Cultivating Cultures for Ethical STEM (CCE STEM) funds research projects that identify factors that are efficacious in the formation of ethical STEM researchers in all the fields of science and engineering that NSF supports. CCE STEM solicits proposals for research that explores the following: ‘What constitutes ethical STEM research and practice? Which cultural and institutional contexts promote ethical STEM research and practice and why?' Factors one might consider include: honor codes, professional ethics codes and licensing requirements, an ethic of service and/or service learning, life-long learning requirements, curricula or memberships in organizations (e.g. Engineers without Borders) that stress social responsibility and humanitarian goals, institutions that serve under-represented groups, institutions where academic and research integrity are cultivated at multiple levels, institutions that cultivate ethics across the curriculum, or programs that promote group work, or do not grade. Do certain labs have a ‘culture of academic integrity'? What practices contribute to the establishment and maintenance of ethical cultures and how can these practices be transferred, extended to, and integrated into other research and learning settings?
Successful proposals will include a comparative dimension, either between or within institutional settings that differ along these or other factors.
CCE STEM research projects will use basic research to produce knowledge about what constitutes responsible or irresponsible, just or unjust scientific practices and sociotechnical systems, and how to best instill students with this knowledge.
Proposals for awards from minority-serving institutions (e.g. Tribal Colleges and Universities, Historically Black Colleges and Universities, Hispanic-Serving Institutions, Alaska Native or Native Hawaiian Serving Institutions), women's colleges, and institutions primarily serving persons with disabilities are strongly encouraged.

Submission Limits
An eligible organization, as defined above, may submit only one proposal as the lead organization. Organizations submitting more than one proposal as the lead organization will be notified and given one week from notification to select one proposal for consideration. If one is not selected in that time period, all of those proposals will be returned without review. There is no limit on the number of proposals under which an organization may be included as a non-lead collaborator or sub-awardee.

This FOA encourages applications from biomedical research institutions that propose to renovate, repair, or improve individual animal resources. The major objective of this program is to upgrade animal facilities to support the conduct of biomedical and/or behavioral research. Support can be requested to alter and renovate (A&R) the animal facilities, as well as to improve the animal care equipment in the facility. It is expected that all award funds will be expended expeditiously and that applicants will consider the use of sustainable design technologies and design approaches.

The National Science Foundation (NSF) announces a fourth year of a program on collaborative research and education in the area of scalable nanomanufacturing, including the long-term societal implications of the large-scale implementation of nanomanufacturing innovations. This program is in response to and is a component of the National Nanotechnology Initiative Signature Initiative: Sustainable Nanomanufacturing - Creating the Industries of the Future (http://www.nano.gov/node/611.) Although many nanofabrication techniques have demonstrated the ability to fabricate small quantities of nanomaterials, nanostructures and nanodevices for characterization and evaluation purposes, the emphasis of the scalable nanomanufacturing program is on research to overcome the key scientific and technological barriers that prevent the production of useful nanomaterials, nanostructures, devices and systems at an industrially relevant scale, reliably, and at low cost and within environmental, health and safety guidelines. Competitive proposals will incorporate three elements in their research plans:
A persuasive case that the nanomaterials, nanostructures, devices or systems to be produced have or are likely to have sufficient demand to justify eventual scale-up;
A clearly identified set of research issues for science and engineering solutions that must be addressed to enable the production of high quality nano-enabled products at low cost; and
A compelling research plan with clear research objectives and approaches to overcome the identified research issues.
The mode of support is Nanoscale Interdisciplinary Research Teams (NIRT).
Proposals submitted to this program should consider addressing aspects of the nanomanufacturing value chain:
Novel scalable processes and techniques for large-area or continuous manufacturing of nano-scale structures and their assembly/integration into higher order systems;
Fundamental scientific research in well-defined technical areas that are compellingly justified as approaches to overcome critical barriers to scale-up and integration; and
Design principles for production systems leading to nanomanufacturing platforms; identification of metrology, instrumentation, standards and control methodologies needed for process control and to assess quality and yield.
Competitive proposals are expected to address the training and education of students in nanomanufacturing. While not required, the involvement of an industrial partner or partners is strongly encouraged and has the potential to significantly strengthen a proposal.
Other research and education projects in nanoscale science and engineering will continue to be supported in the relevant programs and divisions.

An academic institution – a university, or a campus in a multi-campus university -- may submit no more than one (1) proposal on which it is the lead organization in response to this solicitation. The same organization may be a collaborative partner in any number of other multi-organization group proposals in which it is not the lead. A proposal involving more than one organization must be submitted as a single proposal in which a single award is requested, with the managing principal investigator from the lead organization and subawards administered by the lead organization to any other participating organizations.

Title
Accelerating Medicines Partnership (AMP) in Rheumatoid Arthritis and Lupus: Network Leadership Center (UM2)

Description
The purpose of this FOA is to solicit applications for the Accelerating Medicines Partnership (AMP) in Rheumatoid Arthritis (RA) and Lupus Network Leadership Center. The AMP RA and Lupus Network is designed to ascertain and define shared and disease-specific biological pathways in order to identify relevant drug targets for the treatment of autoimmune diseases. This program will involve an enhanced systems-level understanding of gene expression and signaling in target tissues from affected end organs and peripheral blood cells.
The Network Leadership Center will: (i) direct and coordinate the scientific activities of the Network; (ii) monitor and evaluate scientific progress and performance; (iii) define Network research priorities; (iv) develop the Network research agenda; (v) provide centralized scientific/technical research resources for data management/coordination, statistical design/analyses and tissue acquisition; and (vi) conduct systems biology and bioinformatics research.
A companion FOA will establish the Network Research Sites, including: (i) Clinical Research Sites to assemble patient cohorts and obtain comprehensive clinical and laboratory data and relevant specimens to enable deconstruction of key events in cells and tissues related to disease, disease severity, and response to therapy; (ii) Technology Research Sites to develop, test, standardize and validate advanced and new technologies to identify critical signaling pathways in cells and tissues; or (iii) Combined Clinical and Technology Research Sites to conduct clinical and early validation studies of novel technologies and analytics in rheumatoid arthritis, lupus and related autoimmune diseases.
Awardees under both FOAs will work collaboratively to establish the AMP RA and Lupus Network.

The ADRN conducts clinical research studies to better understand host defense mechanisms in the skin, by comparing responses to infections and vaccines, and underlying mechanisms, in healthy, non-atopic individuals vs. those with atopic dermatitis (AD). Such effects include skin barrier and adaptive and innate immune system responses to viral and bacterial infections, and genetic and epigenetic studies. The scope of research supported under this FOA will include the role of the microbiome in regulating host defense, and the development of clinical interventions to enhance host defense. The FOA will also support the conduct of longitudinal studies aiming at the identification of AD phenotypes pertaining to clinical presentation, skin and peripheral blood immunologic responses and patterns of cutaneous host defense.

The Consortium will conduct interventional trials with associated mechanistic studies, and observational/natural history and/or genetics studies with associated mechanistic studies, in order to understand better the immunopathogenesis of these conditions.

Federal Circular A-21 (from the Office of Management and Budget, OMB) establishes the principles for determining costs applicable to grants, contracts or any other agreements with educational institutions. For the purpose of covering the cost of administrative and clerical salaried service support intended to foster development of new research programs that cannot be directly charged to grants and contracts, the University has provided funding referred to as A-21 funds. These funds are administered by the Office of Research annually. To provide A-21 funding for new initiatives, all current allocations of A-21 funds made in the prior fiscal year are being reduced by a 10 percent linear reduction over a 10-year time frame. This approach provides a pool for new allocations at the beginning of each fiscal year. The amount available for FY14-15 is estimated to be $125,000 in direct salary costs to be distributed to support new proposals selected in this cycle. The new programs are subject to the 10 percent linear reduction in the year following the allocation and every subsequent year within the 10-year time frame. The Office of Research is responsible for the distribution of these funds annually. This responsibility includes receiving the funds from the budget office, announcement of the award process, process timeline, receipt of all funding requests, acceptance of award recommendations, announcing awards and distribution of funding.

The mission of the CYFAR Program is to marshal resources of the Land-grant and Cooperative Extension Systems so that, in collaboration with other organizations, they can develop and deliver educational programs that equip youth who are at-risk for not meeting basic human needs with the skills they need to lead positive, productive, and contributing lives. The CYFAR philosophy (http://www.nifa.usda.gov/nea/family/cyfar/philosophy.html) is the basis for Sustainable Community Projects.
The purpose of SCP funding is to improve the quality and quantity of comprehensive community-based programs for at-risk children, youth, and families supported by the Cooperative Extension System. Collaboration across disciplines, program areas, and geographic lines, as well a holistic approach that views the individual in the context of the family and community, are central to Sustainable Community Projects.
The CYFAR SCP has two (2) strategic objectives:
1. To support community educational programs for at-risk children, youth, and families which
are based on locally identified needs, soundly grounded in research, and which lead to the
accomplishment of one of four CYFAR National Outcomes (see C.2. of this section); and
2. To integrate CYFAR programming into ongoing Extension programs for children, youth, and
families – insuring that at-risk, low income children, youth, and families continue to be part
of Extension and/or 4-H programs and have access to resources and educational
opportunities.
