Submission Limits
A U.S. or Canadian institution—including its medical school, graduate schools, and all affiliated hospitals and research institutes—may nominate up to six candidates. Institutions that nominate at least one candidate in the reproductive sciences may nominate a total of seven candidates. Institutions that nominate at least one candidate from an underrepresented minority group—African-American, Hispanic, or Native American—may nominate an additional candidate.

The International Science and Education Competitive Grants Program (ISE) supports research, extension, and teaching activities that will enhance the capabilities of American colleges and universities to conduct international collaborative research, extension and teaching. Submission Limits
Only two proposals per lead institution will be accepted in any one year. No institution, acting as the principal or lead institution will receive more than one grant. Program funds may not be used for the renovation or refurbishment of research, education, or extension space; the purchase or installation of fixed equipment in such space; or the planning, repair, rehabilitation, acquisition, or construction of buildings or facilities.

Description
The Instrumentation for Materials Research - Major Instrumentation Project (IMR-MIP) program in the Division of Materials Research provides support for the design and construction of major instruments costing more than $2 million at major US facilities. The program also supports the development of detailed conceptual and engineering design for new tools for materials preparation or characterization at major national facilities. Such instruments may include, for example, neutron beam lines, synchrotron beam lines, and high field magnets, as well as development of detectors and preparation environments necessary to support materials research. The program supports two types of awards: Conceptual and Engineering Design (CED) awards and Construction (CNST) awards. A CED award will enable the proposer to do the necessary engineering design of the instrument. A CNST proposal may only be submitted after a satisfactory engineering design of the instrument has been completed and has been approved by both the facility at which the instrument will be situated and by NSF. The program does not provide operating funds for projects it supports through this solicitation. Operational costs must be supported either by the facility at which the instrument is located or through some other source. In FY 2004 the program budget was $3.0 million. This level of support is expected to increase in FY 2005 and future years, depending upon the availability of funds.

Description
The program is designed for candidates who expect to complete the requirements for the Ph.D. in the fields of pharmacology or toxicology in two years or less from the time the fellowship begins. The program assumes that the fellows will devote full-time (including summers) to their research. The focus of the program is to assist in the predoctoral training of the candidate. It should not be viewed as a program to fund a research project.
In the field of pharmacology or toxicology, applications that will receive highest priority are those in which the research attempts to integrate information on the mechanism of action of a drug or chemical at a molecular or cellular level with the drug's effects in the intact laboratory animal or human, encompassing the potential influences of biochemical, physiological, or behavioral systems.

The purpose of this request for applications (RFA) is to train the next generation of researchers who will utilize genomic and proteomic technologies to facilitate the understanding of the biology of hemoglobinopathies in order to prevent the disease or to develop effective therapeutic interventions.
The purpose of this initiative is to create a multidisciplinary, institutional postdoctoral research training initiative in hemoglobinopathies and genomics and proteomics. The training and research initiative must include five components:
- Didactic training
- Laboratory experience in genomics and proteomics
- Research training in hemoglobinopathies
- Submission of grant application prior to completing the program
- Plans for future collaboration between research faculty and fellows.

Description
This year, the department will award two kinds of grants-- New Grants to applicants who have never received a COPC grant before to undertake eligible work and New Directions Grants to fund previous COPC recipients.
Five key concepts that applicants should include in their proposals are:
- Outreach, technical assistance, and applied research should be provided to neighborhoods and neighborhood-based organizations based on what the residents decide is needed, rather than what the institution concludes is appropriate for that neighborhood.
- Community-based organizations and residents should be empowered by the project and be partners with the institution throughout the life of the project and beyond, from planning to implementation to activities beyond the grant.
- Applied research should be related to the outreach activities and be used to influence the applicant's activities within the grant period or shortly after it ends. The department will not fund research without practical application.
- The assistance should be primarily by faculty, students, or to a limited extent, by neighborhood residents or community-based organizations funded by the university.
- The program should be part of the institution's broader effort to meet its urban mission, and be supported by its senior officials, rather than just the work of a few faculty members. Proposed activities should not duplicate those of other entities in the community and should be appropriate for an institution of higher education to undertake in light of its teaching, and research, and service missions.
