The Minority Access to Research Careers (MARC) Branch of the Minority Opportunities in Research (MORE) Division was established to significantly increase the number and competitiveness of underrepresented minorities engaged in biomedical research. To facilitate the training and development of students, faculty, or researchers from groups underrepresented in the biomedical research enterprise of this nation, the MARC Branch will provide program-related support in three key areas: (1) scientific conferences, (2) scientific short courses, or (3) other well-defined ancillary training activities that further the MARC mission.
Ancillary training may include support for student academic development and enrichment activities that are designed to improve critical thinking skills, communication skills, and time management; and may also provide group learning opportunities, interdisciplinary or advanced course training where students learn quantitative skills to analyze biomedical and behavioral problems, and opportunities to meet and discuss career choices with appropriate role models.

Description
The Director, Defense Research and Engineering (DDR&E) sponsors the National Security Science and Engineering Faculty Fellowship (NSSEFF) Program. NSSEFF is part of the National Defense Education Program (NDEP) that supports innovative basic science and engineering research within academia, as well as education initiatives that seek to create and develop the next generation of scientists and engineers for the defense and national security workforce. The Air Force Office of Scientific Research (AFOSR) manages the NSSEFF program for DDR&E. To accomplish this task, AFOSR is soliciting proposals for the NSSEFF program through this Broad Agency Announcement (BAA). This BAA seeks outstanding researchers for the NSSEFF program for the purpose of conducting innovative basic research in areas of interest to the Department of Defense (DoD) and fostering long-term relationships between the NSSEFF Fellows and the DoD.
As defined by the DoD, “basic research is systematic study directed toward greater knowledge or understanding of the fundamental aspects of phenomena and of observable facts without specific applications towards processes or products in mind. It includes all scientific study and experimentation directed toward increasing fundamental knowledge and understanding in those fields of the physical, engineering, environmental, and life sciences related to long-term national security needs. Submission Limits
Institutions intending to nominate individual faculty and staff must submit a letter of intent signed by the President, Chancellor, or highest campus official of the academic institution. If the highest official is unavailable for signature at the time of submission, the highest ranking official available and authorized to sign for the individual designated above may sign. The letter of intent must:
• Appear on official letterhead of the academic institution
• Display the date on which it was signed
• State the name, title, faculty position, department affiliation, and email address of each individual that will be nominated for award
• State the proposed research topic
• State the technical subject category most appropriate for the proposed research topic (see technical subject categories in Section I of this announcement)
• Provide Sponsored Programs Office contact information with email address
• Provide President’s/Chancellor’s Office contact information with email address
An institution may submit one letter of intent that contains the information required for all the individual PIs it intends to nominate. The United States research and education community communicates, cooperates, and collaborates with colleagues in the global community. Members of this community access remote instruments, data, and computational resources located throughout the world, often as part of international collaborations. Similarly, major NSF investments in large-scale science and engineering facilities located both inside and outside the United States are utilized by multinational research and education collaborations. To support such activities, NSF solicits proposals for International Research Network Connections (IRNC). The participating NSF agencies are the Office of Cyberinfrastructure (OCI) and the Office of International Science and Engineering, both in the Office of the Director (OD).
NSF expects to make a set of awards to
- provide network connections linking U.S. research networks with peer networks in other parts of the world;
- leverage existing international network connectivity;
- improve the quality of end-to-end networking on international paths;
- explore experimental networking; and
- stimulate the deployment and operational understanding of emerging technologies such as IPv6 in an international context.
Links funded by this program are intended to support science and engineering research and education applications, and preference will be given to solutions which provide the best economy of scale and demonstrate the ability to support the largest communities of interest with the broadest services. Funded projects will assist the U.S. research and education community by enabling state-of-the-art international network services and access to increased collaboration and data services. Through extended international network connections, additional research and production network services will be enabled, complementing those currently offered or planned by domestic research networks.
This program supports international research network connections across three areas: (1) production network environments (IRNC:ProNet); (2) experimental networking activities in support of cyber-science applications (IRNC:Exp); and (3) special projects including advanced network development, deployment, security, monitoring, and other approaches (IRNC:SP).

Description
This Funding Opportunity Announcement (FOA) invites applications from U.S. and developing country institutions to train or expand the capabilities of scientists and health professionals from developing countries to engage in infectious diseases (excluding HIV/AIDS) research.
Proposals are requested for innovative, collaborative research training programs that would contribute to the long-term goal of building sustainable research capacity in endemic infectious diseases at developing country institutions. The intent is to harness scientific knowledge and skills to enhance prevention, treatment, and control of infectious diseases causing major morbidity and mortality in developing countries. Developing country institutions may also apply for one-year planning grants to support the development and submission of research training program proposals in the subsequent year. In addition, ongoing infectious disease research training awardees may apply for a competing revision (formerly called supplement) award to their Global Infectious Disease Research Training awards to expand their training activities.
FIC will support research-training programs that focus on building sustainable non-HIV/AIDS infectious disease research capacity at an institution in an endemic developing country. Sustainable research capacity depends on building a critical mass of scientists and health professionals with in-depth scientific expertise and complementary skills that enable the institution to conduct independent, internationally-recognized infectious disease research relevant to the health priorities of their countries. FIC will support research-training programs that focus on major endemic or life-threatening emerging infectious diseases, neglected tropical diseases, significant co-infections of HIV/AIDS patients, or the relationship of infectious disease to non-communicable disease conditions of poverty in developing countries. Research training programs should be structured to provide an appropriate balance of short- and long-term training and degree and non-degree training opportunities for participants from developing country institutions designed overall to build sustainable research capacity in partnership with ongoing U.S. research activities.

The mission of the Wind and Hydropower Technologies Program (WHTP) is responsible stewardship of national resources to increase the development and deployment of reliable, affordable, and environmentally sustainable wind and water power and realize the benefits of domestic renewable energy production. Fulfilling this mission will result in greater energy security and enhanced domestic economic benefit through more diverse, clean, reliable, affordable, and secure domestic electricity supplies.
The WHTP contributes directly to the mission of the Department of Energy and the Office of Energy Efficiency and Renewable Energy to improve national, energy, and economic security and increase the diversity of the nation's energy resources. The program launched an effort, in collaboration with industry, to assess the potential for, and impact of, supplying 20 percent of the nation's electricity needs from wind energy. This $24 million program initiative will fund consortia between institutions of higher learning and industry that will perform focused research on critical wind energy challenges.
These funds will be provided under the American Recovery and Reinvestment Act of 2009 to preserve and create jobs, promote economic recovery, and provide investments needed to increase wind energy R&D. The funding will be focused on the following two complementary areas, but not separate topics:
1. Partnerships for Wind Research and Turbine Reliability: Universities in regions of the country in a Power Class 3 at 50 meters or greater wind region with consistent wind resources throughout the year are encouraged to team with industry partners to establish facilities/equipment and a research agenda necessary to study major challenges facing today's wind industry; proposals must address one or more challenges described in the "20 percent Wind Energy by 2030" report and shall include descriptions of how the wind hardware and software will be acquired; DOE highly encourages research in "turbine reliability" as a topic in any consortia proposal
2. Wind Energy Research and Development: University R&D to advance material design, performance measurements, analytical models, and leveraging partnerships with industry to improve power systems operations, maintenance or repair operations, wind turbine and/or component manufacturing, and interdisciplinary system integration; fellowships, internships, etc. may be used to support the research agenda; universities are encouraged to partner with the wind industry in defining their R&D agenda, developing their curriculum, and intern partnerships

The A-21 program for clerical and administrative support is intended to foster development of new research programs by providing for funding that cannot be directly charged to grants and contracts.
Each year, 10% of each unit's A-21 allocation is reduced so that the funding that is released can go to new programs. The new programs are subject to the 10% decrease in the year following the allocation and every year thereafter.
The CARS-CAGS group is responsible for evaluating proposals to this program. Proposals are due by June 10, 2009 and will be evaluated during that month.
The format of the proposal can be free-form, but should include the following information:
1) Describe the position to be funded.
2) Is this a new position or a position that already supports a research activity?
3) What large-scale proposals will be submitted in the near future by the group that will benefit from this funding?
4) What is the plan to replace the 10% funding each year that will be removed as part of this program.

All grants require a nonfederal match of at least one to one. An organization may request a grant amount from $5,000 to $150,000. Most grant awards will range from $10,000 to $100,000. Few grants will be awarded below $10,000; grants of $100,000 or more will be made only in rare instances, and only for projects that the Arts Endowment determines demonstrate exceptional national or regional significance and impact. In developing an application, the Arts Endowment urges all applicants to consider the level of recent awards and to request a realistic grant amount. Under these guidelines, funding is available for projects only. A project may consist of one or more specific events or activities; it may be a part of an applicant's regular season or activities. Organizations that undertake a single short-term project in a year - a 10-day jazz festival, for example - could apply for that event, or they could identify certain components (such as the presentation of a key artist and the associated activities) as their project. Applicants must describe the activities for which Arts Endowment support is requested, and provide specific information on the artists, productions, venues, distribution plans, etc., that will be involved.
Organizations may apply for any or all phases of a project, from its planning through its implementation. A project does not have to be new. Excellent existing projects can be just as competitive as new activities. Projects do not need to be large. The Arts Endowment welcomes small projects that can make a difference in a community or field.

The Major Research Instrumentation Program (MRI) serves to increase access to shared scientific and engineering instruments for research and research training in our Nation's institutions of higher education, museums and science centers, and not-for-profit organizations. This program especially seeks to improve the quality and expand the scope of research and research training in science and engineering, by providing shared instrumentation that fosters the integration of research and education in research-intensive learning environments. Development and acquisition of research instrumentation for shared inter- and/or intra-organization use are encouraged, as are development efforts that leverage the strengths of private sector partners to build instrument development capacity at academic institutions.
To accomplish these goals, the MRI program assists with the acquisition or development of shared research instrumentation that is, in general, too costly and/or not appropriate for support through other NSF programs. For the purposes of the MRI Program, proposals must be for either acquisition or development (see Section II.A.2). Instruments are expected to be operational for regular research use by the end of the award period. A key recommendation of a 2006 National Academies report on �Advanced Research Instrumentation and Facilities� (ARIF) was that the NSF should expand the MRI program so that it includes �mid-scale� instrumentation whose capital costs are greater than $2 million, but with costs that are not appropriate for NSF�s Major Research Equipment and Facilities Construction account. As a result of the enactment of the American Recovery and Reinvestment Act of 2009, NSF is holding a competition that is separate from the regular MRI competition. For this MRI-R2 competition only, proposals will be accepted for instrument development or for acquisition of a single instrument or a system of related instruments that share a common or specific research focus in the range $100,000-$6 million from Ph.D.-granting institutions of higher education and non-degree-granting organizations; up to $6 million (there is no minimum request) from non-Ph.D.-granting institutions of higher education or the disciplines of mathematical sciences or social, behavioral, and economic sciences at any eligible organization.

Description
STEP seeks to increase the number of students (U.S. citizens or permanent residents) receiving associate or baccalaureate degrees in established or emerging fields within science, technology, engineering, and mathematics (STEM). Type 1 proposals are solicited that provide for full implementation efforts at academic institutions. Type 2 proposals are solicited that support educational research projects on associate or baccalaureate degree attainment in STEM.

Submission Limits
An institution that awards baccalaureate degrees is allowed to submit only one Type 1 proposal, or to be part of only one consortium submitting a Type 1 proposal. An institution that awards associate degrees, and does not award baccalaureate degrees, is allowed to be the lead institution on only one Type 1 proposal, and, in addition, may be a partner on one or more Type 1 proposals. There are no restrictions on the number of Type 2 proposals that an individual or organization may submit.
Cost Sharing:
Cost Sharing is not required under this solicitation.

To expedite the process of planning an internal competition, please submit your notice of intent as soon as you know you have an interest in the funding program. You are only required to include the name of the Principal Investigator, any co-PI's, and the subject or title of the proposed project.
