the first qualified LOI received based on the DOE Office of Science Portfolio Analysis and Management Systems (PAMS) date and time stamp. The remaining LOIs will be deemed non-responsive and the applicant will not be allowed to submit full applications tied to those LOIs.
However, there is no limitation on the number of LOIs in which an entity may participate as a team member or subawardee.

The DOE Office of Energy Efficiency and Renewable Energy (EERE) is an organization focused on achieving aggressive and well-defined mid-to-long term clean energy goals for the United States of America. In that context, EERE has established multi-year plans and roadmaps. EERE focuses the majority of its resources on a limited number of "highest probability of success" pathways/approaches to ensure that the program initiatives are supported at a critical mass (both in terms of dollars and time) for maximum impact.
This roadmap-based approach is one of EERE's greatest strengths, but it can create challenges in recognizing and exploring unanticipated, game changing pathways/approaches which may ultimately be superior to the pathways/approaches on our existing roadmaps.
To enhance the responsiveness of the roadmap approach, EERE is continuing to issue "Incubator" Funding Opportunity Announcements (FOAs) within its existing Offices and programs to support innovative technologies and solutions that could help meet existing goals but are not represented in a significant way in the Offices' existing Multi-Year Program Plans (MYPPs) or current portfolios. The Incubator programs will allow EERE to assess new technologies for their potential to be “on ramped†to future MYPPs. Successful incubator projects will reduce the risk associated with potentially breakthrough approaches and technologies so that they could be viable candidates for inclusion in future program roadmaps.
DOE’s Vehicle Technologies Office (VTO) develops and deploys efficient and environmentally-friendly highway transportation technologies that will enable America to use less petroleum. These technologies will provide Americans with greater freedom of mobility and energy security, while lowering costs and reducing impacts on the environment.
For example, the EV Everywhere Grand Challenge requires dramatic improvements in plug-in electric vehicle (PEV) performance and cost that are specified as technical targets and “stretch goals†for key technical areas of plug-in electric vehicles. These are detailed in the EV Everywhere Blueprint document, posted on the VTO website.
Other specific technology and technical goals can be found in supporting roadmaps and plans such as the Office's Multiyear Program Plan, U.S. DRIVE Partnership Plan; 21st Century Truck Roadmap and Technical White Papers; and other plans and roadmaps referenced on the website.
This Vehicle Technologies Incubator FOA is open to proposals that aim to bring to market a novel, non-incremental technology that facilitates one or more of the overall VTO goals but are not represented in a significant way in the Offices' existing Multi-Year Program Plans (MYPPs) or current portfolios. The full spectrum of technologies and non-hardware solutions relevant to efficient and environmentally friendly transportation technologies that will enable America to use less petroleum will be considered for funding.
The description above is meant to demonstrate the breadth of possibilities.
The following types of applications will be deemed nonresponsive and will not be reviewed or considered:
• Commercial hardware technologies, products, and solutions;
• Incremental improvements to existing technologies, products, or solutions;
• Solutions, approaches, or technologies similar to those already being investigated through current or recent DOE projects; and
• Technologies that are not based on sound scientific principles (e.g., violates the law of thermodynamics).

Submission Limits
Applicants may submit up to two (2) Concept Papers and up to two (2) Full Applications for consideration under this FOA. If an applicant submits more than two (2) Concept Papers and two (2) Full Applications, EERE will only consider the last two (2) timely submissions for evaluation. Any other submissions received listing the same applicant will be considered non-compliant and not eligible for further consideration.
This limitation does not prohibit an applicant from collaborating on other applications (e.g., as a potential Subrecipient or partner) so long as the entity is only listed as the Prime Applicant on up to two (2) Concept Papers and up to two (2) Full Applications submitted under this FOA.

Cultivating Cultures for Ethical STEM (CCE STEM) funds research projects that identify factors that are efficacious in the formation of ethical STEM researchers in all the fields of science and engineering that NSF supports. CCE STEM solicits proposals for research that explores the following: ‘What constitutes ethical STEM research and practice? Which cultural and institutional contexts promote ethical STEM research and practice and why?' Factors one might consider include: honor codes, professional ethics codes and licensing requirements, an ethic of service and/or service learning, life-long learning requirements, curricula or memberships in organizations (e.g. Engineers without Borders) that stress social responsibility and humanitarian goals, institutions that serve under-represented groups, institutions where academic and research integrity are cultivated at multiple levels, institutions that cultivate ethics across the curriculum, or programs that promote group work, or do not grade. Do certain labs have a ‘culture of academic integrity'? What practices contribute to the establishment and maintenance of ethical cultures and how can these practices be transferred, extended to, and integrated into other research and learning settings?
Successful proposals typically have a comparative dimension, either between or within institutional settings that differ along these or other factors.
CCE STEM research projects will use basic research to produce knowledge about what constitutes responsible or irresponsible, just or unjust scientific practices and sociotechnical systems, and how to best instill students with this knowledge.
Proposals for awards from minority-serving institutions (e.g. Tribal Colleges and Universities, Historically Black Colleges and Universities, Hispanic-Serving Institutions, Alaska Native or Native Hawaiian Serving Institutions), women's colleges, and institutions primarily serving persons with disabilities are strongly encouraged.

Submission Limits
Only one proposal may be submitted by an eligible organization, in which a member of their organization serves as the PI. Potential PIs are advised to contact their institutional office of research regarding processes used to select proposals for submission. Organizations submitting more than one proposal will be notified and given one week from notification to select one proposal for consideration. If one is not selected in that time period, all of those proposals will be returned without review. There is no limit on the number of proposals under which an organization may be included as a non-lead collaborator or sub-awardee.

This FOA invites applications for the Centers for Mendelian Genomics Program (CMG Program). With this reissuance, NHGRI intends to achieve the following specific objectives. First, the Program will aim to discover as many genes that bear causal genetic variants ("causal genes") for human Mendelian diseases and non-disease Mendelian traits ("Mendelian conditions") as possible, using genome-wide sequencing and other complementary genomic approaches at the funded centers, and through collaborations with clinical and genetic researchers worldwide. Second, the Program will aim to enhance the chances of success in causal gene discoveries by improving sample solicitation strategies, discovery approaches, study designs, data analysis methods, and costs and efficiency of the discovery pipelines. Third, the Program will aim to enable others to discover more causal genes by disseminating the methods, tools, and other resources that will be developed under this FOA. Finally, the Program will facilitate common interests-based collaborations and avoid unproductive duplication of efforts on causal gene discoveries, through worldwide coordination. At a higher level, NHGRI intends that these activities will lead to insights on what methods, scale, and infrastructure will be necessary to discover all or most of the causal genes for human Mendelian conditions, and bring the field forward toward this goal.

The Camille Dreyfus Teacher-Scholar Awards Program supports the research and teaching careers of talented young faculty in the chemical sciences. Based on institutional nominations, the program provides discretionary funding to faculty at an early stage in their careers. Criteria for selection include an independent body of scholarship attained within the first five years of their appointment as independent researchers, and a demonstrated commitment to education, signaling the promise of continuing outstanding contributions to both research and teaching. The Camille Dreyfus Teacher-Scholar Awards Program provides an unrestricted research grant of $75,000.
Eligibility
The Camille Dreyfus Teacher-Scholar Awards Program is open to academic institutions in the States, Districts, and Territories of the United States of America that grant a bachelor's or higher degree in the chemical sciences, including biochemistry, materials chemistry, and chemical engineering. Nominees must hold a full-time tenure-track academic appointment, and are normally expected to have been appointed no earlier than mid-year 2009. Awardees are from Ph.D. granting departments in which scholarly research is a principal activity. Undergraduate education is an important component of the nominee's activities. Institutions may submit only one Camille Dreyfus nomination annually.
Selection
The Foundation seeks Camille Dreyfus Teacher-Scholars who demonstrate leadership in research and education. Nominations must provide compelling evidence of the advance of important knowledge in the chemical sciences by the nominee. Further, the nomination should describe dedication and contributions to education in the chemical sciences, particularly with respect to undergraduates.
Recommendations for awards are based primarily on the nominee's scholarly research achievements as an independent faculty member, as assessed by the Foundation's reviewers and the judgment of the nominee's peers exemplified by letters of recommendation. Other considered factors are: awards and honors, publication of research achievements in leading journals, and success in attracting funding of research. Nominations are reviewed by distinguished faculty in the chemical sciences.

Description
Oceanographic facilities and equipment are supported by the National Science Foundation through the Integrative Programs Section (IPS) within the Division of Ocean Sciences (OCE), Directorate for Geosciences (GEO). Awards are generally directed to support facilities that lend themselves to shared use within the broad range of federally-supported research and education programs. NSF support includes awards for the procurement, conversion and/or up-grade, enhancement or annual operation of research vessel platforms in the ocean, coastal, near-shore and Great Lakes. The vessels are either state or federally owned, and operated by academic institutions within the University National Oceanographic Laboratory System (UNOLS). Most of these platforms and their associated facilities also receive partial support from other federal agencies, state and local governments, and private sources on a proportional basis.
The scientific productivity of research programs conducted by the U.S. Academic Research Vessel Fleet is enhanced by providing technical support services to all users of the facility. Maintaining availability of qualified Technicians for ship-based research is a long-standing and proven method of optimizing technical support. Individual Operating Institutions employ and assign permanent Technicians to research vessels under their purview. However, there are frequent occasions in which it is necessary and desirable to hire temporary or part-time Technicians to meet unexpected or surge demands across the fleet. Procedures for meeting this requirement vary between Operating Institutions and are frequently inconsistent, complex and time consuming.
This solicitation seeks to streamline the inherent inefficiencies in meeting varying demands for technical support by establishing a centrally managed Pool of Temporary and Part-time Technicians that can be made readily available to vessel Operating Institutions across the US Academic Research fleet. A single award is anticipated for Management of a centralized, UNOLS Technician Services Pool by a Technician Pool Host Institution (TPHI).
