Description
The NIH Research Evaluation and Commercialization Hub (REACH) program will support proof-of-concept centers (Hubs) that facilitate and accelerate the translation of biomedical innovations into commercial products that improve patient care and enhance health. The REACH Hubs will provide qualified institutions with the initial investment and resources to nurture innovators to develop high priority early-stage technologies within the NIH’s mission by providing: (1) infrastructure for identifying the most promising technologies, (2) funding for product definition studies (e.g. feasibility studies, prototype development, or proof-of-concept studies), (3) coordinated access to expertise in areas required for early stage technology development (including scientific, regulatory, reimbursement, business, legal, and project management), and (4) skills development and hands-on experience in entrepreneurism. Establishing public-private partnerships and providing additional non-federal funds will be critical for success.

Description
The purpose of the Institutional Research and Academic Career Development Award (IRACDA) Program is to develop a diverse group of highly trained biomedical and behavioral scientists to address the Nation’s biomedical workforce needs. The strategy is to promote effective partnerships between research-intensive institutions (RII) and institutions that have a historical mission or a demonstrated commitment to educating students from diverse backgrounds underrepresented in the biomedical and behavioral research enterprise of the nation. The IRACDA program provides support for a traditional mentored postdoctoral research experience at an RII combined with an opportunity for these fellows to develop critical academic skills, including teaching, through workshops and through mentored teaching assignments at a partner institution. The primary goals of the IRACDA program are to (1) develop a group of highly trained biomedical and behavioral scientists who have the necessary knowledge and skills to pursue independent research and teaching careers in academia; and (2) strengthen and modernize science educational offerings at partner institutions, and promote links between RII and the partner institution(s).

The Center Lead designation is restricted to an accredited institution of higher education in the United States, in accordance with 6 U.S.C. 188(b)(2)(A) which specifies: "The Secretary, acting through the Under Secretary for Science and Technology, shall designate a university-based center or several university-based centers for homeland security."
DHS will accept only one (1) application for Center Lead from any single university for review. Description
The International Research Network Connections (IRNC) program supports high performance network connectivity required by international science and engineering research and education collaborations involving the NSF research community. NSF expects to make a set of awards to: (1) link U.S. research networks with peer networks in other parts of the world and leverage existing international network connectivity; (2) support U.S. infrastructure and innovation of open network exchange points; (3) drive innovation and state-of-the-art capabilities for Research and Education (R&E) Network Operation Centers (NOC); (4) stimulate the development, application and use of advanced network measurement capabilities and services across international network paths; and (5) support community engagement in training and human and network capacity building, and coordination in advanced network engineering. High performance network connections funded by this program are intended to support science and engineering research and education applications, and preference will be given to solutions which provide the best economy of scale and demonstrate the ability to support the largest communities of interest with the broadest services. Funded projects will assist the U.S. research and education community by enabling state-of-the-art international network services and access to increased collaboration and data services. Through extended international network connections, additional research and production network services will be enabled, complementing those currently offered or planned by domestic research networks.

Organizational limit of 2 applies to IRNC: Backbone proposals ONLY.
There is no organizational limit for the other categories.
Limit on Number of Proposals per PI or Co-PI: 3
An individual may be the PI or co-PI in no more than three proposals submitted in response to this solicitation. These three proposals may be any combination of categories. These eligibility constraints will be strictly enforced in order to treat everyone fairly and consistently. In the event that an individual exceeds the three-proposal limit for this solicitation, proposals received within the limit will be accepted based on earliest date and time of proposal submission (i.e., the first three proposals received will be accepted and the remainder will be returned without review). No exceptions will be made. There is no limit on the number of proposals with which an individual may be associated as senior personnel to provide specific expertise.

Instrument Development for Biological Research (IDBR)

Description
The Instrument Development for Biological Research (IDBR) Program supports the development, production, and distribution of novel instrumentation that addresses demonstrated needs in biological research in areas supported by NSF Biology programs (see http://www.nsf.gov/bio). These systems would benefit a broad user community through mass distribution of the technology. Interdisciplinary collaborations are strongly encouraged, as are partnerships with U.S. industries that can facilitate knowledge transfer, commercialization and broad utilization in the research community. The program accepts two types of proposals:
Type A - Innovation: Proposals for the development of novel instrumentation that provides new research capabilities or, where appropriate, that significantly improves current technologies by at least an order of magnitude in fundamental aspects such as accuracy, precision, resolution, throughput, flexibility, breadth of application, costs of construction or operation, or user-friendliness.
Type B - Bridging: Proposals for transforming ‘one of a kind' prototypes or high-end instruments into devices that are broadly available and utilizable without loss of capacity. If appropriate, PIs should seek SBIR/STTR Program, or similar support mechanism for implementation of broad distribution following an IDBR award.
The IDBR program does not support access to an individual instrument in a user facility, or to data collected thereby; such proposals should be submitted to other relevant programs or agencies. Projects focused on enhancing research capabilities in a specific research lab, institution, center or consortium are not eligible for IDBR support. Similarly not eligible are projects for the development of methods, assays, or software for instrument operation, data acquisition or analysis, except as a component of the instrument development and testing.
In addition to NSF's standard merit review criteria (http://www.nsf.gov/bfa/dias/policy/merit_review/) the following additional criteria will be considered in proposal evaluation:
Type A - Innovation: Need and potential impact on biological research; novelty of the device or clear demonstration of at least an order of magnitude improvement over available technologies; feasibility of the technical plan; novelty of the dissemination plan; and inclusion of the biological user community.
Type B - Bridging: The magnitude of the potential biological user community and demonstrated strength of need; feasibility of the technical plan; and quality of the dissemination plan to make the technology broadly available to the community.

Submission Limits
There is no limit on the number of proposals that may be submitted by an investigator or institution. However, in the interest of diversifying the number of PIs, gender, geography, etc., in each competition it is unlikely that multiple awards to a single PI or institution will be made.
Also note per GPG Chapter I.G.2. Submission Instructions:
The same work/proposal cannot be funded twice. If the proposer envisions review by multiple programs, more than one program may be designated on the Cover Sheet. The submission of duplicate or substantially similar proposals concurrently for review by more than one program without prior NSF approval may result in the return of the redundant proposals. (See GPG Chapter IV.B for further information.)
Research proposals to the Biological Sciences Directorate ONLY (not proposals for conferences or workshops) cannot be duplicates of proposals to any other Federal agency for simultaneous consideration. The only exceptions to this rule are: (1) when the proposers and program officers at relevant Federal agencies have previously agreed to joint review and possible joint funding of the proposal; or (2) proposals for PIs who are beginning investigators (individuals who have not been a principal investigator (PI) or co-principal investigator (co-PI) on a Federally funded award with the exception of doctoral dissertation, postdoctoral fellowship or research planning grants). The U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE) announces a notice of availability of funds for financial assistance addressing the development, improvement and demonstration of integrated biological or chemical upgrading technology for the production of substitutes for petroleumâ€based feedstocks, products and fuels.
EERE seeks diversification of the Bioenergy Technologies Office (BETO) portfolio to include a variety of chemical and biological upgrading technologies for the production of a suite of hydrocarbon fuels, fuel intermediates and chemicals (beyond ethanol) to be produced in an integrated fashion from biologically or chemically derived intermediate feed streams, such as but not limited to cellulosic sugars, lignocellulose derivatives, lignin, cellulosic alcohols, bio-solids and biogases. For the purposes of this FOA lignocellulosic sugars will not be allowable fuel intermediates.
