Description
The DEVCOM Army Research Lab seeks unclassified research proposals from Historically Black
Colleges and Universities and Minority-Serving Institutions (HBCU/MI) under Broad Agency
Announcement (FOA) W911NF-23-S-0001-0002 (hereafter referred to as the DEVCOM ARL
BAA”) to establish an Army HBCU/MI Early Career Program (ECP) which embodies the high
priority placed by the government on maintaining the leadership position of the United States in
science by producing outstanding scientists and engineers and nurturing their continued development. Each award will support basic research contributing to Army modernization needs
conducted by outstanding scientists and engineers beginning their careers at HBCU/MI institutions.
ECP awards are funded by the Army to support early career scientists and engineers who show
exceptional ability and promise for conducting basic research. This targeted opportunity is open to U.S. citizens, U.S. Nationals, or Lawful Permanent Residents of the U.S. who have held a tenure track position at a covered educational institution for fewer than five years at the time applications are due in response to this special notice. Faculty at an institution of higher education which does not designate a faculty appointment as "tenure track" are eligible if that fact is so indicated in the proposal, and the supporting letter from the institute states that the faculty member submitting the proposal will be considered for a permanent appointment, or it is demonstrated that the faculty member is within five years of receiving his or her first competitively awarded federal research
funding (as principal investigator), excluding funds secured during graduate school or postdoctoral training/fellowship and funds secured for training, fellowship, education, or career development. The objective of the ECP Award is to foster creative basic research in science and engineering; enhance development of outstanding early career investigators; and increase opportunities for early career investigators to pursue research in areas relevant to the Army. Proposals that do not meet these criteria for the Principal Investigator (PI) will be considered ineligible and not reviewed or considered for funding.

Submission Limits
An HBCU/MI institution may submit no more than three (3) proposals under this Special Notice. If
a given HBCU/MI submits more than three proposals, the institution will be required to coordinate
with DEVCOM ARL to withdraw all proposals that exceed this limit. This requirement does not
prohibit a covered institution from submitting a proposal for consideration under Broad Agency
Announcement W911NF-23-S-0001-0002 outside this particular opportunity.

Innovations in Graduate Education (IGE) Program

Description
The Innovations in Graduate Education (IGE) program is designed to encourage the development and implementation of bold, new, and potentially transformative approaches to STEM graduate education training. The program seeks proposals that explore ways for graduate students in research-based master's and doctoral degree programs to develop the skills, knowledge, and competencies needed to pursue a range of STEM careers.
IGE focuses on projects aimed at piloting, testing, and validating innovative and potentially transformative approaches to graduate education. IGE projects are intended to generate the knowledge required for their customization, implementation, and broader adoption. The program supports testing of novel models or activities with high potential to enrich and extend the knowledge base on effective graduate education approaches.
The program addresses both workforce development, emphasizing broad participation, and institutional capacity building needs in graduate education. Strategic collaborations with the private sector, non-governmental organizations (NGOs), government agencies, national laboratories, field stations, teaching and learning centers, informal science centers, and academic partners are encouraged.
As a special emphasis under this solicitation, IGE seeks proposals that will result in a single cooperative agreement for the development and implementation of an IGE Innovation Acceleration Hub. The Hub will facilitate IGE awardee communications about research activities and outcomes and provide a platform for external stakeholder engagement. Only Hub proposals submitted to the October 2020 deadline will be considered for funding.

Submission Limits
Limit on Number of Proposals per Organization: 2
An eligible organization may participate in two Innovations in Graduate Education proposals per competition. Participation includes serving as a lead organization on a non-collaborative proposal or as a lead organization, non-lead organization, or subawardee on a collaborative proposal. Organizations participating solely as evaluators on projects are excluded from this limitation. Proposals that exceed the institutional eligibility limit (beyond the first two submissions based on timestamp) will be returned without review regardless of the institution's role (lead, non-lead, subawardee) in the returned proposal.
Limit on Number of Proposals per PI or Co-PI: 1
An individual may serve as Lead Principal Investigator (PI) or Co-PI on only one proposal submitted to the IGE program per annual competition. Proposals that exceed the PI/Co-PI eligibility limit (beyond the first submission based on timestamp) will be returned without review regardless of the individual's role (PI or Co-PI) in the returned proposal.

Description
The Camille Dreyfus Teacher-Scholar Awards Program supports the research and teaching careers of talented early career faculty in the chemical sciences. The Award, which requires an institutional nomination, is based on an independent body of scholarship attained in the early years of their appointment (see below), and a demonstrated commitment to education, signaling the promise of continuing outstanding contributions to both research and teaching. The Camille Dreyfus Teacher-Scholar Award provides an unrestricted research grant of $100,000.
Eligibility
The Camille Dreyfus Teacher-Scholar Awards Program is open to faculty who meet all of the following criteria:
From academic institutions in the States, Districts, and Territories of the United States of America that grant a bachelor’s or higher degree in the chemical sciences, including chemistry, biochemistry, materials chemistry, and chemical engineering.
Hold a full-time tenure-track academic appointment focused on the chemical sciences.
Normally expected to have been appointed no earlier than mid-year 2018.
From Ph.D. granting departments in which scholarly research is a principal activity and undergraduate education is an important component.

Description
The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The overarching goal of this R25 program is to support educational activities that encourage individuals from diverse backgrounds, including those from groups underrepresented in the biomedical and behavioral sciences, to pursue further studies or careers in research.
To accomplish the stated over-arching goal, this NOFO will support educational activities with a primary focus on:

The fully integrated educational activities should prepare undergraduate students from diverse backgrounds, including those from groups underrepresented in biomedical and behavioral sciences, to enter Ph.D. degree programs in the neurosciences. To accomplish this goal, this initiative will provide institutional awards to develop neuroscience research education programs comprised of collaborative partnerships integrated across different educational institution types.
Each partnership must include:
a) one or more institutions that either: 1) have a historical and current mission to educate students from any of the populations that have been identified as underrepresented in biomedical research as defined by the National Science Foundation (NSF), see http://www.nsf.gov/statistics/wmpd/) (i.e., African Americans or Blacks, Hispanic or Latino Americans, American Indians, Alaska Natives, Native Hawaiians, U.S. Pacific Islanders, and persons with disabilities) or 2) have a documented track record of recruiting, training and/or educating, and graduating underrepresented students as defined by NSF (see above), which has resulted in a historically documented contribution by the institution to the national pool of graduates from underrepresented backgrounds who pursue biomedical research careers;
b) a research-intensive institution that has an established neuroscience or neuroscience-related program;
c) integrated curriculum/academic enhancement and research experience activities designed to increase participants' preparation to enter doctoral programs in the neurosciences; and
d) well-described plans to provide early communication and interaction between participating students and graduate neuroscience programs across the country.
