Collections in Support of Biological Research (CSBR)
Agencies
National Science Foundation (NSF)
Description
The Collections in Support of Biological Research (CSBR) Program provides funds: 1) for improvements to secure and organize collections that are significant to the NSF BIO-funded research community; 2) to secure collections-related data for sustained, accurate, and efficient accessibility to the biological research community; and 3) to transfer ownership of collections.
The CSBR program provides for enhancements that secure and improve existing collections, improves the accessibility of digitized specimen-related data, and develop better methods for specimen curation and collection management. Requests should demonstrate a clear and urgent need to secure the collection, and the proposed activities should address that need. Biological collections supported include established living stock/culture collections, vouchered non-living natural history collections, and jointly-curated ancillary collections such as preserved tissues and DNA libraries.

Title
NIJ FY17 Postconviction Testing of DNA Evidence
Agencies
National Institutes of Health (NIH)
Description
Since the advent of forensic DNA analysis, a growing number of Americans convicted of violent crimes have been exonerated through DNA analysis of evidence that was untested at the time of trial. New technologies have increased the likelihood of successful DNA analysis of aged, degraded, limited, or otherwise compromised biological evidence. As a result, crime scene samples once thought to be unsuitable for testing may now yield viable DNA profiles. Moreover, samples that had previously generated inconclusive DNA results may be amenable to reanalysis using newer methods.
NIJ provides funding to help defray the costs (e.g., of additional personnel, overtime, testing supplies and services, etc.) associated with postconviction DNA testing for violent felony offenses (as defined by State law) in which actual innocence might be demonstrated. Funds may be used to review suitable postconviction cases and to locate and analyze biological evidence. Only a limited portion of funds may be used for case identification activities.
This program was previously titled the Postconviction DNA Testing Assistance Program. NIJ has made awards for postconviction DNA testing assistance in each fiscal year since 2008.
Prior to fiscal year 2015, NIJ invited applications from States only. In order for a State’s application to be considered eligible in those years, the State was required to submit with its application an express certification from the applicant State’s chief legal officer (typically the Attorney General) regarding the applicant State’s provision of postconviction DNA testing, and its laws and practices addressing the preservation of biological evidence. Since fiscal year 2015, NIJ has expanded eligibility under this program to include units of local government and public institutions of higher education. This is expected to better reflect the diversity of institutions that are engaged in postconviction DNA testing efforts. Certification from the State’s chief legal officer as to State procedures regarding evidence retention and access to postconviction DNA testing (see Section D. What an Application Should Include) is no longer required at the time of application, but must be submitted before funds can be accessed.

Title
FY2017 BJA National Initiatives – Adjudications: Training and Technical Assistance to Support the Protection of Constitutional Rights Under the Sixth Amendment
Agencies
U.S. Department of Justice (DOJ)
Description
The purpose of this training and technical assistance program is to ensure that states and local government are provided with the capacity and tools necessary to meet the obligations established by the Sixth Amendment. BJA, through training and technical assistance (TTA), is providing state and local governments with research-based, data-driven information and resources, to secure the rights of the Sixth Amendment. The proposed approaches will also support pathways for evidence-based best practices to reach courts and defender systems at the state and local levels that support authentic adoption, implementation, and sustainment of effective approaches. To be successful, the strategies proposed must build capacity to collaborate across the criminal justice system in all jurisdictions to be served. Additionally, the applicant should partner with researchers to use the data and research to support the state and local resources sustaining those practices found to be effective. This solicitation also seeks proposed strategies to disseminate information about practices, structures, and models that can be replicated and made available through training, technical assistance, and strategic planning services to courts and defender systems at state and local levels.
BJA is seeking providers for the following three categories of activities:
(1) Strategic Planning Services to state and local governments to address Sixth Amendment issues within their jurisdictions, using data and research to develop proven strategies in key areas that strengthen capacity to uphold these rights.
(2) Enhancement of Defense Systems and Right to Counsel training and technical assistance, including identifying and disseminating best practices, structures, or models and assisting state and local governments with evaluating, adopting, and implementing systems consistent with securing the Right to Counsel requirement.
(3) Sixth Amendment Fellowship for a practitioner who possesses significant Sixth Amendment rights experience to assist BJA in engaging with the field to assess and respond to areas of need.

National Endowment for the Arts Musical Theater Songwriting Challenge for High School Students
Agencies
National Endowment for the Arts (NEA)
Description
The National Endowment for the Arts’ Musical Theater Songwriting Challenge for High School Students (the “Songwriting Challengeâ€) began in 2016 as an opportunity for students in three cities to showcase their songwriting talents and compete for the opportunity to participate in a mentorship and final competition in New York City. Working alone or in collaboration with one other student, contestants are challenged to create the lyrics and music for an original song that could appear in a musical theater show.
Now, the 2017-2018 Songwriting Challenge is being expanded to reach any eligible high school student across the United States. Students will compete for the opportunity to be one of six regional1 finalists traveling to New York City for the Finalist Weekend in Spring 2018 to:
• Learn more about songwriting and sharpen their songwriting skills;
• Engage with professional musicians, singers, songwriters, and producers through an intensive songwriting mentorship;
• Experience their original song performed by professional musicians and singers; and
• Compete for the title of National Champion.
During the Finalist Weekend, each student will be paired with a songwriting mentor with whom they will further develop their song in preparation for a final performance and judging. Students also will participate in learning sessions with musical theater industry professionals and attend a Broadway musical performance.
The National Endowment for the Arts is seeking an organization to coordinate and administer the Songwriting Challenge. The Cooperator will manage all aspects of the program, coordinate regional and national competitions, and develop and disseminate curricular materials and information about the program to potential applicants through partners such as regional, state, and local arts agencies; arts service organizations; music, musical theater, and theater organizations; and schools or other educational programs around the country.

Title
OJJDP FY 17 Changing Minds: Professional Development and Public Education to Address Children Exposed to Violence and Childhood Trauma
Agencies
U.S. Department of Justice (DOJ)
Description
OJJDP seeks to accelerate and build on past efforts, establishing cadres of professionals skilled at delivering training to their colleagues; reaching additional individuals and organizations through modalities such as web-based, continuing education certification and self-instruction training; and extending the public awareness campaign. This program is designed to broaden understanding of children’s exposure to violence by individuals, especially law enforcement professionals and educators, and improve their response to children exposed to violence.
OJJDP recognizes it is most feasible to support curriculum development tailored to the professions that work with or regularly encounter children. While OJJDP aims to ensure that the content of the various supported curricula aligns, OJJDP has learned that education and training programs are best received and most effective when developed with those professionals (e.g., law enforcement, teachers, judges) to whom they are directed. OJJDP also recognizes that localized and tailored training for those who will then commit to train others is a more flexible and cost-effective strategy than funding a limited number of trainings for groups of professionals.
The selected applicants will therefore work collaboratively with OJJDP through cooperative agreements to continue to strengthen the ability of educators, law enforcement, and associated youth justice professionals to identify and respond to children and youth who have been exposed to violence and to enhance the extent and impact of the Changing Minds National Public Awareness Campaign on Children Exposed to Violence. Award recipients are required to coordinate approved efforts funded under this solicitation with other ongoing efforts to address children exposed to violence, as identified after award by OJJDP.
Category 1: Master Trainings/Training of Trainers on CEV and childhood trauma for educators and educational administrators in public school and correctional and alternative education settings based on the Changing Minds K-12 training institute
Category 2: Master Trainings/Training of Trainers on CEV and childhood trauma for law enforcement based on the Enhancing Law Enforcement Response to Children Exposed to Violence curriculum and toolkit.

Museums Empowered – FY17 Notice of Funding Opportunity
Agencies
Institute of Museum and Library Services (IMLS)
Description
Museums for America (MFA) grants support projects that strengthen the ability of an individual museum to serve its public. Museums Empowered: Professional Development and Capacity Building Opportunities for Museums is a special MFA initiative to provide professional development and capacity building opportunities for eligible museums.
As centers of innovation and discovery, as well as catalysts of community revitalization, museums are at the forefront of change in our communities. Like any other institution, museums need to remain dynamic to respond to fast-evolving technological advances and changing demographics. Museums also need to generate and share outcomes-based data and demonstrate results of their community impact efforts. In addition they need to develop sustainable organizational structures and strategies for continued growth and vitality. Professional development is critical for museums to deliver on these areas of need.
IMLS encourages applicants to invest in the professional development of museum staff, volunteers, and interns to enhance their skills and ensure the highest standards in all aspects of museum operations. This includes, but is not limited to, creating opportunities to encourage a more inclusive and diverse museum professional and volunteer workforce, and building the skills of museum staff at all levels with emphasis on the development of the next generation of museum professionals.
To support and empower museums of all sizes and disciplines in responding to the evolving needs of the museum profession and changes in their communities, this MFA special initiative has four areas of focus for professional development and capacity building:
Digital Technology
Diversity and Inclusion
Evaluation
Organizational Management
Potential projects will address one of these four priority areas and help strengthen the capability of an individual museum to better serve its public. Projects will utilize comprehensive strategies and frameworks to support professional development and capacity building. Projects should cross-cut various departments and result in systemic change within the institutions.
