Description
This FOA supports two types of activities: (1) short, advanced-level courses that are intended to disseminate new laboratory techniques, methods, analyses related to the mission of the NHGRI; and (2) research education and training initiatives that are linked to specific NHGRI research initiatives, such as Centers of Excellence in Genomic Science (CEGS) and large-scale sequencing and database grants.
This FOA will use the NIH Research Education (R25) grant mechanism. For courses, up to $50,000 (direct costs) per year and up to three years may be requested, for a maximum of $150,000 in direct costs over a three-year project period. For research education and training initiatives linked to new and renewal competing parent grant applications, direct costs of up to $300,000 per year for up to five years may be requested, coinciding with the parent grant. It is expected that not all courses or research training and education components will request or receive the maximum allowable amount. Cost sharing is not required.

Submission Limits
For courses, applicants may submit more than one course application, provided each application is scientifically distinct. For research education and training initiatives linked to specific NHGRI research initiatives, institutions may submit only one application to encompass all the education and training activities related to all NHGRI grants in that institution. For example, if an institution has more than one NHGRI research initiative grant, such as a training grant and a CEGS, or two CEGS, only one application may be submitted to cover NHGRI's support of the education and research training at that institution.

Description
The National Science Foundation (NSF) announces a second year of a program on collaborative research and education in the area of scalable nanomanufacturing, including the long-term societal implications of the large-scale implementation of nanomanufacturing innovations. This program is in response to and is a component of the National Nanotechnology Initiative Signature Initiative: Sustainable Nanomanufacturing - Creating the Industries of the Future (http://www.nano.gov/node/611). Although many nanofabrication techniques have demonstrated the ability to produce relatively small quantities of nanomaterials and devices, the emphasis of this program is research that supports the identification and demonstration of nanomanufacturing processes with high potential to scale to economically and industrially relevant production levels. The mode of support is Nanoscale Interdisciplinary Research Teams (NIRT). Proposals submitted to this program must address at least one, and preferably more than one, of the following interconnected themes:
Novel processes and techniques for continuous and scalable nanomanufacturing;
Directed (e.g. physical/chemical/biological) self-assembly processes leading to heterogeneous nanostructures with the potential for high-rate production;
Fundamental scientific research in well-defined areas that are compellingly justified as critical roadblocks to scale-up;
Principles and design methods to produce machines and processes to manufacture nanoscale structures, devices and systems; and/or
Long-term societal and educational implications of the large-scale production and use of nanomaterials, devices and systems, including the life-cycle analysis of such nanomaterials, devices and systems.
Other research and education projects in nanoscale science and engineering will continue to be supported in the relevant programs and divisions.

Submission Limits
An academic institution – a university, or a campus in a multi-campus university -- may submit no more than one (1) proposal on which it is the lead organization in response to this solicitation. The same organization may be a collaborative partner in any number of other multi-organization group proposals in which it is not the lead. A proposal involving more than one organization must be submitted as a single proposal in which a single award is requested, with the managing principal investigator from the lead organization and subawards administered by the lead organization to any other participating organizations.

Description
Federal Circular A-21 (from the Office of Management and Budget, OMB) establishes the principles for determining costs applicable to grants, contracts or any other agreements with educational institutions. For the purpose of covering the cost of administrative and clerical salaried service support intended to foster development of new research programs that cannot be directly charged to grants and contracts, the University has provided funding referred to as A-21 funds. These funds are administered by the Office of Research annually. To provide A-21 funding for new initiatives, all current allocations of A-21 funds made in the prior fiscal year are being reduced by a 10 percent linear reduction over a 10-year time frame. This approach provides a pool for new allocations at the beginning of each fiscal year. The amount available for FY12-13 is estimated to be $100,000 in direct salary costs to be distributed to support new proposals selected in this cycle. The new programs are subject to the 10 percent linear reduction in the year following the allocation and every subsequent year within the 10-year time frame. The Office of Research is responsible for the distribution of these funds annually. This responsibility includes receiving the funds from the budget office, announcement of the award process, process timeline, receipt of all funding requests, acceptance of award recommendations, announcing awards and distribution of funding.
Employment classifications which may be considered for this funding include University and Classified Staff in clerical and fiscal areas typically. The positions are expected to be salaried positions (ineligible are faculty and wage positions). Priority will be given to proposals that demonstrate the fostering and development of new and/or expanding areas of research. Examples of appropriate initiatives to be supported by this funding include but are not limited to:
1) New administrative position for college-level grant writing support services
2) New clerical/administrative assistant for department or research center to support expanded research activities.

Description
The Advanced Methods for Manufacturing program seeks to conduct research and technology development to improve the methods by which nuclear equipment, components, and plants are manufactured, fabricated, and assembled. The initial focus and emphasis will be placed on Small Modular Reactor (SMR) technologies. Awarded projects could draw upon innovative and successful manufacturing and fabrication practices found in related industries such as oil, aircraft, and shipbuilding. These projects will pursue innovative methods to manufacture or fabricate components faster and with better quality; and to improve factory assembly of plant modules, thereby reducing the cost and schedule requirements for new nuclear plant deployment. Specific goals include the following:
1. Accelerate deployment schedule by 3 to 6 months compared to new plant construction estimates.
2. Reduce component fabrication costs by 20% or more.
3. Increase performance of key subsystems without cost increase or schedule delay.
The program seeks to develop manufacturing and fabrication innovation, assembly processes and materials innovation that support the "factory fabrication" and expeditious deployment of SMR technologies. Potential areas for exploration can be found in the NEET Workshop report
(http://www.nuclear.gov). Additional areas in the 2010 SMR Workshop report (http://www.ne.doe.gov/smrworkshop/docs/MatFuelFabMethods_PanelSum.pdf) can include (but are not limited to)
- technology development in laser-hybrid welding processes,
- integrated welding and non-destructive examination systems,
- near-shape component manufacturing systems,
- assembly and material innovation to enhance modular building techniques such as advances in composite structures, seismic based isolation, and pre-assembled rebar systems,
- sophisticated modeling to improve module design, fabrication and field assembly sequencing, resource and project management, and
- SMR "factory fabrication" concepts.
Through innovation in manufacturing, fabrication and assembly, significant advancements in nuclear technology quality, performance and economic improvements will be achieved. One of the key success criteria for the program is the development of products or components that will gain acceptance by the appropriate regulatory or standard-setting bodies and licensed for commercial nuclear plant deployment.

Description
The NEET Crosscutting Reactor Materials program seeks applications for truly advanced materials development. Successful completion of awards will provide piping, structural, or clad materials that dramatically improve performance over traditional materials used in terrestrial and space reactors and in the nuclear fuel cycle. Specific goals may include the following:
1. Improvement in mechanical performance by a factor of 5-10 over traditional materials.
2. Increase in maximum operating temperature of greater than 200 C over an 80 year lifetime.
3. Increased radiation tolerance to beyond 300 dpa.
Such performance would enable significantly improved safety, performance and reliability for future advanced reactor and fuel cycle designs. However, such improved performance cannot be at the expense of other properties or performance. Applications are requested that describe innovative materials concepts, concept advantages, concept limitations, and key development needs. Successful applications will describe truly innovative materials that offer the potential for revolutionary gains in reactor and fuel cycle performance. Materials that can be applied to multiple reactor designs, components, and concepts will be given preference over materials restricted to a single reactor concept, component, or coolant.

NIOSH is mandated to provide an adequate supply of qualified personnel to carry out the purposes of the Occupational Safety and Health Act of 1970 (Pub. L. 91-596, 84 Stat. 1590), and the TPGs are one of the principal means for meeting this mandate. TPGs are programs at institutions that provide training in the core occupational safety and health areas of industrial hygiene (IH), occupational health nursing (OHN), occupational medicine residency (OMR), occupational safety (OS), as well as other closely related occupational safety and health (OSH) fields. Applicants proposing training programs in allied disciplines closely related to OSH must contact the program administrator identified in this announcement to discuss the concept and its relevance to OSH training program priorities.
