Description
The purpose of this Notice of Funding Opportunity (NOFO) is to establish up
to 10 centers (maximum one in each U.S. Department of Health and Human
Services (HHS) region) for public health preparedness and response (PHPR).
Our goal is to increase the use of evidence-based strategies and interventions
(EBSIs) to improve PHPR in line with the needs of the communities involved.
This NOFO includes five components:
Component A
HHS Regions 1, 2, and 5
• Establish a Regional Coordinating Body in the respective region for which
you are applying (Year 1 only).
• Establish a Steering Committee (Year 1, to be maintained in years 2 – 5.
This may be a subset of the Regional Coordinating Body).
• Establish a regional center (Year 1, to be maintained in years 2 – 5).
• Develop in collaboration with your regional coordinating body a Five-Year
Regional Work Plan, FY2025-2030 (Year 1).
• Develop activities (Year 1) to meet objectives in the Five-Year Regional
Work Plan, FY2025-2030 to increase uptake of evidence-based strategies
and interventions (EBSIs).
• Implement and evaluate activities (Years 2 – 5) to meet objectives in the
Five-Year Regional Work Plan, FY2025–2030, to increase uptake of
evidence-based strategies and interventions (EBSIs).
Component B
HHS Regions 3, 4, 6, 7, 8, 9, and 10
• Establish a Steering Committee (Year 1, to be maintained in years 2 – 5.
This may be a subset of the Regional Coordinating Body that was
established under a FY23 contract to establish Five-Year Regional Work
Plans).
• Establish a regional center (Year 1, to be maintained in years 2 – 5).
• Develop, implement, and evaluate activities to meet objectives in the
Five-Year Regional Work Plan, FY2024 – 2029 provided by CDC to
recipients of this cooperative agreement in regions 3, 4, 6, 7, 8, 9, & 10, to
increase uptake of evidence-based strategies and interventions (EBSIs).
Component C
Coordinate and support technical assistance to the network of regional
centers. (Years 1 – 5; optional)
Component D
Plan and implement additional activities to conduct basic and applied
research, conduct evaluation, support expansion of EBSIs, and enhance the
PHPR workforce’s scientific capabilities and other activities requested by CDC.

Component E
To be considered for funding any time during the five-year period of
performance, applicants must submit proposals in the application package
for this NOFO.
• Establish working groups and develop and implement regional activities
for a Five-Year Regional Work Plans for tribal, rural or frontier
community. If funded, CDC will provide work plans that have been
developed under previous contract to regions 8, 9 and 10 (tribal, Regions
8 and 10 and Pacific Islands, Region 9) (optional, pending availability of
funds).
• Establish working groups and pilot test plans and processes supporting
an existing regional data ecosystem model relevant to one of the 10 HHS
regions. If funded in regions 4, 8 or 10, CDC will provide ecosystem
models that have been developed under previous contract (optional,
pending availability of funds).
CDC recommends the use of three templates to document and track the work
included in this NOFO[1]: A Five-Year Regional Work Plan template, a
Cooperative Agreement Work Plan (CAWP) Template, and an evaluation
template.
Five-Year Regional Work Plan Template: Use this template to document
and track the focus areas, objectives, and priorities established by
regional coordinating bodies. Add activities designed to meet those
objectives; including the overall NOFO objective of increasing
implementation of EBSIs.
• CAWP Template: Use this template to document and track regional
center engagement in and progress towards the overall strategies
included in the NOFO specific to the regional centers. In your project
narrative, you must provide a CAWP for your project.

Candidates must meet all of the following eligibility requirements:
Hold a doctorate in biomedical sciences, medicine, or a related field, including engineering or the physical sciences.
As of Sept. 5, 2024, run an independent lab and hold a full-time appointment at the rank of assistant professor. (Appointments such as research assistant professor, adjunct assistant professor, assistant professor research track, visiting professor, or instructor are not eligible).
Must not have been appointed as an assistant professor at any institution prior to June 10, 2020, whether or not such an appointment was on a tenure track. Time spent in clinical internships, residencies, in work toward board certification, or on parental leave does not count as part of this four-year limit. The Pew Scholars Program in the Biomedical Sciences provides funding to young investigators of outstanding promise in science relevant to the advancement of human health. The program makes grants to selected academic institutions to support the independent research of outstanding individuals who are in their first few years of their appointment at the assistant professor level.

The objective of this Notice of Funding Opportunity (NOFO) is to solicit applications to conduct institutional climate assessments using validated survey instruments and to develop action plans for positive change in the recruitment, hiring, retention, and advancement of faculty, including those from groups underrepresented in biomedical and behavioral research (see NIH Interest in Diversity).

This Notice of Funding Opportunity Announcement (NOFO) invites U24 applications to develop and maintain a Nathan Shock Centers Coordination Center (NSC3). The goal of the NSC3 is to provide logistical and organization support of the Nathan Shock Centers of Excellence in Basic Biology of Aging (NSC). Applicants should be familiar with NSC activities, but they do not need to be part of an NSC. Major activities of the proposed NSC3 will include improving visibility of the NSC nationally and internationally, improving collaboration and coordination among NSC, enhancing NSC training activities, facilitating the sharing of resources, and interacting with NIA and NSC to develop strategies and plans for further development. Youth Open Geospatial Data Activity (USAID YODA)

Description
Through the USAID Youth Open Geospatial Data Activity (USAID YODA) Addendum to the
YouthPower 2 (YP2) Annual Program Statement (APS) No. 7200AA20APS00007, the
USAID GeoCenter intends to empower local communities by equipping university-aged
youth to use open source geospatial data and technology to address local challenges.
Concepts should focus on youth development of skills to create new geographic data,
make maps, and perform geospatial analysis using remote sensing and geographic
information systems (GIS). Concepts should also emphasize the creation of geospatial
data as a digital public good (DPG) to support local resilience, economic opportunity,
and overall citizen empowerment.
Data and analyses created as part of this Addendum will address USAID priorities such
as climate change, public health, food security, gender equity, and those that serve
development and humanitarian assistance efforts. USAID’s principles of equity and inclusion are paramount and should be integral to any program considered under this APS. Subject to the availability of funds, the USAID GeoCenter anticipates supporting
one to three new awards of up to $7.5 million over the course of five years.
USAID encourages applicants to become aware of the prohibitions associated with
Section 889 of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal
Year (FY) 2019 Section (a)(1)(B) and Section (b)(1) of the law. Effective August 13, 2020,
2 CFR 200.216 for U.S. organizations and the mandatory standard provision “Prohibition
on Certain Telecommunication and Video Surveillance Services or Equipment (August
2020)” for non-U.S. organizations prohibits the use of award funds, including direct and
indirect costs, cost-share and program income, to procure covered telecommunication
and video surveillance services or equipment. Applicants should reference the USAID
Section 889 Partner website for more information.

Public Interest Technology University Network Challenge (PIT-UN)
Description
The Public Interest Technology University Network (PIT-UN) Challenge is a unique program that drives equitable innovation in technology across academia, government, industry and civil society. Since 2019, the Challenge has deployed over $15 million to build new courses, research centers, community and government partnerships, certificates and degrees, internships, fellowships and more.
In 2023, 14 grants totaling $1.5 million were awarded to further develop a research community and workforce as passionate about public interest as they are about developing breakthrough technologies.
In 2024, Year 6 of the Network Challenge, we anticipate supporting 10 – 15 projects led by PIT-UN Members that are:
Educational offerings that foster cross-disciplinary perspectives and credentialing, or
Career pipeline/placement efforts to develop a public interest technology workforce in government, industry, and social impact organizations.
Members of PIT-UN lead Network Challenge projects, often in partnership with other universities, community organizations, nonprofits, government offices or companies. In Year 6, the Challenge will support new ideas and frameworks for advancing public interest technology in the following area:

AI, Quantum & Emerging Technologies
Gender Justice
We are particularly interested in projects that do not replicate existing and previously funded projects but offer a new approach or lens for public interest technology. Each of the past 145 Network Challenge projects has a distinctive strategy to advance technology that serves all communities, especially those historically excluded from or marginalized by technology’s design, deployment and governance.
Successful Network Challenge applications require a thorough and ongoing review of past projects and the full Request for Proposals.

Submission Limits
The PIT-UN Network Challenge is a limited submission funding opportunity and limits the number of applications from one institution. These “limited submission” funding opportunities must undergo an internal selection process (also known as an internal competition), which is coordinated by the institution. Please consult your institution before you develop any applications. Additionally, there is a limit to the number of proposals a PIT-UN member university can submit:
Proposals for up to a total of three new projects. Only one of these can fall within the funding Tranche 2 ($90,001–$145,000).
Proposals to expand/scale previously awarded projects, outlined in Eligibility section ii, can fall into either funding Tranche 1 (up to $90,000) or Tranche 2* ($90,001–$145,000). Proposals requesting Tranche 2 funding must include at least 50% in-kind contribution funding from the primary institution. Proposed budgets should be inclusive of an indirect rate, set at 20% of total direct costs. Note: Proposals can only be funded with Network Challenge funding for three years.

Cyberspace has transformed the daily lives of people. Society's overwhelming reliance on cyberspace, however, has exposed the system's
fragility and vulnerabilities: corporations, agencies, national infrastructure, and individuals continue to suffer cyber-attacks. Achieving a truly
secure cyberspace requires addressing both challenging scientific and engineering problems involving many components of a system, and
vulnerabilities that stem from human behaviors and choices. Examining the fundamentals of security and privacy as a multidisciplinary subject
can lead to fundamentally new ways to design, build, and operate cyber systems, protect existing infrastructure, and motivate individuals to
learn about cybersecurity. The Cybersecurity Enhancement Act of 2014, as amended by the National Defense Authorization Acts for 2018 and
2021, and the CHIPS and Science Act of 2022, authorizes the National Science Foundation (NSF), in coordination with the Office of Personnel
Management (OPM) and the Department of Homeland Security (DHS), to offer a scholarship program to recruit and train the next generation
of cybersecurity professionals to meet the needs of the cybersecurity mission of federal, state, local, and tribal governments. The goals of the
CyberCorps® Scholarship for Service (SFS) program are aligned with the U.S. strategy to develop a superior cybersecurity workforce. The
program goals are to: (1) increase the number of qualified and diverse cybersecurity candidates for government cybersecurity positions; (2)
improve the national capacity for the education of cybersecurity professionals and research and development workforce; (3) hire, monitor, and
retain high-quality CyberCorps® graduates in the cybersecurity mission of the Federal Government; and (4) strengthen partnerships between
institutions of higher education and federal, state, local, and tribal governments. While all three agencies work together on all four goals, NSF’s
strength is in the first two goals; OPM’s in goal (3); and DHS in goal (4).
The SFS Program welcomes proposals to establish or to continue scholarship programs in cybersecurity. A proposing institution must provide
clearly documented evidence of a strong existing academic program in cybersecurity. In addition to information provided in the proposal
narrative, such evidence can include ABET accreditation in cybersecurity; a designation by the National Security Agency and the Department
of Homeland Security as a Center of Academic Excellence in Cyber Defense Education (CAE-CDE), in Cyber Operations (CAE-CO) or in
Research (CAE-R); or equivalent evidence documenting a strong program in cybersecurity.
Service Obligation: All scholarship recipients must work after graduation in the cybersecurity mission of a federal, state, local, or tribal
government organization, or certain other qualifying entities, for a period equal to at least the length of the scholarship.
The SFS Program also supports efforts leading to an increase in the ability of the United States higher education enterprise to produce
cybersecurity professionals. Funding opportunities in this area are provided via the Secure and Trustworthy Cyberspace - Education
Designation (SaTC-EDU) and other programs (see the section "Increasing National Capacity in Cybersecurity Education" for more details.)

Description
The General Social Survey (GSS) is a nationally representative interview survey of the United States adult
population that collects data on a wide range of topics: behavioral items such as group membership and
participation; personal psychological evaluations including measures of well-being, misanthropy and life
satisfaction; attitudinal questions on such public issues as crime and punishment, race relations, gender
roles and spending priorities; and demographic characteristics of respondents and their parents. The GSS
has provided data on contemporary American society since 1972, serving as a barometer of social change
and trends in attitudes, behaviors and attributes of the United States adult population. In 1984, the GSS
stimulated cross-national research by collaborating with Australia, Britain and Germany to develop data
collection programs modeled on the GSS. This program of comparative cross-national research, called the
International Social Survey Program (ISSP), now includes 43 nations and enables researchers and analysts
to place findings and trends from the United States within a comparative context.
Since its inception, the GSS has completed 34 in-person, cross-sectional surveys of the adult household
population of the United States with response rates that exceed 50 percent. The survey is currently fielded
biennially. Data from the GSS are made available to scholars, students and the public for research,
analysis and educational activities within 12 months of data collection.
Several innovations have been initiated over the past 15 years, most of which warrant continuation. Most
significantly, the GSS has been exploring a substantial use of web mode while maintaining the integrity of
the time series. The 2022 and 2024 surveys used web mode in various combinations with face-to-face
administration for purposes of testing and comparison. A collaboration with the American National Election Studies (ANES) was initiated for the 2020 election and continued for the 2024 election. Other
innovations are linkages with administrative data made possible by asking respondents for permission
(since 2018) and use of post-stratification weights (since 2020).
The Research Infrastructure in the Social and Behavioral Sciences Program (RISBS) in the Directorate for
Social, Behavioral and Economic Sciences expects to make one award for the next four-year funding cycle,
fiscal years 2025-2028, to support the 2026 and 2028 GSS and the U.S. component of the ISSP survey. We
anticipate an award in the range of $14 million and at most $16 million over four years to support two
waves of data collection, dissemination activities, and outreach. The expected starting date is August 2025.
