Description
The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of University Programs (OUP) is requesting applications from accredited U.S. colleges and universities to lead a consortium of universities for a Center for Cross-Border Threat Screening and Supply Chain Defense (CBTS). OUP is also posting a separate NOFO for eligible applicants to submit single project proposals for consideration as a partner to this Center of Excellence (COE). Please see NOFO Number DHS-16-ST-061-CBTS-Partner or 97.061 on http://www.grants.gov for directions on how to submit single project proposals. DHS will select qualified individual projects from applications received for either the Center Lead NOFO or the Center Partner NOFO, regardless of the institution that is awarded as lead institution.
The DHS COEs are university consortia that work closely with DHS Components and their partners to conduct research, develop and transition mission-relevant science and technology, educate the next generation of homeland security technical experts, and train the current workforce in the latest scientific applications. Each COE is led by an accredited U.S. college or university and involves multiple partners for varying lengths of time. COE partners include other academic institutions, commercial industry, DHS Components, Department of Energy National Laboratories and other Federally-Funded Research and Development Centers (FFRDCs), other federal agencies that have homeland security-relevant missions, state/local/tribal governments, non-profits, and first responder organizations. DHS envisions the COEs as long-term trusted partners that provide an array of resources to help DHS achieve improve operations. OUP maintains both financial assistance and contract mechanisms for DHS to access COE capabilities. The COEs that make up the COE network are listed at https://www.dhs.gov/st-centers-excellence. The new Center will be a fully-integrated component of the COE network and will take advantage of the network's resources to develop mission-critical research, education, and technology transition programs.

FY 2017 Youth Ambassadors Program
Agencies
United States Department of State (DOS)
Description
Bureau of Educational and Cultural Affairs (ECA)
Program Description/Executive Summary: The Office of Citizen Exchanges, Youth
Programs Division of the Bureau of Educational and Cultural Affairs (ECA) announces
an open competition for the FY 2017 Youth Ambassadors Program. U.S. public and
private non-profit organizations meeting the provisions described in Internal Revenue
Code section 26 USC 501(c)(3) may submit proposals to administer a program that will
recruit and select youth and adult participants, provide the participants with three-week
exchanges focused on civic education, community service, and youth leadership
development, and support follow-on programs in their home communities. The Youth
Ambassadors program directly supports the U.S. foreign policy goal of youth
empowerment and development by equipping exchange participants with the knowledge
and skills to become active and responsible members of their communities. The program
will build mutual understanding, tolerance, and respect through shared culture and values,
empower participants to be actively engaged in addressing issues of concern in their
schools and communities upon their return home; and foster relationships among youth
from different ethnic, religious, and national groups. Exchange delegations will travel to
the United States from Canada, Haiti, 10 South American countries (Argentina, Bolivia,
Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay, and Venezuela), eight
Central American countries (Belize, Costa Rica, the Dominican Republic, El Salvador,
Guatemala, Honduras, Nicaragua, and Panama), and six countries in the Caribbean (the
Bahamas, Barbados, Guyana, Jamaica, Suriname, and Trinidad and Tobago); U.S.
exchange delegations will travel to select countries. The Bureau anticipates that the single
award recipient will manage the comprehensive organizational and administrative responsibilities of this program, and will identify qualified sub-award recipients to
implement programming for at least 60 percent of the exchange participants
(approximately 253 participants). The award recipient can implement up to 40 percent of
program participants, and the primary award programming should contain a mix of both
U.S. and foreign participants. The award will provide funding for approximately 422
exchange participants (322 foreign and 100 U.S.)

Title
NIJ FY17 Postconviction Testing of DNA Evidence
Agencies
National Institutes of Health (NIH)
Description
Since the advent of forensic DNA analysis, a growing number of Americans convicted of violent crimes have been exonerated through DNA analysis of evidence that was untested at the time of trial. New technologies have increased the likelihood of successful DNA analysis of aged, degraded, limited, or otherwise compromised biological evidence. As a result, crime scene samples once thought to be unsuitable for testing may now yield viable DNA profiles. Moreover, samples that had previously generated inconclusive DNA results may be amenable to reanalysis using newer methods.
NIJ provides funding to help defray the costs (e.g., of additional personnel, overtime, testing supplies and services, etc.) associated with postconviction DNA testing for violent felony offenses (as defined by State law) in which actual innocence might be demonstrated. Funds may be used to review suitable postconviction cases and to locate and analyze biological evidence. Only a limited portion of funds may be used for case identification activities.
This program was previously titled the Postconviction DNA Testing Assistance Program. NIJ has made awards for postconviction DNA testing assistance in each fiscal year since 2008.
Prior to fiscal year 2015, NIJ invited applications from States only. In order for a State’s application to be considered eligible in those years, the State was required to submit with its application an express certification from the applicant State’s chief legal officer (typically the Attorney General) regarding the applicant State’s provision of postconviction DNA testing, and its laws and practices addressing the preservation of biological evidence. Since fiscal year 2015, NIJ has expanded eligibility under this program to include units of local government and public institutions of higher education. This is expected to better reflect the diversity of institutions that are engaged in postconviction DNA testing efforts. Certification from the State’s chief legal officer as to State procedures regarding evidence retention and access to postconviction DNA testing (see Section D. What an Application Should Include) is no longer required at the time of application, but must be submitted before funds can be accessed.

National Institutes of Health (NIH)
Description
The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The over-arching goal of this National Institute of Biomedical Imaging and Bioengineering (NIBIB) R25 program is to support educational activities that enhance the diversity of the biomedical, behavioral and clinical research workforce.
To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on Research Experiences and Mentoring Activities for underrepresented undergraduate freshmen and sophomores in a science, technology, engineering, or mathematics (STEM) field, especially those fields which broadly impact bioengineering. The ESTEEMED program is intended to support underrepresented racial and ethnic groups, individuals with disabilities, and individuals from disadvantaged backgrounds. It will prepare these participants for an Advanced Honors Program, such as a MARC U-STAR (T34) program and institutional program with similar goals, in the junior and senior years and subsequently, to pursue a Ph.D. or M.D./Ph.D. degree and a biomedical research career in academia or industry.
