Submission Limits
An institution that awards baccalaureate degrees is allowed to submit only one Type 1 proposal, or to be part of only one consortium submitting a Type 1 proposal. An institution that awards associate degrees, and does not award baccalaureate degrees, is allowed to be the lead institution on only one Type 1 proposal, and, in addition, may be a partner on one or more Type 1 proposals. There are no restrictions on the number of Type 2 proposals that an individual or organization may submit.

The goal of this FDA/ORA cooperative agreement program is to facilitate long-term improvements to the national food and animal feed safety system by strengthening multi-disciplinary laboratory collaboration and equivalency. The advancement of ISO/IEC 17025:2005 laboratory accreditation for food and animal feed regulatory laboratories is a foundational component of building an integrated laboratory system for the advancement of public health. In addition, the provision of funding will establish a formal platform to build an integrated laboratory community consisting of state and local food regulatory laboratories and regulatory program managers. The laboratory community will advance the sharing, equivalency, and acceptability of laboratory results in support of public health goals. Effective leveraging of resources and harmonization of efforts will require collaboration with relevant initiatives, including those of federal partners, national initiatives and associations, state, and local partners.

Description
HRSA seeks to establish a national coordinating center for integrative medicine to provide technical assistance to IMR grantees related to trainee support, planning, development, and operation of their training programs, and faculty development. The Integrative Medicine funding opportunity supports two strategies for enhancing preventive medicine education:
1. Integrative Medicine Program (IMP): Awarding grants to incorporate evidence-based integrative medicine curricula in accredited preventive medicine residency (PMR) programs
2. National coordinating center for Integrative Medicine (NccIM): Establishing a national center for integrative medicine through a cooperative agreement mechanism.
The IMP will provide funding during Federal Fiscal Year (FY) 2012 for a single two-year budget period and project period of September 30, 2012-September 29, 2014. Approximately $2.5 million is expected to be available to fund approximately 16 grantees. Applicants may apply for a ceiling amount of up to $150,000, including indirect costs, for a two-year budget period.

Description
Through this FOA the NIMH seeks Resource-Related Cooperative Agreement (U24) applications to continue, enhance, and enrich research resources in the NIMH Human Genetics Initiative for free and open sharing with the scientific community. The long-term objective of data sharing and research resource enrichment under this FOA is to accelerate gene discovery in mental disorders. It is expected that the Center will be comprised of a team of investigators with expertise in molecular biology, cell culture, computer and information sciences, statistical genetics and psychiatric genetics. It is also expected that this effort will involve activities at multiple institutions that are strategically and functionally coordinated such that the Center will function as a single, national resource. A critical feature of the Center will be the banking of primary cultures of source cells for the derivation of induced pluripotent stem cells (iPSCs) and the banking of established iPSCs by investigators. Furthermore, the development and maintenance of a genomic cyber-infrastructure is required. Such an infrastructure will represent the coordinated aggregate of software, hardware and other technologies, as well as the necessary staff expertise required to support current and future discoveries in the genetics of mental disorders. This cyber-infrastructure will integrate relevant and often disparate genetic and genomic resources to provide a useful, usable, and enabling framework for human genetic research and gene discovery in mental disorders that will be characterized by broad access.

Description
The Directorate for Engineering (ENG) and the Directorate for Computer and Information Science and Engineering (CISE), Research Experiences for Teachers (RET) in Engineering and Computer Science program supports the active involvement of K-12 science, technology, engineering, computer and information science, and mathematics (STEM) teachers and community college faculty in engineering and computer science research in order to bring knowledge of engineering, computer science, and technological innovation into their classrooms. The goal is to help build long-term collaborative partnerships between K-12 STEM teachers, community college faculty, and the NSF university research community by involving the teachers and community college faculty in engineering and computer science research and helping them translate their research experiences and new knowledge into classroom activities. Partnerships with inner city schools or other high needs schools are especially encouraged, as is participation by underrepresented minorities, women, and persons with disabilities.
This announcement features two mechanisms for support of in-service and pre-service K-12 STEM teachers and community college faculty: RET supplements to ongoing ENG or CISE awards and new RET Site awards. RET supplements may be included in proposals for new or renewed NSF Directorate for Engineering (ENG) or CISE grants or as supplements to ongoing NSF ENG or CISE funded projects. RET in Engineering and Computer Science Sites are based on independent proposals from engineering or computer and information science departments, schools or colleges to initiate and conduct research participation projects for a number of K-12 STEM teachers and/or community college faculty.
It is encouraged, but not required, that at least two teachers or community college faculty be recruited for the program from the same K-12 school/community college in order to help ensure that outcomes of the program are more effectively disseminated to the participating institutions.

Three site proposals may be submitted per competition by a U.S. academic institution, College/Department of Engineering, Engineering Technology, or Computer and Information Science as the lead institution.
Cost Sharing:
NSF anticipates awarding Standard Grants or Continuing Grants for an estimated 8 awards. The total anticipated funding in FY 2011 for both Sites and Supplements is approximately $5,500,000, subject to the availability of funds. The maximum total request for a Site is $500,000 for a duration of up to three years. Supplements are limited to a maximum of $10,000 per teacher for a duration of one year subject to the availability of funds.

HRD Design Project Proposals for a Broadening Participation in STEM Resource Network
IMPORTANT INFORMATION AND REVISION NOTESThe Alliances for Graduate Education and the Professoriate (AGEP) program will support three types of projects described in this solicitation: 1) AGEP-Transformation; 2) AGEP-Knowledge Adoption and Translation; and 3) AGEP-Broadening Participation Research in STEM Education. This solicitation represents an expansion of the program to include strategic investments in the development and study of new models for STEM graduate education, postdoctoral training, and academic STEM career preparation that eliminate or mitigate negative factors and promote positive practices for underrepresented racial and ethnic minorities.
AGEP is interested in proposals that include any or all science, technology, engineering, and mathematics (STEM) fields supported by the NSF, including the social, behavioral and economic sciences, and multi-, cross-, or inter- disciplinary fields. A pilot project with the Directorate for Mathematical and Physical Sciences (MPS) is included in this solicitation, but AGEP is not limited to or focused only on the mathematical and physical sciences.
Division of Human Resource Development (HRD) Special Call for Proposals
BPS-Resource Network: This solicitation includes a special call for design proposals that will lead to the development of a Broadening Participation in STEM Resource Network (BPS-Resource Network). The purpose of the BPS-Resource Network will be to support the NSF's performance goal to "Prepare and engage a diverse STEM workforce motivated to participate at the frontiers" articulated in the NSF Strategic Plan for 2011-2016. Design project proposals are encouraged from all eligible NSF proposers. The scope of the BPS-Resource Network design proposals should include but not be limited to the AGEP program goal or targeted populations. Please see section II. Description
The Division of Ocean Sciences (OCE) Integrative Programs Section (IPS) is soliciting proposals to manage the design and construction of up to three (3) Regional Class Research Vessels, to be based on an existing, NSF-owned concept design. Advancement through successive project phases, including the award of a shipyard contract for the construction phase, will be contingent upon successful project execution by the Awardee as determined through NSF review and the availability of funds. The actual number of vessels built will be contingent upon projected future science utilization and the availability of funds.
NSF will award a single Cooperative Agreement to a Lead Institution (LI) as the Awardee who will manage each phase of the design, construction and trials. Funding for the project will be awarded through Cooperative Support Agreements (CSA's) for each successive phase as described below. Funding of subsequent phases will be contingent upon successful completion of prior phases. Success will be determined through NSF review at key project milestones in accordance with the NSF Large Facilities Manual. Unsuccessful project execution will result in NSF invoking one of several possible project off-ramps followed by solicitation for a new Lead Institution.
All support is contingent upon appropriations from Congress and approval by the National Science Foundation as indicated herein. The proposing LI must demonstrate its ability to undertake the successful direction, management, technical oversight, procurement, construction, scientific outfitting, sea trials and post delivery activities of the vessel(s) as described herein. The proposing LI should demonstrate its ability to leverage planning and construction of the RCRV's to advance academic research; support investments in faculty development and graduate/undergraduate education; and engage in collaborative research.
All support is contingent upon appropriations from Congress and approval by the National Science Foundation as indicated herein. The proposing LI must demonstrate its ability to undertake the successful direction, management, technical oversight, procurement, construction, scientific outfitting, sea trials and post delivery activities of the vessel(s) as described herein. The proposing LI should demonstrate its ability to leverage planning and construction of the RCRV's to advance academic research; support investments in faculty development and graduate/undergraduate education; and engage in collaborative research.
Organizations responding to this program solicitation may, at their discretion, include a proposal to operate the first RCRV for a period not to exceed five (5) years, provided that it shall (1) operate the vessel in the appropriate geographic region based on coastal and near coastal science utilization at the time of delivery, and (2) operate the vessel with the highest degree of economic efficiency within that region. The LI should anticipate an external review of operational effectiveness and quality of service after five (5) years of operation and, assuming a positive review, re-competition after ten (10) years of operation. Re-competition does not imply that the Operating Institution will be required to change, but rather that it will be open for potential change. If the 5-year review is not satisfactory, NSF may decide to re-compete earlier than 10 years.
Selection of Operating Institutions for any additional vessels will be conducted by means of a separate competition that will be completed prior to delivery of the first RCRV. The selected Lead Institution will be allowed to compete for operation of any follow-on vessels.
The current RCRV design was developed through an interagency agreement with the U. S. Navy's Program Executive Office (Ships), which produced two competing vessel designs for a 155' multi-purpose oceanographic research ship capable of operating for up to 21 days in three distinct regions; the U.S. East, West and Gulf Coasts. That effort was completed in early 2009. A panel of experts was convened by NSF later that year to review the designs and recommend the one considered most favorable for further development.

This solicitation is an amendment to the IGERT solicitation (NSF 11-533). This solicitation amendment announces:
A new targeted opportunity for research communities to apply for a new track in the NSF's Integrative Graduate Education and Research Traineeship (IGERT) program as a mechanism to address the training and education needs in computational and data enabled science and engineering (CDS&E) and cyberinfrastructure research.
Proposals submitted to the track must be clearly in the targeted interdisciplinary areas described for the track in contrast to the regular IGERT program (NSF 11-533) where any interdisciplinary theme will be entertained.
Proposals determined to be non-responsive to the target area description for the IGERT-CIF21 track as described in this amendment to the IGERT solicitation will be returned without review.
Institutions are allowed to submit at most one IGERT through this solicitation, which can be in addition to one IGERT proposal submitted to the regular IGERT solicitation (NSF 11-533).
All other instructions, terms and conditions indicated in NSF 11-533 shall apply to proposals submitted in response to this targeted track opportunity.
Synopsis of Program:
The Integrative Graduate Education and Research Traineeship (IGERT) program has been developed to meet the challenges of educating U.S. Ph.D. scientists and engineers with interdisciplinary backgrounds, deep knowledge in chosen disciplines, and technical, professional, and personal skills. The program is intended to establish new models for graduate education and training in a fertile environment for collaborative research that transcends traditional disciplinary boundaries. It is also intended to facilitate diversity in student participation and preparation, and to contribute to a world-class, broadly inclusive, and globally engaged science and engineering workforce.
Building upon the IGERT platform, the purpose of this IGERT solicitation is to support new models in graduate education in which students are engaged in an environment that supports innovation to learn through hands-on experience how their own research may contribute in new ways to benefit society and to learn the processes for the successful implementation of such contributions.
Within the Cyberinfrastructure Framework for 21st Century Science and Engineering (CIF21) and IGERT, NSF recognizes the need to educate and support a next generation of researchers able to address fundamental challenges in 1) core techniques and technologies for advancing big data science and engineering; 2) analyzing and dealing with challenging computational and data enabled science and engineering (CDS&E) problems, and 3) researching, providing, and using the cyberinfrastructure that makes cutting-edge CDS&E research possible in any and all disciplines.
Through this amendment to the IGERT solicitation NSF 11-533, a new IGERT-CIF21 track has been created as a mechanism to address the training and education needs in CDS&E and cyberinfrastructure research. The CIF21 activity is part of the NSF-wide IGERT activity, as described in http://www.nsf.gov/funding/pgm_summ.jsp?pims_id=12759.

Submission Limits
Institutions are allowed to submit at most one proposal in response to this IGERT-CIF21 track solicitation, which can be in addition to one regular IGERT proposal submitted in response to NSF 11-533.
