Description
This Funding Opportunity Announcement (FOA) solicits applications from single institutions to administer a multi-project multi-institution program, to conduct clinical research and assume the leadership and administrative responsibilities for the Consortium for Food Allergy Research (CoFAR). The selected applicant will continue the mission of the CoFAR, which focuses on immune and other intervention strategies for the prevention and treatment of food allergy, including food allergen-associated severe allergic reactions and anaphylaxis, and food allergen-associated eosinophilic esophagitis. The Consortium will conduct interventional trials with associated mechanistic studies, and observational/natural history and/or genetics studies with associated mechanistic studies, in order to understand better the immunopathogenesis of these conditions.

The purpose of this Funding Opportunity Announcement (FOA) is to seek applications for the Eunice Kennedy Shriver Intellectual and Developmental Disabilities Research Centers (IDDRCs). This Funding Opportunity Announcement (FOA) invites applications for research center cooperative agreements designed to advance the diagnosis, prevention, treatment, and amelioration of intellectual and developmental disabilities (IDD). This FOA seeks applications from institutions that meet the qualifications for a multi-disciplinary program of IDD research that will include: 1) Cores that facilitate interdisciplinary and translational research in IDD, and support IDD-related projects funded by other sources; and 2) at least one specific research project related to one of five focus themes identified as an area of research need in IDD. Funds for the majority of research projects using these core facilities come from independent sources including Federal, State, and private organizations.

FY 2014-2015 A-21 Requests

Federal Circular A-21 (from the Office of Management and Budget, OMB) establishes the principles for determining costs applicable to grants, contracts or any other agreements with educational institutions. For the purpose of covering the cost of administrative and clerical salaried service support intended to foster development of new research programs that cannot be directly charged to grants and contracts, the University has provided funding referred to as A-21 funds. These funds are administered by the Office of Research annually. To provide A-21 funding for new initiatives, all current allocations of A-21 funds made in the prior fiscal year are being reduced by a 10 percent linear reduction over a 10-year time frame. This approach provides a pool for new allocations at the beginning of each fiscal year. The amount available for FY14-15 is estimated to be $125,000 in direct salary costs to be distributed to support new proposals selected in this cycle. The new programs are subject to the 10 percent linear reduction in the year following the allocation and every subsequent year within the 10-year time frame. The Office of Research is responsible for the distribution of these funds annually. This responsibility includes receiving the funds from the budget office, announcement of the award process, process timeline, receipt of all funding requests, acceptance of award recommendations, announcing awards and distribution of funding.

Description
The mission of the CYFAR Program is to marshal resources of the Land-grant and Cooperative Extension Systems so that, in collaboration with other organizations, they can develop and deliver educational programs that equip youth who are at-risk for not meeting basic human needs with the skills they need to lead positive, productive, and contributing lives. The CYFAR philosophy (http://www.nifa.usda.gov/nea/family/cyfar/philosophy.html) is the basis for Sustainable Community Projects.
The purpose of SCP funding is to improve the quality and quantity of comprehensive community-based programs for at-risk children, youth, and families supported by the Cooperative Extension System. Collaboration across disciplines, program areas, and geographic lines, as well a holistic approach that views the individual in the context of the family and community, are central to Sustainable Community Projects.
The CYFAR SCP has two (2) strategic objectives:
1. To support community educational programs for at-risk children, youth, and families which
are based on locally identified needs, soundly grounded in research, and which lead to the
accomplishment of one of four CYFAR National Outcomes (see C.2. of this section); and
2. To integrate CYFAR programming into ongoing Extension programs for children, youth, and
families – insuring that at-risk, low income children, youth, and families continue to be part
of Extension and/or 4-H programs and have access to resources and educational
opportunities.

This solicitation aims at introducing nanoscale science, engineering, and technology through a variety of interdisciplinary approaches into undergraduate engineering education. The focus of the FY 2014 competition is on nanoscale engineering education with relevance to devices and systems and/or on the societal, ethical, economic and/or environmental issues relevant to nanotechnology.
A well-prepared, innovative science, technology, engineering and mathematics (STEM) workforce is crucial to the Nation's health and economy. Indeed, recent policy actions and reports have drawn attention to the opportunities and challenges inherent in increasing the number of highly qualified STEM graduates, including STEM teachers. Priorities include educating students to be leaders and innovators in emerging and rapidly changing STEM fields as well as educating a scientifically literate populace; both of these priorities depend on the nature and quality of the undergraduate education experience. In addressing these STEM challenges and priorities, the National Science Foundation invests in research-based and research-generating approaches to understanding STEM learning; to designing, testing, and studying curricular change; to wide dissemination and implementation of best practices; and to broadening participation of individuals and institutions in STEM fields. The goals of these investments include: increasing student retention in STEM, to prepare students well to participate in science for tomorrow, and to improve students' STEM learning outcomes.
Recognizing disciplinary differences and priorities, NSF's investment in research and development in undergraduate STEM education encompasses a range of approaches. These approaches include: experiential learning, assessment/metrics of learning and practice, scholarships, foundational education research, professional development/institutional change, formal and informal learning environments, and undergraduate disciplinary research. Both individually and integrated in a range of combinations, these approaches can lead to outcomes including: developing the STEM and STEM-related workforce, advancing science, broadening participation in STEM, educating a STEM-literate populace, improving K-12 STEM education, encouraging life-long learning, and building capacity in higher education.

Competitive proposals must address one or more of the following:
Complementing existing XD capabilities with new types of computational resources attuned to less traditional computational science communities;
Incorporating innovative and reliable services within the HPC environment to deal with complex and dynamic workflows that contribute significantly to the advancement of science and are difficult to achieve within XD;
Introducing new, flexible, and highly usable capabilities such as cloud computing into XD to meet national-scale requirements for new modes of computationally intensive scientific research;
Introducing new capabilities and/or reaching new communities by establishing novel, highly usable connections to other non-XD parts of the national cyberinfrastructure. For example, these might include connections to other domain-specific centers housing software, sensors or instrument data thus enabling new advances in computational science;
Exploring new effective modes of engagement with campus cyberinfrastructure;
Expanding the range of computationally challenging science and engineering applications that can be tackled with current XD resources. Again ease of access and usability are critical; and
Providing reliable approaches to scientific communities needing a flexible and user friendly environment. This can be achieved in a variety of ways and the proposal should explicitly provide details on how that would be achieved by their approach.
An important aspect of the current solicitation is that hardware acquisition must provide a high degree of stability and usability by no later than January, 2016. Note, that proposals to add new and innovative features to currently deployed systems are eligible for consideration.

Submission Limits
An organization may submit only one proposal but may be a sub-awardee on other proposals responding to this solicitation. The restriction to no more than one submitted proposal as lead institution is to help ensure that there is appropriate institutional commitment necessary for responsible oversight, by the potential awardee institution, of a national resource.
Collaborative projects may only be submitted as a single proposal in which a single award is being requested. The involvement of partner organizations should be supported through sub-awards administered by the submitting organization.
These eligibility constraints will be strictly enforced in order to treat everyone fairly and consistently. In the event that an individual exceeds this limit, the proposal received within the limit will be accepted based on the earliest date and time of proposal submission (i.e., the first proposal received will be accepted and the remainder will be returned without review). No exceptions will be made.
An individual may be the PI or Co-PI on no more than one proposal that responds to this solicitation. There is no limit on the number of proposals with which an individual may be associated in other capacities, such as senior personnel.
