In 1969, the Camille and Henry Dreyfus Foundation established the Camille and Henry Dreyfus Teacher-Scholar Awards Program to strengthen the teaching and research careers of talented young faculty in the chemical sciences. Based on institutional nominations, the program was designed to provide discretionary funding to faculty at early stages in their careers. Criteria for selection included a commitment to education and an independent body of scholarship that signaled the promise of continuing outstanding contributions to both research and teaching. The Henry Dreyfus Teacher-Scholar Awards Program stresses teaching, mentorship, and the nominees' accomplishments in research and teaching, primarily with undergraduates.

Description
This year, the department will award two kinds of grants-- New Grants to applicants who have never received a COPC grant before to undertake eligible work and New Directions Grants to fund previous COPC recipients.
Five key concepts that applicants should include in their proposals are:
- Outreach, technical assistance, and applied research should be provided to neighborhoods and neighborhood-based organizations based on what the residents decide is needed, rather than what the institution concludes is appropriate for that neighborhood.
- Community-based organizations and residents should be empowered by the project and be partners with the institution throughout the life of the project and beyond, from planning to implementation to activities beyond the grant.
- Applied research should be related to the outreach activities and be used to influence the applicant's activities within the grant period or shortly after it ends. The department will not fund research without practical application.
- The assistance should be primarily by faculty, students, or to a limited extent, by neighborhood residents or community-based organizations funded by the university.
- The program should be part of the institution's broader effort to meet its urban mission, and be supported by its senior officials, rather than just the work of a few faculty members. Proposed activities should not duplicate those of other entities in the community and should be appropriate for an institution of higher education to undertake in light of its teaching, and research, and service missions.

Developing and Improving Institutional Animal Resources - NCRR

Description
The National Center for Research Resources (NCRR) encourages the submission of individual animal resource improvement grant applications from biomedical research institutions. The major objective of this program is to upgrade animal facilities to support the conductive Public Health Service (PHS) - supported biomedical and behavioral research. A related objective is to assist institutions in complying with the United States Department of Agriculture (USDA) Animal Welfare Act and Department of Health and Human Services (DHHS) policies related to the care and use of laboratory animals. Support is limited to alterations and renovations (A&R) to improve laboratory animal facilities, and the purchase of major equipment items for animal resources, diagnostic laboratories, transgenic animal resources, or similar associated activities.
This program announcement (PA) will use the National Institutes of Health (NIH) G20 award mechanism.
This PA replaces PAR-00-124.

Submission Limits
Limited applications accepted. An institution may submit two applications from two different "stand alone" components that are uniquely identified subordinate organizational elements of the institution (for example, a medical school and a dental school within a university). If this is done, documentation from an appropriate institutional official stating that the applications are part of a coordinated, campus-wide plan to improve the animal facilities, must be provided as part of the applications. However, the applicant institution is strongly encouraged to develop a single application for a campus-wide program with a single, centralized animal care program whenever possible or feasible.

Description
The National Institute of Neurological Disorders and Stroke (NINDS) invites applications for Center Core Grants to support neuroscience research. The purpose of this program is to advance the NINDS mission to promote understanding and treatment of neurological disorders by providing core research facilities that are not otherwise available. This support, by providing more accessible resources, is expected to assure a greater productivity than would be possible from the separate projects. An applicant organization is eligible for a maximum of one NINDS Center Core Grant.
NINDS Center Core Grants will support centralized resources and facilities shared by investigators with existing NINDS-funded research projects. Each center will be composed of one or more research cores, each of which will enrich the effectiveness of ongoing research, and promote new research directions. A Center Core Grant will support individual neuroscience research projects by providing necessary resources and performing required services that would be difficult or impractical to provide in individual labs. Center Core Grants will foster a cooperative and interactive research environment through which multidisciplinary approaches to neuroscience problems and joint research efforts will be stimulated. The applicant organization is encouraged to consider a plan to co-fund the center, in order to maximize its utility and effectiveness.

Description
The 2006 HHMI professors competition is intended to stimulate, support, and empower accomplished research scientists in conveying the excitement and values of scientific research to undergraduate education and to apply their innovations to advancing science education. Additional goals of the program are to introduce graduate students and postdoctoral fellows to the challenges and rewards of mentoring undergraduates and to develop a cadre of scientist-educators around the country who are leaders in research and excel in undergraduate teaching.
The 2006 HHMI professors competition is open to individuals at 100 institutions classified in 2000 by the Carnegie Foundation for the Advancement of Teaching as doctoral or research universities (extensive and intensive). The institutions invited to participate have proven records in preparing students for graduate education in science and careers in science research and medicine.
Faculty in the biological, biochemical, bioinformatics, and biomedical sciences are eligible, as well as those in subfields of physics, chemistry, and engineering that relate to the biomedical sciences.

The facilities will be used for basic and clinical biomedical and behavioral research and research training. This grant mechanism may not be used for the purchase of stand alone equipment that does not include an alteration, renovation, or new construction project component.

In response to this PA, an institution, which has currently one or more PHS-supported basic or clinical biomedical or behavioral research projects, may submit two applications to the Research Facilities Improvement Program in the same fiscal year for projects that encompass different scopes and are from two different "stand alone" components that are uniquely identified subordinate organizational elements of the institution (for example, a medical school and a dental school within a university). Biodefense applications will not count toward the limit of two traditional C06 applications per institution.

Description
The Federal Cyber Service: Scholarship for Service (SFS) program seeks to increase the number of qualified students entering the fields of information assurance and computer security and to increase the capacity of the United States higher education enterprise to continue to produce professionals in these fields to meet the needs of our increasingly technological society. The SFS program is composed of two tracks: the Scholarship Track and the Capacity Building Track.
The Scholarship Track provides funding to colleges and universities to award scholarships to students in information assurance and computer security fields. Scholarship recipients shall pursue academic programs in information assurance for the final two years of undergraduate study, or for two years of master's-level study, or for the final two years of Ph.D.-level study. These students will participate as a cohort during two years of study and activities, including a summer internship in a federal agency at the end of their first year of support. The recipients of the scholarships will become part of the Federal Cyber Service of Information Technology Specialists whose responsibility is to ensure the protection of the U.S. government's information infrastructure. Upon graduation after their two-year scholarships, recipients will be required to work for a federal agency for two years in fulfillment of their Federal Cyber Service commitment.
The Capacity Building Track provides funds to colleges and universities to improve the quality and increase the production of information assurance and computer security professionals. Professional development of information assurance faculty and development of academic programs can be funded under this track.

Description
The Instrumentation for Materials Research - Major Instrumentation Project (IMR-MIP) program in the Division of Materials Research provides support for the design and construction of major instruments costing more than $2 million at major US facilities. The program also supports the development of detailed conceptual and engineering design for new tools for materials preparation or characterization at major national facilities. Such instruments may include, for example, neutron beam lines, synchrotron beam lines, and high field magnets, as well as development of detectors and preparation environments necessary to support materials research. The program supports two types of awards: Conceptual and Engineering Design (CED) awards and Construction (CNST) awards. A CED award will enable the proposer to do the necessary engineering design of the instrument. A CNST proposal may only be submitted after a satisfactory engineering design of the instrument has been completed and has been approved by both the facility at which the instrument will be situated and by NSF. The program does not provide operating funds for projects it supports through this solicitation. Operational costs must be supported either by the facility at which the instrument is located or through some other source. In FY 2004 the program budget was $3.0 million. This level of support is expected to increase in FY 2005 and future years, depending upon the availability of funds.
