The EPA is soliciting applications from eligible entities to establish and maintain regional Centers of Excellence for new and emerging stormwater control infrastructure technologies, with the goal of improving the effectiveness, cost efficiency, and protection of public safety and water quality. The EPA is also soliciting applications from eligible entities to create and maintain a national electronic clearinghouse to centrally collect and distribute the work of the Centers of Excellence. For the purposes of this announcement, “regional” or “geographical region” means consisting of two or more states.
The EPA is soliciting applications from eligible applicants in two Project Areas, as described below. Under this competition, only one application can be submitted per applicant under a Project Area. If an applicant submits an application under Project Area 1, they may then submit a separate application under Project Area 2. That is, an applicant cannot submit an application for Project Area 2 without submitting an application for Project Area 1. Each application submitted under this announcement must address one, and only one, of the Project Areas described below. The cover page of each application package must clearly indicate the Project Area addressed in the application. While the EPA intends to make awards in all Project Areas, the EPA reserves the right to make more than one award in a Project Area and/or make no awards in a Project Area.

Description
The Partnerships for Innovation (PFI) Program within the Division of Translational Impacts (TI) offers researchers from all disciplines of science and engineering funded by NSF the opportunity to perform translational research and technology development, catalyze partnerships and accelerate the transition of discoveries from the laboratory to the marketplace for societal benefit.
PFI has five broad goals, as set forth by the American Innovation and Competitiveness Act of 2017 (“the Act”, S.3084 — 114th Congress; Sec. 602. Translational Research Grants): (1) identifying and supporting NSF-sponsored research and technologies that have the potential for accelerated commercialization; (2) supporting prior or current NSF-sponsored investigators, institutions of higher education, and non-profit organizations that partner with an institution of higher education in undertaking proof-of-concept work, including the development of technology prototypes that are derived from NSF-sponsored research and have potential market value; (3) promoting sustainable partnerships between NSF-funded institutions, industry, and other organizations within academia and the private sector with the purpose of accelerating the transfer of technology; (4) developing multi-disciplinary innovation ecosystems which involve and are responsive to the specific needs of academia and industry; (5) providing professional development, mentoring, and advice in entrepreneurship, project management, and technology and business development to innovators.
In addition, PFI responds to the mandate set by Congress in Section 601(c)(3) of the Act (Follow-on Grants), to support prototype or proof-of-concept development work by participants with innovations that because of the early stage of development are not eligible to participate in a Small Business Innovation Research Program or a Small Business Technology Transfer Program.
Finally, PFI seeks to implement the mandate set by Congress in Section 102(c)(a) of the Act (Broader Impacts Review Criterion Update) by enhancing partnerships between academia and industry in the United States, and expanding the participation of women and individuals from underrepresented groups in innovation, technology translation, and entrepreneurship.
This solicitation offers two broad tracks for proposals in pursuit of the aforementioned goals:
The Technology Translation (PFI-TT) track offers the opportunity to translate prior NSF-funded research results in any field of science or engineering into technological innovations with promising commercial potential and societal impact. PFI-TT supports commercial potential demonstration projects for academic research outputs in any NSF-funded science and engineering discipline. This demonstration is achieved through proof-of-concept, prototyping, technology development and/or scale-up work. Concurrently, students and postdoctoral researchers who participate in PFI-TT projects receive education and leadership training in innovation and entrepreneurship. Successful PFI-TT projects generate technology-driven commercialization outcomes that address societal needs.
The Research Partnerships (PFI-RP) track seeks to achieve the same goals as the PFI-TT track by supporting instead complex, multi-faceted technology development projects that are typically beyond the scope of a single researcher or institution and require a multi-organizational, interdisciplinary, synergistic collaboration. A PFI-RP project requires the creation of partnerships between academic researchers and third-party organizations such as industry, non-academic research organizations, federal laboratories, public or non-profit technology transfer organizations or other universities. Such partnerships are needed to conduct use-inspired research on a stand-alone larger project toward commercialization and societal impact. In the absence of such synergistic partnership, the project’s likelihood for success would be minimal.
The intended outcomes of both PFI-TT and PFI-RP tracks are: a) the commercialization of new intellectual property derived from NSF-funded research outputs; b) the creation of new or broader collaborations with industry (including increased corporate sponsored research); c) the licensing of NSF-funded research outputs to third party corporations or to start-up companies funded by a PFI team; and d) the training of future innovation and entrepreneurship leaders.

Submission Limits
There is no limit on the number of PFI-TT proposals an organization may submit to the deadlines of this solicitation. However, an organization may not submit more than one (1) new or resubmitted PFI-RP proposal to a deadline of this solicitation. This eligibility constraint will be strictly enforced. If an organization exceeds this limit, the first PFI-RP proposal received will be accepted, and the remainder will be returned without review. An organization may not receive more than two (2) awards from a submission deadline of this solicitation.

The National Quantum Initiative (NQI) Act1 aims to ensure the continuing leadership of the United States (U.S.) in quantum
information science and technology. In conformance with the NQI goals, an argument2 3 4 5 was set forth for a renewed emphasis
on identifying and fostering early adoption of quantum technologies to transform the field of Quantum Information Science and
Engineering (QISE) and to accelerate broader impacts on society. A systematic approach to maturing quantum technology
platforms by integrating end-users and potential customers from other fields of science and engineering and other sectors of the
economy into cycles of research, development, and demonstration should result in lowering the barriers for end-users to pioneer
new applications. NSF support for use-inspired and translational research in QISE, combined with its existing strength in support
of the underlying foundational research, is anticipated to accelerate development of a market for quantum technologies.
With this program solicitation, the Foundation is introducing the National Quantum Virtual Laboratory (NQVL) concept as an
overarching shared infrastructure designed to facilitate the translation from basic science and engineering to the resultant
technology, while at the same time emphasizing and advancing its scientific and technical value. The NQVL aims to develop and
utilize use-inspired and application-oriented quantum technologies. In the process, NQVL researchers will explore quantum
frontiers6, foster QISE workforce education and training, engage in outreach activities at all levels, and promote broadening
participation, diversity, equity, and inclusion in QISE, thereby lowering barriers at all entry points of the research enterprise. The
engagement of the entire United States (U.S.) QISE community will be necessary for this initiative to succeed, and, indeed, the project is designed to include participation from a full spectrum of organizations who have expertise to contribute. In particular,
NSF recognizes that the involvement of industry partners is essential and will welcome these to be a part of the overall structure.
Partnerships with other U.S. Federal agencies under the NQI umbrella are also encouraged.
This solicitation lays out a vision for the entire NQVL program that includes Quantum Science and Technology Demonstration
(QSTD) projects, support for enabling technologies through Transformative Advances in Quantum Systems (TAQS), as well as a central coordination hub. Proposals for Pilot phase QSTDs are solicited at this time.

FFAR recently released its new Research Strategy, which focuses on interrelated,
strategic research priorities as we strive toward our goal: A U.S. food and agriculture
system that supports producers and their communities, sustains the environment and
enables processors and retailers to deliver foods that equitably nourish our population.
In line with the new Research Strategy, FFAR has transitioned from the previous
Challenge Area structure to focus on overarching Research Priorities to foster greater
collaboration across disciplines. These priorities reflect a systems approach—
recognizing the complex relationships between primary production systems,
agroecosystems and the food system as a whole. Collectively, these priorities drive
transformational systemic change by taking a broad view of U.S. agriculture, considering
its social, environmental and economic benefits as well as impacts.
FFAR anticipates funding up to ten (10) awards. We ask that applicants address how
their proposed research program will address at least one of FFAR’s Research Priority
Areas. The proposed research program should also be expected to clearly benefit the
U.S. food and agriculture system.
Priority 1: Cultivating Thriving Production Systems: Production systems thrive when
input providers and producers have the information and technologies (novel
germplasm, digital tools, pest and disease solutions, etc.) to manage their enterprises
efficiently and profitably—which includes selecting animals, crops and management
practices that support site-specific environmental, social and business goals.
Priority 2: Sustaining Vibrant Agroecosystems: Tools, technologies and integrative
models designed at scales needed for site-specific decision making allow producers to
create, build and maintain healthy, productive agroecosystems that meet consumer
expectations under changing climate conditions. Such solutions must provide flexibility
to deal with future uncertainty, and clarify trends and trade-offs in environmental
regeneration, productivity and resilience.
Priority 3: Bolstering Healthy Food Systems: In a healthy food system, food processors,
distributors and retailers have the information and technologies needed to produce
nutritious, environmentally sustainable and culturally appropriate food for consumers.
Likewise, consumers require convenient access to safe, nutritious, desirable foods with
a balance of macronutrients, micronutrients and protective phytochemicals.

The Innovations in Graduate Education (IGE) program is designed to encourage the development and implementation of bold, new, and potentially transformative approaches to STEM graduate education training. The program seeks proposals that explore ways for graduate students in research-based master's and doctoral degree programs to develop the skills, knowledge, and competencies needed to pursue a range of STEM careers.
IGE focuses on projects aimed at piloting, testing, and validating innovative and potentially transformative approaches to graduate education. IGE projects are intended to generate the knowledge required for their customization, implementation, and broader adoption. The program supports testing of novel models or activities with high potential to enrich and extend the knowledge base on effective graduate education approaches.
The program addresses both workforce development, emphasizing broad participation, and institutional capacity building needs in graduate education. Strategic collaborations with the private sector, non-governmental organizations (NGOs), government agencies, national laboratories, field stations, teaching and learning centers, informal science centers, and academic partners are encouraged.
As a special emphasis under this solicitation, IGE seeks proposals that will result in a single cooperative agreement for the development and implementation of an IGE Innovation Acceleration Hub. The Hub will facilitate IGE awardee communications about research activities and outcomes and provide a platform for external stakeholder engagement. Only Hub proposals submitted to the October 2020 deadline will be considered for funding.
