Description
Through the USAID Youth Open Geospatial Data Activity (USAID YODA) Addendum to the
YouthPower 2 (YP2) Annual Program Statement (APS) No. 7200AA20APS00007, the
USAID GeoCenter intends to empower local communities by equipping university-aged
youth to use open source geospatial data and technology to address local challenges.
Concepts should focus on youth development of skills to create new geographic data,
make maps, and perform geospatial analysis using remote sensing and geographic
information systems (GIS). Concepts should also emphasize the creation of geospatial
data as a digital public good (DPG) to support local resilience, economic opportunity,
and overall citizen empowerment.
Data and analyses created as part of this Addendum will address USAID priorities such
as climate change, public health, food security, gender equity, and those that serve
development and humanitarian assistance efforts. USAID’s principles of equity and inclusion are paramount and should be integral to any program considered under this APS. Subject to the availability of funds, the USAID GeoCenter anticipates supporting
one to three new awards of up to $7.5 million over the course of five years.
USAID encourages applicants to become aware of the prohibitions associated with
Section 889 of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal
Year (FY) 2019 Section (a)(1)(B) and Section (b)(1) of the law. Effective August 13, 2020,
2 CFR 200.216 for U.S. organizations and the mandatory standard provision “Prohibition
on Certain Telecommunication and Video Surveillance Services or Equipment (August
2020)” for non-U.S. organizations prohibits the use of award funds, including direct and
indirect costs, cost-share and program income, to procure covered telecommunication
and video surveillance services or equipment. Applicants should reference the USAID
Section 889 Partner website for more information.

Submission Limits
All interested organizations are restricted to submitting one Concept Note as the Prime
Applicant. If more than one Concept Note is received with the same Prime Applicant,
USAID will seek written clarification from the relevant entity regarding which Concept
Note should be considered for review. If clarification is not resolved within five (5)
business days, all Concept Notes submitted by the Applicant will be deemed ineligible.
