Description
Overall the FPR Grants Program provides creative and innovative science and technology and advanced business practices that enhance the domestic and global competitiveness of the U.S. wood products industry. Specifically, it addresses utilization needs of hardwood and conifer forest resources. Because of the limited amount of funding, this year’s offering focuses on creating new and improved wood uses and value-added products.
This fiscal year, the FPR program expects to fund at least four standard research projects for not more than $300,000 each over a maximum period of three years. Applications are being solicited for the FY 2013 appropriation under the following special areas:
1. Innovative solutions to develop new industries/technologies that can optimally process/utilize large quantities of pest-damaged or -killed trees;
2. Developing grade and size models for conifers;
3. Promoting use of low value hardwoods for prime bio-products/value-added utilization of underutilized hardwoods;
4. Developing structural composites, such as, Cross Laminated Timbers (CLT) and others using softwoods;
5. Thermal modification of hardwood and softwood lumber; and
6. Adhesion mechanics in wood and wood composites.

Submission Limits
Applications may be submitted by State agricultural experiment stations, land-grant colleges and universities, research foundations established by land-grant colleges and universities, colleges and universities receiving funds under the Act of October 10, 1962 (16 U.S.C. 582a et seq.), and accredited schools and colleges of veterinary medicine. An institution can submit a maximum of two applications.

The Industry/University Cooperative Research Centers (I/UCRC) program develops long-term partnerships among industry, academe, and government. The centers are catalyzed by a small investment from the National Science Foundation (NSF) and are primarily supported by industry center members, with NSF taking a supporting role in the development and evolution of the center. Each center is established to conduct research that is of interest to both the industry members and the center faculty. An I/UCRC contributes to the Nation's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education. As appropriate, an I/UCRC uses international collaborations to advance these goals within the global context.

Submission Limits
Any institution may submit multiple-university center proposals provided that the proposed research topics involve different disciplines and support different industries.
Grantee institutions that have an active single university I/UCRC award are not eligible to apply for another single university center; however, they may apply for a multi-university center.
A center site may apply for a Phase II (years 6 through 10) proposal if it meets the Phase II minimum requirements specified in the solicitation as well as having satisfactorily completed the Phase I (years 1 through 5).
A center site may apply for a Phase III (years 11 through 15) proposal if it meets the minimum Phase III requirements specified in the solicitation as well as having satisfactorily completed the Phase II (years 6 through 10).
Graduated centers who have successfully completed a Phase II award within the last 10 years may apply for a Phase III award.

The Physics Frontiers Centers (PFC) program supports university-based centers and institutes where the collective efforts of a larger group of individuals can enable transformational advances in the most promising research areas. The program is designed to foster major breakthroughs at the intellectual frontiers of physics by providing needed resources such as combinations of talents, skills, disciplines, and/or specialized infrastructure, not usually available to individual investigators or small groups, in an environment in which the collective efforts of the larger group can be shown to be seminal to promoting significant progress in the science and the education of students. Activities supported through the program are in all sub-fields of physics within the purview of the Division of Physics: atomic, molecular, optical, plasma, elementary particle, nuclear, astro-, gravitational, and biological physics. Interdisciplinary projects at the interface between these physics areas and other disciplines and physics sub-fields are also included, although the bulk of the effort should fall within one of those areas within the purview of the Physics Division. The successful PFC activity will demonstrate: (1) the potential for a profound advance in physics; (2) creative, substantive activities aimed at enhancing education, diversity, and public outreach; (3) potential for broader impacts, e.g., impacts on other field(s) and benefits to society; (4) a synergy or value-added rationale that justifies a center- or institute-like approach.

Description
The Instrument Development for Biological Research (IDBR) Program supports the development, production, and distribution of novel instrumentation that addresses demonstrated needs in biological research in areas supported by NSF Biology programs (see http://www.nsf.gov/bio). These systems would benefit a broad user community through mass distribution of the technology. Interdisciplinary collaborations are strongly encouraged, as are partnerships with U.S. industries that can facilitate knowledge transfer, commercialization and broad utilization in the research community. The program accepts two types of proposals:
Type A - Innovation: Proposals for the development of novel instrumentation that provides new research capabilities or, where appropriate, that significantly improves current technologies by at least an order of magnitude in fundamental aspects such as accuracy, precision, resolution, throughput, flexibility, breadth of application, costs of construction or operation, or user-friendliness.
Type B - Bridging: Proposals for transforming ‘one of a kind' prototypes or high-end instruments into devices that are broadly available and utilizable without loss of capacity. If appropriate, PIs should seek SBIR/STTR Program, or similar support mechanism for implementation of broad distribution following an IDBR award.
The IDBR program does not support access to an individual instrument in a user facility, or to data collected thereby; such proposals should be submitted to other relevant programs or agencies. Projects focused on enhancing research capabilities in a specific research lab, institution, center or consortium are not eligible for IDBR support. Similarly not eligible are projects for the development of methods, assays, or software for instrument operation, data acquisition or analysis, except as a component of the instrument development and testing.
In addition to NSF's standard merit review criteria (http://www.nsf.gov/bfa/dias/policy/merit_review/) the following additional criteria will be considered in proposal evaluation:
Type A - Innovation: Need and potential impact on biological research; novelty of the device or clear demonstration of at least an order of magnitude improvement over available technologies; feasibility of the technical plan; novelty of the dissemination plan; and inclusion of the biological user community.
Type B - Bridging: The magnitude of the potential biological user community and demonstrated strength of need; feasibility of the technical plan; and quality of the dissemination plan to make the technology broadly available to the community.

Submission Limits
There is no limit on the number of proposals that may be submitted by an investigator or institution. However, in the interest of diversifying the number of PIs, gender, geography, etc., in each competition it is unlikely that multiple awards to a single PI or institution will be made.
Also note per GPG Chapter I.G.2. Submission Instructions:
The same work/proposal cannot be funded twice. If the proposer envisions review by multiple programs, more than one program may be designated on the Cover Sheet. The submission of duplicate or substantially similar proposals concurrently for review by more than one program without prior NSF approval may result in the return of the redundant proposals. (See GPG Chapter IV.B for further information.)
Research proposals to the Biological Sciences Directorate ONLY (not proposals for conferences or workshops) cannot be duplicates of proposals to any other Federal agency for simultaneous consideration. The only exceptions to this rule are: (1) when the proposers and program officers at relevant Federal agencies have previously agreed to joint review and possible joint funding of the proposal; or (2) proposals for PIs who are beginning investigators (individuals who have not been a principal investigator (PI) or co-principal investigator (co-PI) on a Federally funded award with the exception of doctoral dissertation, postdoctoral fellowship or research planning grants). NIST invites applications from eligible applicants to evaluate the benefits and impacts of identity solutions for accessing government services that embrace and advance the NSTIC vision: that individuals and organizations utilize secure, efficient, easy-to-use, and interoperable identity credentials to access online services in a manner that promotes confidence, privacy, choice, and innovation. These identity solutions will be awarded through the Federal Funding Opportunity 2013-NIST-NSTIC-02, NSTIC Pilots: Trusted Online Credentials for Accessing Government Services Cooperative Agreement Program. The funding for these pilots and their evaluation is provided by the OMB Partnership for Program Integrity Innovation. Specifically, the Federal government seeks to support evaluation of these pilots for their benefits to the government entities involved and to the users of those government services and to enable adoption of online credentials more broadly for government services. By advancing the knowledge gained by the pilot projects and disseminating broadly to policymakers, state agencies, and the public, the evaluation will assist in moving forward the NSTIC goal of providing the public with more secure online transactions. This cooperative agreement program seeks to support non-Federal efforts to examine identity solution methods and increase public knowledge about the potential effectiveness of various approaches to identity solutions in government services.
