Description
The Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs (ECA/PE/C) announces an open competition for grants to conduct a Professional Fellows Program in Africa, East Asia, Europe, the Near East, North Africa, South Central Asia, and the Western Hemisphere. The goals of the program, which encompass both bureau and programmatic goals, are to (1) provide foreign participants from eligible countries the opportunity for professional development through four- to eight-week internships in the United States; (2) provide U.S. participants the opportunity to take part in reciprocal fellowships and/or to share their professional expertise with counterparts in eligible countries; and (3) promote mutual understanding and partnerships between key professional groups in the United States and counterpart groups in eligible countries. Proposed projects should be two-way exchanges involving participants from both the United States and foreign countries. Projects should take place over the course of one to two years and target current or potential professional leaders who will effect positive change in their communities. Specific themes for consideration under this competition include climate change, education to employment, food security, global health, and legislative development.

Applicants may submit only one proposal under this competition. If multiple proposals are received from the same applicant, all submissions will be declared technically ineligible and receive no further consideration in the review process.
Cost Sharing:
here is no minimum or maximum percentage required for this competition. However, the Bureau encourages applicants to provide maximum levels of cost-sharing and funding in support of its programs. When cost-sharing is offered, it is understood and agreed that the applicant must provide the amount of cost-sharing as stipulated in its proposal and later included in an approved agreement. The SURF NIST Boulder Programs are open to colleges and universities in the United States and its territories with degree-granting programs in materials science, chemistry, engineering, computer science, mathematics, or physics. Participating students must be U.S. citizens or permanent U.S. residents. The SURF NIST Boulder Programs focus on undergraduate fellows. Graduating seniors are eligible to participate but the likelihood of funds for their possible participation is extremely limited. Up to approximately three such participants might be considered if funds become available. If so, NIST will give priority to previous SURF participants.

The SURF NIST Boulder Programs are soliciting applications for FY 2010. The SURF programs will provide an opportunity for the NIST laboratories and the Nationalont> Science Foundation (NSF) to join in a partnership to encourage outstanding undergraduate students to pursue careers in science and engineering. The program will provide research opportunities for students to work with internationally known NIST scientists, to expose them to cutting-edge research and promote the pursuit of graduate degrees in science and engineering. The objective of the SURF programs is to build a mutually beneficial relationship among the student, the institution, and NIST. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve the USA's quality of life. NIST embodies a science culture, developed from a large and well-equipped research staff that enthusiastically blends programs that address the immediate needs of industry with longer-term research that anticipates future needs. This occurs in few other places and enables the Electronics and Electrical Engineering Lab (EEEL), the Chemical Science and Technology Lab (CSTL), the Physics Lab (PL), the Materials Science and Engineering Lab (MSEL), and the Information Technology Lab (ITL) to offer unique research and training opportunities for undergraduates, providing them a research-rich environment and exposure to state-of-the-art equipment.
NIST's MSEL conducts basic research in the electronic, magnetic, optical, superconducting, mechanical, thermal, chemical, and structural properties of metals, ceramics, polymers, and composites. Much of this applied research is devoted to overcoming barriers to the next technological revolution, in which individual atoms and molecules will serve as the fundamental building blocks of devices. Preparation of unique materials by atomic level tailoring of multi-layers, perfect single crystals, and nanocomposites are just some of the future technologies being developed and explored in NIST's MSEL. To achieve these goals, staff develop and utilize highly specialized equipment, such as high resolution electron microscopes, atomic force microscopes, neutron scattering instruments, x-ray diffraction sources, lasers, magnetometers, plasma furnaces, melt spinners, molecular beam epitaxy systems, and thermal spray systems. Research projects can be theoretical or experimental and will range in focus from the structural, chemical, and morphological characterization of advanced materials made in the NIST laboratories to the accurate measurement of the unique properties possessed by these special materials.
SURF NIST Boulder students will have the opportunity to work one-on-one with the USA's top scientists and engineers. It is anticipated that successful SURF students will move from a position of reliance on guidance from their research advisors to one of research independence during the fellowship period. One goal of this partnership is to provide opportunities for the USA's next generation of scientists and engineers to engage in world-class scientific research at NIST, especially in ground-breaking areas of emerging technologies. This carries with it the hope of motivating individuals to pursue a doctorate in physics, chemistry, materials science, engineering, mathematics, or computer science, and to consider research careers.

The anticipated total program funding for EEEL is $80,000 (half from NIST, half from NSF). The anticipated number of awards in FY 2010 for EEEL is 10. The actual number of awards made under this announcement will depend on the proposed budgets and the availability of funding. For the SURF NIST Boulder Programs described in this notice, it is expected that individual awards to institutions will be $8,000 times the number of participating students from that institution. The SURF NIST Boulder Programs are anticipated to run from May 24, 2010, through August 6, 2010; adjustments may be made to accommodate specific academic schedules (e.g., some 11-week cooperative agreements shifted to begin after the regular start in order to accommodate institutions operating on quarter systems).
Funds budgeted for payments to students under this program are stipends, not salaries. The SURF NIST Boulder Programs will not authorize funds for indirect costs or fringe benefits.

FY2010-2011 A-21 Request and Approval Process

Description
Federal Circular A-21 (from the Office of Management and Budget, OMB) establishes the principles for determining costs applicable to grants, contracts or any other agreements with educational institutions. For the purpose of covering the cost of administrative and clerical salaried service support intended to foster development of new research programs that cannot be directly charged to grants and contracts, the University has provided funding referred to as A-21 funds. These funds are administered by the Office of Research annually. To provide A-21 funding for new initiatives, all current allocations of A-21 funds made in the prior fiscal year are being reduced by 10 percent to provide a pool for new allocations at the beginning of the next fiscal year. The amount available for FY10-11 is estimated to be $48,000. The new programs are subject to the 10 percent decrease in the year following the allocation and every year thereafter.
Employment classifications which may be considered for this funding include University and Classified Staff in clerical, fiscal and laboratory areas typically. The positions are expected to be salaried positions (ineligible are faculty and wage positions). Priority will be given to proposals that demonstrate the fostering and development of new research. Examples of appropriate initiatives to be supported by this funding include but are not limited to:
1) New administrative position for college-level grant writing support services
2) New clerical/administrative assistant for new center to support research activities
3) New lab tech/manager position to support newly opened facility
The associate deans for research and graduate studies’ group (CARS/CAGS) will be responsible for reviewing proposals for funding, and making a recommendation of awardees to the Associate Vice President for Research Programs.

Innovation through Institutional Integration (I3) challenges faculty, administrators, and others in institutions to think strategically about the creative integration of NSF-funded awards towards a whole that exceeds the sum of its parts. Although there is particular emphasis in I3 on awards managed by programs in the Directorate for Education and Human Resources (EHR), institutional integration is not limited only to EHR awards but can include other NSF awards with a STEM educational focus. Two or more institutions in geographic proximity might, for example, partner to bridge existing NSF-funded awards on their campuses (e.g., RDE, IGERT, LSAMP, ATE, CREST, REU) to broaden participation in STEM fields and enhance undergraduate research opportunities. Additional connections might be made internationally with faculty or students outside the United States who would add their considerable intellectual and cultural perspectives. As another example, an institution might implement new policies, procedures, or mechanisms that encourage and value synergistic efforts among existing NSF-funded awards (e.g., GK-12, MSP, Noyce, REESE, DRK-12) and with other institutional units to better understand and enhance seamlessness across critical educational junctures, perhaps infusing innovative approaches to cyber-learning.
This effort has the following interrelated goals:
* Increase synergy and collaboration across NSF-funded projects and within/between institutions, towards an educational environment where artificial boundaries are significantly reduced and the student experience is more fully integrated;
* Expand and deepen the impact of NSF-funded projects and enhance their sustainability;
* Provide additional avenues to broaden participation through workforce development, especially for those underrepresented in STEM research and education; attend to seamless transitions across critical educational junctures; and/or provide more effectively for a globally engaged workforce;
* Promote innovative programming, policies, and practices to encourage the integration of STEM research and education; and
* Encourage STEM educational or related research in domains that hold promise for promoting intra- or inter-institutional integration and broader impacts.
Proposals that facilitate either (a) inter-institutional or (b) intra-institutional efforts are encouraged. Proposals may be submitted by (a) a single institution to address intra-institutional goals only or (b) an institution acting on behalf of an institutional partnership to address inter-institutional goals.
Proposals are expected to incorporate a depth and quality of creative, coherent, and strategic actions that extend beyond commonplace approaches to normal institutional operations. Proposals may also be submitted for research on institutional integration or other closely related themes articulated in the goals above.
I3 is a cross-divisional effort in the Directorate for Education and Human Resources (EHR).

Partnerships for Complementary Alternative Medicine (CAM) Clinical Translational Research (PCCTR) (U19)

The goal of the Partnerships in CAM Clinical Translational Research (PCCTR) initiative is to foster development of translational tools that will contribute to rigorous clinical CAM research and further development of clinical research expertise and leadership at CAM institutions and in the field in general. It is expected that such tools will further the rigorous study of CAM practices that are already in wide use by the American public. CAM practitioners play a vital role in rigorous research on CAM. The PCCTR will support partnerships between faculty at CAM institutions and at highly research-intensive institutions in research projects directed towards the development of CAM clinical research translational tools, including approaches, tools and methodology that will make substantial contributions to the progress of CAM research. Each PCCTR must include at least two, but not more than three research projects throughout the funding period. Each PCCTR should unite CAM and conventional research institutions and individuals with complementary strengths in a synergistic fashion, such that the research and intellectual productivity of the proposed projects is likely to be substantially enhanced by the proposed collaborative partnership, the abilities of the proposed collaborators and the proposed PCCTR administrative structure.

Description
The Robert Noyce Teacher Scholarship Program seeks to encourage talented science, technology, engineering, and mathematics majors and professionals to become K-12 mathematics and science teachers. The Noyce Scholarship Track provides funds to institutions of higher education to support scholarships, stipends, and academic programs for undergraduate STEM majors and post-baccalaureate students holding STEM degrees who earn a teaching credential and commit to teaching in high-need K-12 school districts.

Submission Limits
An institution, on its own or as a member of a consortium, may submit no more than one Noyce proposal per track. There are two Noyce tracks in this solicitation: the Noyce Teacher Scholarship Track and the NSF Teaching Fellows/Master Teaching Fellows Track.
Cost Sharing:
Cost Sharing is Specialized. For purposes of this solicitation, and in accordance with Federal requirements, the terms "matching" and "cost sharing" are synonymous. Please see the full text of the solicitation for further information.

The Robert Noyce Teacher Scholarship Program seeks to encourage talented science, technology, engineering, and mathematics majors and professionals to become K-12 mathematics and science teachers.The NSF Teaching Fellowship/Master Teaching Fellowship Track supports STEM professionals who enroll as NSF Teaching Fellows in master's degree programs leading to teacher certification by providing academic courses, professional development, and salary supplements while they are fulfilling a four-year teaching commitment in a high need school district. This track also supports the development of NSF Master Teaching Fellows by providing professional development and salary supplements for exemplary mathematics and science teachers to become Master Teachers in high need school districts.

Anyone wishing to submit a proposal for one of these programs should click on the appropriate link in the list above. To expedite the process of planning an internal competition, please submit your notice of intent as soon as you know you have an interest in the funding program. You are only required to include the name of the Principal Investigator, any co-PI's, and the subject or title of the proposed project. The deadline for the internal notice of intent is indicated above.
