Submission Limits
Only one proposal will be accepted from each potential Regional Center Host organization. Host proposals can be from a single organization, or a group of collaborating organizations with an identified lead. A written letter of support from at least three federal (non-USGS), state, or Non-Governmental Organization (NGO) partners willing to engage cooperatively with the Regional Center on climate change science or resource management activities must accompany all proposals. These letters must accompany the original proposal package, and will not be accepted separately or after the deadline.

Description
The Instrument Development for Biological Research (IDBR) Program supports the development of instrumentation that addresses demonstrated needs in biological research, in areas supported by NSF Biology programs (see http://www.nsf.gov/bio). The program accepts two types of proposals:
1.
Innovation Proposals: Proposals for the development of innovative instrumentation that permits new kinds of measurements, or instruments that significantly improve current technologies by at least an order of magnitude in fundamental aspects (such as accuracy, precision, resolution, throughput, flexibility, breadth of application, cost of construction or operation, or user-friendliness).
2.
Bridging Proposals: Proposals for transforming, ‘one of a kind' prototypes or high-end instruments into devices that are broadly available and utilizable without loss of capacity. If appropriate, PIs should seek SBIR, STTR or similar support mechanism for implementation of broad distribution following an IDBR award.
The goal is to produce systems that would benefit a broad user community through mass distribution of the technology. This program does not support access to an individual instrument in a user facility, or to data collected thereby; such proposals should be submitted to other relevant programs or agencies. Projects focused on enhancing research capabilities in a specific research lab, institution, center or consortium are not eligible for IDBR support. Similarly not eligible are projects for the development of methods, assays, or software for instrument operation, data acquisition or analysis, except as a component of the instrument development and testing. Interdisciplinary collaborations are strongly encouraged, as are partnerships with U.S. industries that can facilitate knowledge transfer, commercialization and broad utilization in the research community.
In addition to NSF's standard merit review criteria (see below) the following points will be considered in proposal evaluation:
Innovation Proposals: Need and potential impact on biological research, novelty of the device, or clear demonstration of at least an order of magnitude improvement over available technologies, and feasibility of the technical plan.
Bridging Proposals: The magnitude of the potential user community and demonstrated strength of need, technical plan, and the dissemination plan for making the technology available to the community.

There is no limit on the number of proposals that may be submitted by an investigator or institution. However, multiple submissions (including submissions to the CMI program) must be distinct. Moreover, the program seeks to diversify numbers of PI, gender, geography, etc. in each competition, so it is unlikely that multiple awards to a single PI or institution would be made.

The Science and Technology Centers (STC): Integrative Partnerships program supports innovative, potentially transformative, complex research and education projects that require large-scale, long-term awards. STCs conduct world-class research through partnerships among academic institutions, national laboratories, industrial organizations, and/or other public/private entities, and via international collaborations, as appropriate. They provide a means to undertake important investigations at the interfaces of disciplines and/or fresh approaches within disciplines. STC investments support the NSF vision of advancing discovery, innovation and education beyond the frontiers of current knowledge, and empowering future generations in science and engineering.
Centers provide a rich environment for encouraging future scientists, engineers, and educators to take risks in pursuing discoveries and new knowledge. STCs foster excellence in education by integrating education and research, and by creating bonds between learning and inquiry so that discovery and creativity fully support the learning process.
NSF expects STCs to demonstrate leadership in the involvement of groups traditionally underrepresented in science and engineering at all levels within the center. To achieve their diversity objectives, STCs are expected to involve individuals from underrepresented groups as members of the center faculty, and as students actively engaged in center activities. STCs are strongly encouraged to form meaningful, substantive and long-term partnerships with minority-serving institutions, women's colleges and institutions serving students with disabilities, thereby providing formal connections with institutions that serve large populations of underrepresented students interested in STEM.
Centers undertake activities that will facilitate knowledge transfer, i.e., the mutual exchange of scientific and technical information among the Center partners and others with the objective of disseminating and utilizing knowledge broadly in multiple sectors.

Submission Limits
A single organization may submit a maximum of three preliminary proposals as the lead institution. Full proposals are to be submitted only when invited by NSF. The STC program will not provide support for more than one proposed Center from any one lead institution in this competition.

Submission Limits
An institution that awards baccalaureate degrees is allowed to submit only one Type 1 proposal, or to be part of only one consortium submitting a Type 1 proposal. An institution that awards associate degrees, and does not award baccalaureate degrees, is allowed to be the lead institution on only one Type 1 proposal, and, in addition, may be a partner on one or more Type 1 proposals. There are no restrictions on the number of Type 2 proposals that an individual or organization may submit.

Description
The Math and Science Partnership (MSP) program is a major research and development effort that supports innovative partnerships to improve K-12 student achievement in mathematics and science. MSP projects are expected to raise the achievement levels of all students and significantly reduce achievement gaps in the mathematics and science performance of diverse student populations. In order to improve the mathematics and science achievement of the Nation's students, MSP projects contribute to what is known in mathematics and science education and serve as models that have a sufficiently strong evidence/research base to improve the mathematics and science education outcomes for all students. NSF's MSP program coordinates its effort with programs of the U.S. Department of Education in the expectation that effective innovations in mathematics and science education will be disseminated into wider practice.
Through this solicitation, NSF seeks to support five types of awards:
1. Targeted Partnerships focus on studying and solving teaching and learning issues within a specific grade range or at a critical juncture in education, and/or within a specific disciplinary focus in mathematics or the sciences.
2. Institute Partnerships - Teacher Institutes for the 21st Century focus on meeting national needs for teacher leaders/master teachers who have deep knowledge of disciplinary content for teaching and are fully prepared to be school- or district-based intellectual leaders in mathematics or the sciences.
3. MSP-Start Partnerships are for awardees new to the MSP program, especially from minority-serving institutions, community colleges and primarily undergraduate institutions, to support the necessary data analysis, project design, evaluation and team building activities needed to develop a full MSP Targeted or Institute Partnership.
4. Phase II Partnerships are for prior NSF MSP Partnership awardees to continue implementation on specific innovative areas of their work where evidence of the potential for significant positive impact is clearly documented. The intent is that there will be focused efforts to carry out the necessary research to advance knowledge and understanding in the specific area(s).
5. Research, Evaluation, and Technical Assistance (RETA) projects (a) study the relationships among MSP activities and student learning using theoretically informed, methodologically rigorous methods; (b) develop and validate instruments of teacher or student knowledge that MSPs and others can use to assess the impact of their work, or (c) provide technical assistance to MSP projects to help them rigorously evaluate their work.
The Innovation through Institutional Integration (I3) track is not included in this solicitation as the due date for I3 proposals has passed for this year.

Submission Limits
An institution of higher education, nonprofit organization, or consortia of such institutions or organizations may be the lead partner in only one proposal among any of the Partnership categories - Targeted, Institute, MSP-Start, or Phase II. Organizations may be a non-lead partner on more than one proposal. For this competition, an institution of higher education and its institutionally affiliated foundation or research foundation are considered to be the same organization. A central organization that acts as fiscal agent for multiple institutions in a university system is not considered to be the same as the individual colleges and universities that are part of the system, and may act as fiscal agent for one or more proposals submitted in response to this solicitation. There are no limits on the number of RETA proposals submitted by an institution or a Principal Investigator.

The Physics Frontiers Centers (PFC) program supports university-based centers and institutes where the collective efforts of a larger group of individuals can enable transformational advances in the most promising research areas. The program is designed to foster major breakthroughs at the intellectual frontiers of physics by providing needed resources such as combinations of talents, skills, disciplines, and/or specialized infrastructure, not usually available to individual investigators or small groups, in an environment in which the collective efforts of the larger group can be shown to be seminal to promoting significant progress in the science and the education of students. Activities supported through the program are in all sub-fields of physics within the purview of the Division of Physics: atomic, molecular, optical, plasma, elementary particle, nuclear, astro-, gravitational, and biological physics. Interdisciplinary projects at the interface between these physics areas and other disciplines and physics sub-fields, e.g. biology, quantum information science, mathematical physics, condensed matter physics, and emerging areas of physics are also included. The successful PFC activity will demonstrate: (1) the potential for a profound advance in physics; (2) creative, substantive activities aimed at enhancing education, diversity, and public outreach; (3) potential for broader impacts, e.g., impacts on other field(s) and benefits to society; (4) a synergy or value-added rationale that justifies a center- or institute-like approach.

Pending successful implementation of this program and the availability of funds in subsequent fiscal years, it is ECA's intent to renew the cooperative agreement for two additional fiscal years, before openly competing it again. The Cultural Programs Division in the Office of Citizen Exchanges in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for one award to administer the "smART Power: Visual Arts" program. Under the "smART Power: Visual Arts" program, the Bureau seeks an organization capable of soliciting, selecting, and facilitating approximately 10 to 30 collaborative visual arts projects, whereby U.S. visual artists will travel abroad to engage with foreign audiences for periods of approximately 6 to 12 weeks each. Proposals should reflect a practical understanding of global issues, and demonstrate sensitivity to cultural, political, economic and social differences in regions where projects may take place. Special attention should be given to describing the applicant organization's experience with planning and implementing complex and unpredictable logistical scenarios abroad. Applicants should identify any U.S. and foreign partner organizations and/or venues with whom they are proposing to collaborate, and describe previous cooperative projects to demonstrate their institutional capacity. Projects will take place in countries to be designated by ECA and should primarily target and engage youth, underserved, and diverse populations, including Muslim and indigenous populations, as well as educators or groups that influence youth.
