Title
Ralph E. Powe Junior Faculty Enhancement Awards
Agencies
Oak Ridge Associated Universities (ORAU)
Description
The awards provide seed money for research by junior faculty at Oak Ridge Associated Universities (ORAU) member institutions. These awards are intended to enrich the research and professional growth of young faculty and result in new funding opportunities. The research project must be in one of the following five disciplines:
1. Engineering and Applied Science
2. Life Sciences
3. Mathematics/Computer Sciences
4. Physical Sciences
5. Policy, Management, or Education
Applicants are encouraged to develop research collaborations with government, private-sector, and other academic researchers. Such alliances enrich and extend not only the reach of applicants' efforts, but the nation's research enterprise, overall.
Because of the close working relationship between ORAU and Oak Ridge National Laboratory (ORNL), the Award Committee particularly encourages collaborative interaction with ORNL. Thus, substantive interdisciplinary research and inter-institutional research partnerships will be considered as very positive factors in the review process, and will increase chances for success.

Sustainable Energy Pathways (SEP)
Agencies
National Science Foundation (NSF)
Description
A sustainable world is one in which human needs are met equitably without harm to the environment, and without sacrificing the ability of future generations to meet their needs. Growing evidence for the role of energy use in global change and awareness of limitations in our energy choices are motivating a search for pathways that are technologically innovative as well as environmentally and economically sustainable at all scales of energy usage. This is a grand challenge to the scientific community that cuts across disciplinary boundaries.
The creation of a secure and prosperous future for humanity depends on the contributions that science, engineering, and education will make towards building sustainable pathways to meet the energy needs of future generations. The dual roles of NSF - to support basic research and education - are ideally suited to stimulate vibrant science and engineering discovery and innovation efforts that will be needed to meet the challenge of building a sustainable energy future.
Sustainable Energy Pathways is part of the NSF-wide initiative on Science, Engineering, and Education for Sustainability (SEES). The Sustainable Energy Pathways solicitation calls for innovative, interdisciplinary basic research in science, engineering, and education by teams of researchers for developing systems approaches to sustainable energy pathways based on a comprehensive understanding of the scientific, technical, environmental, economic, and societal issues.
The SEP solicitation considers scalable approaches for sustainable energy conversion to useful forms, as well as its storage, transmission, distribution, and use. The following Topic Areas illustratethe broad scope of sustainable energy interest areas of this solicitation: Energy Harvesting & Conversion from Renewable Resources; Sustainable Energy Storage Solutions; Critical Elements & Materials for Sustainable Energy; Nature-Inspired Processes for Sustainable Energy Solutions; Reducing Carbon Intensity from Energy Conversion & Use; Sustainable Energy Transmission & Distribution; Energy Efficiency & Management.

Pathways to Cleaner Production - Western Hemisphere Regional Initiative
Agencies
United States Department of State (DOS)
Description
Higher Education for Development (HED), in cooperation with the Bureau of Oceans and International Environmental and Scientific Affairs (OES) at the U.S. Department of State, is issuing a request for applications for the Pathways to Cleaner Production Initiative.
Higher Education for Development (HED) expects to make one (1) award of up to $759,000 for three (3) years for a regional higher education partnership between one U.S. institution and three to four Latin American universities. Two to three of the partner universities will be selected from among the member countries of the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR): Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, and Nicaragua. Additionally, one university will be selected from among the countries of Chile, Panama or Peru. This multi-country partnership will increase and utilize the capacity of higher education institutions to contribute to cleaner production practices in the region.
This partnership activity is under the broader Pathways to Prosperity in the Americas Initiative, which the Department of State leads. U.S. Pathways to Prosperity links 15 Western Hemisphere countries committed to democracy and open markets in a policy-level dialogue to promote inclusive growth, prosperity, and social justice.

Democracy, Human Rights, Rule of Law, and Freedom of Expression/Press for the Europe/Eurasia Region
Agencies
United States Department of State (DOS)
Description
The Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Proposals from organizations interested in submitting proposals for projects that promote democracy, human rights, rule of law, and freedom of expression/press in Europe and Eurasia. DRL invites organizations to submit proposals outlining program concepts and capacity to manage projects targeting the following issues:
1. Russia
a. Building the Capacity of Media to Increase Transparency and Counter Corruption - DRL's objective is to strengthen the capacity of civil society and media to advocate against corruption in the context of the Russian government's anti-corruption and transparency initiatives. DRL seeks proposals that build bridges between the worlds of journalism and anti-corruption advocacy in Russia. Proposals should expand the capacity of journalists, bloggers, and/or civil society to uncover and effectively publicize reports of corruption on the local, regional, or national levels using new and traditional media. Proposals may focus on countering specific types of corruption or corruption in particular social spheres, such as politics, religion, education, health care, and law enforcement. Proposals should include a component focusing on upcoming elections in March 2012 and building upon lessons learned during the December 2011 elections. In addition, proposals should include a financial sustainability component to assist participating media outlets, bloggers, etc., to improve their long-term viability. Proposals should address potential interference/obstacles in regards to program implementation and offer contingency planning to ensure the safety of participants.
b. Improving Access to Justice in the North Caucasus - DRL's objective is to impede the cycle of human rights abuses, violent extremism, and authoritarian responses in the North Caucasus through support of access to justice. Proposals should be mindful of how the cycle of repression and violence in the North Caucausus impacts the rights of vulnerable or marginalized groups, especially women, but also journalists, independent activists, ethnic and religious minorities, LGBT individuals, and those with disabilities. Proposals should address one or more of the following themes:
- Expanding civil society's capacity to facilitate access to justice for citizens;
- Raising citizens' ability to access legal services;
- Increasing citizens' knowledge of protections provided by Russian and international law in regards to human rights;
- Developing citizens' understanding of the role of universal human rights in an Islamic context.
2. Balkans
a. Balkans Regional: DRL's objective is to decrease intolerance/discrimination based on identity (e.g. ethnicity, language, religion, disabilities) among young people in the Balkans, and to promote cross-border, interethnic understanding and dialogue among youth in the region and within national boundaries. DRL seeks proposals that enhance reconciliation and inclusion efforts among various majority and minority communities affected by recent conflict; and impart the knowledge, skills, and attitudes necessary for effective and responsible participation in democratic societies. Activities should promote constructive and inclusive relations among members of ethnic, religious, linguistic and other marginalized groups. Proposals must include participants from three or more Balkan countries (specifically including Bosnia and Herzegovina, and Kosovo) and include youths from a range of ethnic, religious, cultural or other marginalized communities.
