The Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Proposals from organizations interested in submitting proposals for projects that promote democracy, human rights, rule of law, and freedom of expression/press in Europe and Eurasia. DRL invites organizations to submit proposals outlining program concepts and capacity to manage projects targeting the following issues:
1. Russia
a. Building the Capacity of Media to Increase Transparency and Counter Corruption - DRL's objective is to strengthen the capacity of civil society and media to advocate against corruption in the context of the Russian government's anti-corruption and transparency initiatives. DRL seeks proposals that build bridges between the worlds of journalism and anti-corruption advocacy in Russia. Proposals should expand the capacity of journalists, bloggers, and/or civil society to uncover and effectively publicize reports of corruption on the local, regional, or national levels using new and traditional media. Proposals may focus on countering specific types of corruption or corruption in particular social spheres, such as politics, religion, education, health care, and law enforcement. Proposals should include a component focusing on upcoming elections in March 2012 and building upon lessons learned during the December 2011 elections. In addition, proposals should include a financial sustainability component to assist participating media outlets, bloggers, etc., to improve their long-term viability. Proposals should address potential interference/obstacles in regards to program implementation and offer contingency planning to ensure the safety of participants.
b. Improving Access to Justice in the North Caucasus - DRL's objective is to impede the cycle of human rights abuses, violent extremism, and authoritarian responses in the North Caucasus through support of access to justice. Proposals should be mindful of how the cycle of repression and violence in the North Caucausus impacts the rights of vulnerable or marginalized groups, especially women, but also journalists, independent activists, ethnic and religious minorities, LGBT individuals, and those with disabilities. Proposals should address one or more of the following themes:
- Expanding civil society's capacity to facilitate access to justice for citizens;
- Raising citizens' ability to access legal services;
- Increasing citizens' knowledge of protections provided by Russian and international law in regards to human rights;
- Developing citizens' understanding of the role of universal human rights in an Islamic context.
2. Balkans
a. Balkans Regional: DRL's objective is to decrease intolerance/discrimination based on identity (e.g. ethnicity, language, religion, disabilities) among young people in the Balkans, and to promote cross-border, interethnic understanding and dialogue among youth in the region and within national boundaries. DRL seeks proposals that enhance reconciliation and inclusion efforts among various majority and minority communities affected by recent conflict; and impart the knowledge, skills, and attitudes necessary for effective and responsible participation in democratic societies. Activities should promote constructive and inclusive relations among members of ethnic, religious, linguistic and other marginalized groups. Proposals must include participants from three or more Balkan countries (specifically including Bosnia and Herzegovina, and Kosovo) and include youths from a range of ethnic, religious, cultural or other marginalized communities.

ORAU is announcing a Call for Proposals for the FY 2012 ORAU/ORNL High Performance Computing Program. The plan is to award four new grants.
The FY 2012 Call for Proposals is significantly different than in previous years. Proposals must be submitted by an ORAU member institution faculty member in collaboration with an Oak Ridge National Laboratory (ORNL) research staff member. Information on how to apply, and the list of ORNL research projects is available on the Members Only web site. Enter your Members Only user-id and password, and select the menu item on the right – Apply for the ORAU/ORNL High Performance Computing Grant Program. Proposals are due by noon EST on Monday, October 31, 2011, and must be endorsed and submitted by the institution’s ORAU Councilor. Only one faculty proposal per institution will be considered.
Due to the business sensitive nature of the ORNL research projects, the faculty member interested in pursuing a joint proposal with an ORNL principal investigator must sign a Non-Disclosure Agreement, which is also included on the Members Only web site. You can provide the list of ORNL Research Projects as it appears on the Members Only web site to interested faculty at your university. Once technical discussions begin between the faculty member and the ORNL investigator, then the NDA should be signed. All signed NDAs should be sent via email to Cathy Fore, cathy.fore@orau.org, and a copy will be provided to ORNL. This guidance will be included in the Frequently Asked Questions on the HPC Grant Program web site.
This program provides ORAU member institutions with a potential of $75K in funding (over three years) for research using ORNL's supercomputing resources in Oak Ridge, Tennessee. Please share this preliminary call for proposals with interested faculty at your institution.

The Major Research Instrumentation Program (MRI) serves to increase access to shared scientific and engineering instruments for research and research training in our Nation's institutions of higher education, museums, science centers, and not-for-profit organizations. This program especially seeks to improve the quality and expand the scope of research and research training in science and engineering, by providing shared instrumentation that fosters the integration of research and education in research-intensive learning environments. Development and acquisition of research instrumentation for shared inter- and/or intra-organizational use are encouraged, as are development efforts that leverage the strengths of private sector partners to build instrument development capacity at academic institutions.
To accomplish these goals, the MRI program assists with the acquisition or development of shared research instrumentation that is, in general, too costly and/or not appropriate for support through other NSF programs. Instruments are expected to be operational for regular research use by the end of the award period. For the purposes of the MRI program, proposals must be for either acquisition or development of a single instrument or for equipment that, when combined, serves as an integrated research instrument (physical or virtual). The MRI program does not support the acquisition or development of a suite of instruments to outfit research laboratories/facilities or to conduct independent research activities simultaneously. Instrument acquisition or development proposals that request funds from NSF in the range $100,000-$4 million will be accepted from all eligible organizations. Proposals that request funds from NSF less than $100,000 will also be accepted from all eligible organizations for the disciplines of mathematics or social, behavioral and economic sciences and from non-Ph.D.-granting institutions of higher education for all NSF-supported disciplines.

Submission Limits
If three proposals are submitted, at least one of the proposals must be for instrument development (i.e., no more than two proposals may be for instrument acquisition).
To ensure a balanced instrumentation award portfolio at diverse organizations, across varied research topics, and in support of a broadly inclusive science and engineering workforce across the entire Nation, the MRI program requires that an MRI-eligible organization may, as a performing organization, submit or be included as a significantly funded1 subawardee in no more than three MRI proposals. To promote instrumentation development, the program requires that if an organization submits or is included as a significantly funded1 subawardee in three MRI proposals, at least one of the three proposals must be for instrument development.
NSF reserves the right to carefully examine development proposals to ensure that they meet the requirements for this proposal type (see Section II). If a proposal submitted as development is deemed to be an acquisition proposal, the proposal will be returned without review if any of the organizations involved have already submitted two acquisition proposals.
Cost Sharing:
Cost-sharing at the level of 30% of the total project cost is required for Ph.D.-granting institutions of higher education and for non-degree-granting organizations. Non-Ph.D.-granting institutions of higher education are exempt from the cost-sharing requirement.

The United States-India Educational Foundation (USIEF) announces an open competition for the support of projects through the Obama-Singh 21st Century Knowledge Initiative (OSI). Announced by the U.S. and Indian governments, OSI aims to strengthen collaboration and build partnerships between American and Indian institutions of higher education. Accredited U.S. post-secondary educational institutions meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to support the program's goals of encouraging mutual understanding, facilitating educational reform, fostering economic development, and engaging civil society through academic cooperation with Indian post secondary educational institutions.
Exchange activities may include but are not limited to curriculum design, research collaboration, team teaching, focused series of exchanges, seminars, among other activities. Activities should be designed to develop expertise, advance scholarship and teaching, and promote reliable, long-term communication between partner institutions.

Description
The U.S. Fish and Wildlife Service (USFWS) and the Mexican Ministry of Environment and Natural Resources (SEMARNAT) are soliciting proposals under the Wildlife Without Borders-Mexico Program for projects that address Mexico's capacity building for biodiversity conservation.
The program goal is to build human and institutional capacity for biodiversity conservation and management in Mexico through training. Of interest are projects that provide direct and significant training to Mexican personnel in terms of number of individuals trained, strategic or innovative nature of the training, and impact of the training on the conservation of biodiversity. To be considered, projects must fall into one or more of the following three strategic categories:
1. Managing for Excellence: Training in natural resource conservation and management for Mexican Government personnel, including policy-makers, federal, state, and municipal-level resource managers, and reserve guards. This includes short-term (2-3 weeks) on-the-job courses certified by an educational institution (Diplomados), workshops, exchanges of personnel, etc.
2. Stewards of the Land: Training in natural resource conservation/management for resource owners and/or direct users, including local communities, rural peasant farmer organizations, and indigenous peoples. This includes training provided through on-the-ground practices, workshops, exchanges of personnel, and other delivery mechanisms appropriate to the training needs of these target groups.
3. Voices for Nature: Training in environmental education and/or public outreach for targeted society stakeholder groups, including teachers, school children, journalists, tourists, legislators, non-governmental organizations, and private sector organizations or businesses. This includes workshops, educational programs, production of educational and training material, etc.
Successful applicants will
- develop specific conservation/management skills of resource managers in Mexico by addressing critical gaps in formal and informal training;
- increase the number of trained personnel in Mexico;
- promote training that links sound management practices in priority biodiversity areas to the creation of economic opportunities for local communities;
- raise the level of awareness and capacity of key stakeholder groups to deliver conservation.
Applicant organizations should be proposing work to be conducted in Mexico. If work is to be conducted in the United States, the proposal must show a clear connection to capacity building for biodiversity conservation in Mexico to be eligible for funding.
