While the number of awards will vary depending on project size and funding availability, DOE-NE anticipates making approximately 25 grants under this announcement. Approximately $7 million is expected to be available in Fiscal Year (FY) 2010 under this FOA announcement; $3 million is set aside for major reactor infrastructure upgrades and $4 million is set aside for minor reactor infrastructure upgrades. Description
This Funding Opportunity Announcement (FOA) is seeking proposals from U.S. universities and colleges with operating research reactors. The purpose of the program is to upgrade and improve the U.S. university nuclear research and training reactors and to contribute to strengthening the academic community's nuclear engineering infrastructure. The university grant may fund only one area: either minor or major reactor-specific infrastructure. The university may apply for both but will only be selected for, at most, one grant.
1. Reactor specific infrastructure - major reactor upgrades: Applications should be directed to the major upgrade of the reactor, or purchase / maintenance of major pieces of equipment and instrumentation or activities (1) related to the performance, control, or operational capability of the reactor and/or associated facility, (2) for radiation detection and measurement in laboratories directly related to the reactor facility, (3) for security enhancements or licensing renewal support at the reactor facility required by the Nuclear Regulatory Commission (NRC), the state, or other appropriate agency for that particular item. Applications for equipment and instrumentation that significantly improves or expands the research, instruction and training capabilities of the reactor facility will be highly considered. This program is not intended to pay for operation of the university's reactor and associated personnel costs.
2. Reactor specific infrastructure - minor reactor equipment: Applications should be directed to purchase equipment and instrumentation (1) related to the performance, control, or operational capability of the reactor and/or associated facility; (2) for radiation detection and measurement in laboratories directly related to the reactor facility; (3) for security enhancements or licensing renewal support at the reactor facility required by NRC, the state, or other appropriate agency for that particular item. Submission Limits

Cost Sharing:

Applicants must indicate that the matching support being proposed is a cash commitment.

Affordable Care Act (ACA): Childhood Obesity Research Demonstration

Description
This FOA solicits Research Demonstration Cooperative Agreement (U18) applications for:
Component A
The objective of the demonstrations is to determine whether an integrated model of primary care and public health approaches in the community can improve underserved children's risk factors for obesity. These approaches may include policy, systems, and environmental supports that encourage nutrition and physical activity for underserved children and their families.
Grantees will develop, implement, and evaluate multi-sectoral (i.e., childcare, school, community, health care), multi-level (i.e. child, family, organization, community, policy) intervention demonstration projects for underserved children ages 2-12 years and their families utilizing the Obesity Chronic Care Model and other similar models. The Obesity Chronic Care Model provides a framework to integrate primary care and public health approaches with an intent to guides the design of strategies, approaches, systems, and/or tools to ultimately prevent and reduce childhood obesity.
Component A Demonstration Project funded grantees will design, implement, and evaluate the demonstration interventions, with evaluation support from the Component B Evaluation Center funded grantee. Standardized measures across sites will be collected to determine whether the demonstration research project led to changes in preventive services, policy, systems, and environment (e.g. setting, community), and individual outcomes including health, satisfaction, health care utilization and quality of life.
Component B
The results of the Demonstration projects will be used to generate a recommendation that determines whether program components, similar to the awarded demonstration projects, should be implemented nationally for the general population of children who are eligible for child health assistance under Title XXI (CHIP) of the Social Security Act.
The Component B funded grantee, the Evaluation Center, will design and conduct the overarching evaluation that will support this recommendation, in collaboration with the Component A Demonstration Project funded grantees and CDC.
Applicants must specify which Component they are applying. Component A solicits applications to participate as a Demonstration Project. Component B solicits applications to serve as the third-party evaluator (the Evaluation Center) that will collaborate with CDC and the participating Demonstration Projects in all aspects of the overarching evaluation of all the research demonstration projects. Applicants may apply for either Component A or Component B, but not both.

The Science and Technology Centers (STC): Integrative Partnerships program supports innovative, potentially transformative, complex research and education projects that require large-scale, long-term awards. STCs conduct world-class research through partnerships among academic institutions, national laboratories, industrial organizations, and/or other public/private entities, and via international collaborations, as appropriate. They provide a means to undertake significant investigations at the interfaces of disciplines and/or fresh approaches within disciplines. STCs may involve any areas of science and engineering that NSF supports. STC investments support the NSF vision of advancing discovery, innovation and education beyond the frontiers of current knowledge, and empowering future generations in science and engineering.
Centers provide a rich environment for encouraging future scientists, engineers, and educators to take risks in pursuing discoveries and new knowledge. STCs foster excellence in education by integrating education and research, and by creating bonds between learning and inquiry so that discovery and creativity fully support the learning process.
NSF expects STCs to demonstrate leadership in the involvement of groups traditionally underrepresented in science and engineering at all levels (faculty, students, and postdoctoral researchers) within the Center. Centers use either proven or innovative mechanisms to address issues such as recruitment, retention and mentorship of participants from underrepresented groups.
Centers must undertake activities that facilitate knowledge transfer, i.e., the exchange of scientific and technical information with the objective of disseminating and utilizing knowledge broadly in multiple sectors. Examples of knowledge transfer include technology transfer with the intention of supporting innovation, providing key information to public policy makers, or dissemination of knowledge from one field of science to another.

Submission Limits
A single organization may submit a maximum of three preliminary proposals as the lead institution. Full proposals are to be submitted only when invited by NSF. There is no limit to participation as a partner institution. The STC program will not provide support for more than one proposed Center from any one lead institution in this competition.
Cost Sharing:
The PAPPG has been revised to implement the National Science Board's recommendations regarding cost sharing. Inclusion of voluntary committed cost sharing is prohibited.

The National Institute of General Medical Sciences (NIGMS) will award Minority Access to Research Careers (MARC) Undergraduate Student Training in Academic Research (U-STAR) National Research Service Act (NRSA) Training grants to eligible institutions as a means of supporting undergraduate academic and research training to help ensure that a diverse and highly trained workforce is available to assume leadership roles related to the nation's biomedical and behavioral research agenda. The MARC U-STAR program is designed to have a significant impact on the health-related research needs of the nation by providing support to students underrepresented in the biomedical and behavioral sciences and improving their preparation for highly selective Ph.D. level training and future careers. The program supports efforts to strengthen the science/math course curricula, pedagogical skills of faculty, and biomedical research training at institutions with significant enrollments of students from underrepresented groups.
