The purpose of this Program Solicitation is to select an organization (Cooperator) to administer the Arts Education Partnership (AEP), a national coalition of more than 100 organizations representing the arts and education fields as well as the government and private sectors. The Arts Education Partnership (AEP) The AEP was established in 1995 by the National Endowment for the Arts (NEA), the U.S. Department of Education (ED), the Council of Chief State School Officers (CCSSO), and the National Assembly of State Arts Agencies (NASAA) to disseminate information about current and emerging arts education policies, issues, and activities at the national, state, and local levels with the arts and education fields. Funded annually through an interagency agreement between NEA and ED, the AEP is a hub for individuals and organizations committed to making high-quality arts education accessible to all students nationwide by focusing on research and policy, advancing critical dialogue, and improving policy and practice.

The goals of the ADVANCE program are (1) to develop systemic approaches to increase the representation and advancement of women in academic STEM careers; (2) to develop innovative and sustainable ways to promote gender equity in the STEM academic workforce; and (3) to contribute to the development of a more diverse science and engineering workforce. ADVANCE also has as its goal to contribute to and inform the general knowledge base on gender equity in the academic STEM disciplines. There are three tracks with distinct purposes. The Institutional Transformation (IT) track is meant to produce large-scale comprehensive change and serve as a locus for research on gender equity and institutional transformation for academic STEM. The Institutional Transformation Catalyst (IT Catalyst) track is meant either to conduct self-assessment or to implement unique strategies – either adapted from those found effective in the IT track or ones designed to be responsive to the unique environments of eligible institutions – and evaluate their effectiveness. The Partnerships for Learning and Adaptation Networks (PLAN) track is meant to provide a larger scale environment for adapting, implementing and creating knowledge about the effectiveness of a particular strategy for change within a context of networked adaptation and learning. PLAN is focused on adaptation/implementation and learning either in particular STEM disciplines (PLAN D) or across institutions of higher education (PLAN IHE).
ADVANCE projects support institutional transformation in STEM. STEM includes but is not limited to Arctic and Antarctic sciences, biological sciences, computer and information sciences, engineering, geosciences, mathematics, physical sciences, the learning sciences, and social, behavioral and economic sciences. Institutional Transformation and IT Catalyst awards are expected to include all STEM disciplines at the institution submitting the proposal. PLAN awards may include all of STEM or a subset or one discipline.
The following types of institutions are strongly encouraged to apply to the ADVANCE program:
For All Project Types: Community colleges, primarily undergraduate institutions, minority-serving institutions (e.g. Tribal Colleges and Universities, Historically Black Colleges and Universities, Hispanic-Serving Institutions, Native Hawaiian Serving Institutions, Alaska Native Institutions, Predominantly Black Institutions and Non-tribal, Native American Serving Institutions), women's colleges, and institutions primarily serving persons with disabilities are encouraged to apply. It is anticipated that there may be significant differences in the issues facing faculty in these institutions, compared to faculty in other types of institutions, which will warrant development of unique strategies and/or adaptation of proven strategies in a unique way to achieve ADVANCE Program goals.
ADVANCE projects are viewed as team research and, as such, the team of principal investigators is expected to be multidisciplinary and representative of the theoretical, methodological and contextual expertise necessary to conceptualize, implement, and evaluate a successful project.
ADVANCE does not support activities to increase or retain the number of women entering into or persisting in STEM undergraduate or doctoral degree programs; rather the program focuses on ensuring that women faculty consider academia as a viable and attractive career option. As such, no student training initiatives/activities should be proposed.
ADVANCE funds, in general, cannot be used to support dependent care costs. However, costs incurred by the awardee organization under employee morale and welfare for dependent-care expenses (daycare facilities or other child/elder care arrangements) may be allowed, provided these types of expenses are charged through the application of fringe benefits or indirect costs (also known as Facilities & Administrative Costs). Any such charges must be made in accordance with established awardee institutional policy as approved by the cognizant agency and consistently applied to both Federal and non-Federal sponsors. The Our Town grant program supports creative placemaking projects that help to transform communities into lively, beautiful, and resilient places with the arts at their core. Creative placemaking is when artists, arts organizations, and community development practitioners deliberately integrate arts and culture into community revitalization work - placing arts at the table with land-use, transportation, economic development, education, housing, infrastructure, and public safety strategies. This funding supports local efforts to enhance quality of life and opportunity for existing residents, increase creative activity, and create a distinct sense of place.
Through Our Town, subject to the availability of funding, the National Endowment for the Arts will provide a limited number of grants for creative placemaking. Our Town requires partnerships between arts organizations and government, other nonprofit organizations, and private entities to achieve livability goals for communities.
Our Town offers support for projects in two areas:
Arts Engagement, Cultural Planning, and Design Projects. These projects represent the distinct character and quality of their communities. These projects require a partnership between a nonprofit organization and a local government entity, with one of the partners being a cultural organization. Matching grants range from $25,000 to $200,000.
Projects that Build Knowledge About Creative Placemaking. These projects are available to arts and design service organizations, and industry or university organizations that provide technical assistance to those doing place-based work. Matching grants range from $25,000 to $100,000.
Through Our Town projects, the NEA intends to achieve the following objective: Livability: American communities are strengthened through the arts. See "Intended NEA Objective" for more details.

Description
NHGRI seeks to establish NHGRI Genome Sequencing Program Analysis Centers (GSPAC), which will undertake computational analyses of the data produced by the NHGRI Genome Sequencing Program (GSP; See "Companion Funding Opportunities") with the purpose of extracting genomic and biological knowledge.
Specifically, the GSPACs will have two roles. First, they will undertake novel, investigator-initiated analyses that will cut across the individual projects and grants that are the primary data producing constituents of the overall GSP. These analyses may also use data generated by other large-scale genomics projects. GSPACs will develop improved or novel analyses and methods for all non-automated aspects of characterizing sequence variants in the data, after lower level data processing and variant calling. NHGRI has particular interest in questions about identifying associations between variants and disease phenotypes; analyses using existing functional data to leverage associations and/or make functional inferences; means to improve study design; and other higher level analyses.
Second, the GSPACs will work together with the other GSP components on cross-program analyses that are directly relevant to goals defined in the Companion Funding Opportunities, which currently include defining the point at which a common disease/rare variant genome sequencing study is “comprehensive†or complete, and developing specifications for sample sets that could serve as common controls for common disease genome sequencing studies.

Economic Analysis of the National Need for Technology Infrastructure to Support the Materials Genome Initiative (MGI)

Description
NIST is soliciting applications from eligible applicants to assess the economic impacts of meeting the Nation’s need for technology infrastructure to support the Materials Genome Initiative (MGI). Advanced materials are essential to economic security and human well-being, with applications in industries aimed at addressing challenges in clean energy, national security, and human welfare, yet it can take 20 or more years to move a material after initial discovery to the market. This prospective (strategic planning) study involves, at a minimum, expertise in the following disciplines: technology assessment, high-tech industry behavioral and structural analyses, microeconomic modeling of complex technology development and commercialization patterns, high-tech industry survey and data collection techniques, and quantitative and qualitative analyses of technology infrastructure gaps that are inhibiting the advancement of technologies. The goal of the analysis is to identify gaps in the Nation’s technology infrastructure needed to support the MGI and estimate the economic value of eliminating these gaps. The specific goals of this study are to: (1) assess the technological and economic trends in the research, development, adoption and deployment of MGI related technologies, including demonstrated and anticipated adopters of MGI technology; (2) assess gaps in the technology infrastructure associated with the efficient domestic development of highly complex emerging materials research technologies; (3) assess qualitatively these gaps in terms of industry investment criteria and research mechanisms used, (4) determine the quantitative empirical rankings of the economic benefit of eliminating these gaps based on novel data and modelling; and (5) assess the implied U.S. and international government policy responses, specific to phases in the R&D cycle, technology transfer efforts and subsequent scale-up (capital formation).
