Description
The National Science Foundation is soliciting proposals for the management and operation of the National Center for Atmospheric Research (NCAR). NCAR, an NSF Federally Funded Research and Development Center (FFRDC), is a center of excellence supporting the atmospheric, geospace and broader Earth sciences communities. NCAR operates world-class observational facilities and computing infrastructure, conducts extensive in-house research, maintains vigorous programs of education, outreach, and the promotion of diversity, and cultivates extensive national and international collaborations. NCAR also carries out research and development on behalf of other organizations, most commonly other U.S. Government agencies. This work, which can only be undertaken if it supports the NCAR mission, currently accounts for approximately 30% of NCAR's total funding.
The awardee will work closely with NSF and the university community to ensure that NCAR continues to support, sustain and advance the atmospheric, geospace and related sciences, including the promotion of a diverse STEM workforce. The awardee will manage and develop the NCAR staff, buildings and facilities, and will promote an ambitious, coherent and inclusive program of research and education.
A single award will be made as a cooperative agreement with a duration of five years beginning on 1 October 2018. NSF may renew the award for an additional five-year term, subject to availability of funds and the awardee's satisfactory performance, and in compliance with the National Science Board Statement on Recompetition of Major Facilities (NSB 2015-45 or successor).

Description
NIFA requests applications for theWomen and Minorities in Science, Technology, Engineering and Mathematics Fields Program (WAMS) Grants Program for fiscal year (FY) 2017 to support research and extension activities that increase the number of women and underrepresented minorities from rural areas who will pursue and complete a postsecondary degree in science, technology, engineering or mathematics (STEM) disciplines. The anticipated amount available for support in FY 2017 is approximately $400,000. This RFA is being released prior to the passage of an appropriations act for FY 2017. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program.
The purpose of this program is to support research and extension projects that increase participation by women and underrepresented minorities from rural areas in STEM. NIFA intends this program to address educational needs, as determined by each institution, within broadly defined areas of food and agricultural sciences and related disciplines.
Applications recommended for funding must highlight and emphasize a competent and qualified workforce to guide the food and agricultural sciences system. WAMS-funded projects should improve the economic health and viability of rural communities by developing research and extension initiatives that focus on new and emerging employment opportunities in STEM occupations. Hence, the goal of WAMS projects is to meet the national challenge to increase the number and diversity of students entering food and agriculture-related STEM disciplines (i.e. having a food and agricultural sciences workforce representative of the nation’s population). Projects that contribute to the economic viability of rural communities are also encouraged.
All WAMS projects are required to provide leadership skills opportunities. The development of leadership skills, knowledge, and qualities are necessary to prepare students for agricultural and related careers in the private sector, government, and academia. WAMS education/teaching applications must demonstrably incorporate a leadership development component to equip students with technical and leadership abilities upon graduation.
Specific activities may include:
• Developing practical applications to increase understanding of leadership roles, including critical thinking, problem solving, and communication skills; ethics and professionalism; and working in teams;
• Connecting the academic classroom experience with daily leadership roles and organizational activities;
• Providing opportunities for mentoring and shadowing; and
• Organizing leadership academies, workshops, trainings, etc.
WAMS supports social and behavioral science disciplines. Projects that integrate social and biological sciences to provide experiential learning opportunities for students in applied research, and related community development programs. Incorporation of social and behavioral sciences is important for addressing many of the challenges facing agriculture and rural communities, such as increasing global demand for food production in the face of limited natural resources; improving health and reducing obesity; and increasing economic opportunities.
WAMS supports advances in U.S. food, agriculture and forestry. In an increasingly interconnected world, these domestic advancements have global importance, and may require information and cooperation from beyond our borders. Any proposed activity (e.g., partnerships, exchanges, training, and/or travel), must support the domestic objectives of WAMS. Applicants must clearly describe and demonstrate how international activities proposed in applications submitted to WAMS will contribute to advances in U.S. agriculture. When proposing international activities, applicants must describe the metrics that will be used for reporting beneficial outputs and outcomes. These metrics should reflect how the proposed international collaboration adds value to achieving the WAMS program’s objectives by introducing innovative technologies/approaches, promoting synergistic science, addressing issues of mutual concern, or other means. Cost Sharing:
An eligible applicant seeking an FP&S Grant Program award to carry out an activity shall agree to make available non-federal funds to carry out such activity in an amount equal to and not less than five percent of the grant awarded. Big Data Regional Innovation Hubs: Establishing Spokes to Advance Big Data Applications (BD Spokes)

NSF's Directorate for Computer and Information Science and Engineering (CISE) initiated the National Network of Big Data Regional Innovation Hubs (BD Hubs) program in FY 2015. Four BD Hubs – Midwest, Northeast, South, and West – were established to foster multi-sector collaborations among academia, industry, and government, both nationally and internationally. These BD Hubs are serving a convening and coordinating role by bringing together a wide range of Big Data stakeholders in order to connect solution seekers with solution providers.
In FY 2016, the Big Data Regional Innovation Hubs: Establishing Spokes to Advance Big Data Applications (BD Spokes) solicitation began extending the BD Hubs network by establishing multi-institutional and multi-sector collaborations to focus on topics of specific interest to a given region. The first set of BD Spokes was funded in FY 2016. This solicitation calls for new BD Spoke proposals to be awarded in FY 2018. Collaborating with BD Hubs, each BD Spoke will focus on a particular topic that requires Big Data approaches and solutions. The set of activities managed by a BD Spoke will promote progress towards solutions in the chosen topic area. The regional BD Hub Steering Committee will provide general guidance to each BD Spoke and will assist the BD Spoke in coordinating with the national BD Hub network, with other BD Spokes, and with the broader innovation ecosystem.
The Big Data activities of a BD Spoke will be guided by the following broad themes:
Accelerating progress towards addressing societal grand challenges relevant to the regional and national priority areas defined by the BD Hubs (information on priority areas can be found on each Hub’s website listed in the Introduction section below);
Helping automate the Big Data lifecycle; and
Enabling access to and spurring the use of important and valuable available data assets, including international data sets where relevant.
NSF's overall Big Data research and development (R&D) portfolio includes fundamental research, infrastructure development and provisioning, education and workforce development, and community engagement. Not all of these aspects of the overall portfolio are covered by this solicitation. In particular, this solicitation is not meant to fund proposals in which fundamental research is the primary activity. If research is a substantial portion of the proposed activities, please consult with a cognizant NSF program officer of this solicitation to help find a more appropriate solicitation. For example, projects focused on foundations and innovative applications related to Big Data may be better suited for submission to the Critical Techniques and Technologies for Advancing Foundations and Applications of Big Data Science & Engineering (BIGDATA) program. Similarly, projects focused primarily on privacy research may be more suited to NSF’s Secure and Trustworthy Cyberspace (SaTC) program.
There are two proposal categories covered by this solicitation: SMALL and MEDIUM BD Spokes.
Note: All (SMALL or MEDIUM) BD Spoke proposals submitted in response to this solicitation must include a Letter of Collaboration from a regional BD Hub. Any BD Spoke proposal not including a Letter of Collaboration from a BD Hub will be returned without review. No exceptions will be made.

An organization may participate as submitting organization (or, in the case of collaborative proposals, as the lead organization) for at most one proposal responsive to this solicitation.
Proposal submissions are limited to 1 per organization (except as non-lead in a collaborative proposal) to maintain a balanced geographic representation of the Regional Hubs and Spokes program and to increase diversity of participating institutions.
Limit on Number of Proposals per PI or Co-PI: 1
An investigator may participate as PI or Co-PI in no more than one proposal submitted in response to this solicitation, irrespective of proposal category. However, there is no limit on the number of proposals on which an individual may serve as Senior Personnel.
These eligibility constraints will be strictly enforced in order to treat everyone fairly and consistently. In the event that an individual exceeds this limit, proposals received within the limit will be accepted based on earliest date and time of proposal submission (i.e., the first proposal received will be accepted and the remainder will be returned without review). No exceptions will be made.
