This joint FOA is the first pilot project of the Interagency Regional Innovation Clusters Taskforce (Taskforce). The Taskforce has been charged with developing a replicable and sustainable model for coordinated federal and regional efforts that foster and use regional innovation clusters to develop and demonstrate sustainable and efficient models for attaining national strategic objectives; create and retain Good Jobs (defined below); eliminate gaps between the supply and demand for workers in specialized fields through training and education; increase regional gross domestic product (GDP); promote innovation in science and technology; and enhance the economic, technological, and commercial competitiveness of the United States on the global stage. Due to the critical roles that basic and applied energy research play in attaining two key national strategic objectives—attaining U.S. energy security and reducing the carbon footprint of the United States—the Taskforce selected Energy Efficient Building Systems Design as the topical focus for its first pilot project. The pilot project will be anchored around a DOE-funded Energy Innovation Hub and will also incorporate elements funded by EDA, SBA, and NIST/MEP.
This joint FOA invites Proposals from Consortia (defined below) that can demonstrate collaboration among their members, with their E-RIC Partners (defined below), and with federal government agencies to support the development and growth of an energy

regional innovation cluster. The energy regional innovation cluster within which the selected Consortium operates must possess various characteristics and is referred to herein as the E-RIC (as defined below). (Please see the diagram at the end of this Executive Summary for an example of what an E-RIC might look like and how the various participants described in this FOA might function within it.) The E-RIC must operate within a defined geographic region that includes a geographically-bounded, active network of similar, synergistic or complementary organizations engaged in or with the energy efficient building systems and design industry, with active channels for business transactions, communications, and dialogue, that share specialized infrastructure, labor markets and services. The E-RIC region may cross municipal, county, and other jurisdictional boundaries. The E-RIC must include the Hub and should encompass local universities, government research centers, and other research and development (R&D) resources, which shall serve as catalysts of innovation and drivers of regional economic growth. In addition, participants in the E-RIC may have strategic partnerships with entities outside of the geographic region. The E-RIC should leverage the region’s unique competitive strengths and seek to nurture networks for business financing, business-to-business sales, education, and workforce development. These networks should work in concert with local governments, venture capitalists, private banks, workforce investment boards, non-profit organizations, institutions of higher education (including community colleges), and other public and private agencies and institutions.
The purpose of the pilot project is to support an E-RIC that will develop, expand, and commercialize innovative energy efficient building systems technologies, designs, and best practices for national and international distribution. Specifically, the Participating Agencies (defined below) seek to identify an E-RIC that will focus on systems-based approaches to designing, building, and operating commercial and residential buildings. The Consortium must demonstrate how it will link the Hub with the other Co-Applicants and with complementary federal and non-federal investments in business development and support, public infrastructure, workforce development, and education, for the purpose of growing and expanding a robust E-RIC that will achieve the goals of this FOA.

Submission Limits
Letters of intent and pre-applications are not required from the DOE Co-applicant for the Hub component of this FOA. A specific entity may not submit more than one Application as a DOE Co-applicant’s lead organization under this joint FOA. If more than one Application is received from a single lead organization leading more than one DOE Co-applicant, DOE will consider only the first Application received. The remaining Applications will be deemed non-responsive and rejected without further review. However, there is no limitation on the number of Applications in which an organization participates as an E-RIC Partner (see Definitions) or subcontractor.
Cost Sharing:
For-profit entities are required to provide a minimum of 20% cost share for both R&D and D&D activities. This cost share will be based on the portion of the Hub budget proposed by each for-profit entity within the DOE Co-applicant. For all other non-Federal entities, cost sharing is encouraged, but not required for R&D, and a minimum of 20% is required for D&D activities. The cost share for D&D activities will be based on the portion of the Hub budget proposed by each entity within DOE Co-apps.

New information, communication, and computational technologies have had profound impacts on the practice of science and engineering. Linked to create a comprehensive cyberinfrastructure, the systems, tools, and services emerging from these new technologies are enabling individuals, groups, and organizations to advance research and education in ways that revolutionize who can participate, what they can do, and how they do it. Sustaining this revolution across all areas of science and engineering requires the formation of a workforce with the knowledge and skills needed to design and deploy as well as adopt and apply these cyber-based systems, tools and services over the long-term. The opportunity for such preparation should be available at all stages of formal and informal education, training and professional development, and must be extended to all interested individuals and communities.
The CI-TEAM program supports projects that position the national science and engineering community to engage in integrated research and education activities promoting, leveraging and utilizing cyberinfrastructure systems, tools and services.
CI-TEAM awards will (1) prepare current and future generations of scientists, engineers, and educators to design and develop as well as adopt and deploy, cyber-based tools and environments for research and learning, both formal and informal; and (2) expand and enhance participation in cyberinfrastructure science and engineering activities of diverse groups of people and organizations, with particular emphasis on the inclusion of traditionally underrepresented individuals, institutions especially Historically Black Colleges and Universities (HBCUs) and Minority Serving Institutions (MSIs), and communities as both creators and users of cyberinfrastructure.
This solicitation seeks three types of project proposals, all aimed at the preparation of a diverse, cyberinfrastructure-savvy science and engineering workforce. One type of proposal, the Demonstration Project, is exploratory in nature and may be somewhat limited in scope and scale. Demonstration Projects have the potential to serve as exemplars to effective larger-scale implementation and diffusion activities in the future. The second project type, the Implementation Project, is generally larger in scope or scale and draws on prior experience with the activities or the teams proposed. The third project type, the Diffusion Project, is expected to engage broad national audiences with research results, resources, models, and/or technologies. Implementation or Diffusion Projects are expected to deliver sustainable learning and workforce development activities that complement ongoing NSF investment in cyberinfrastructure.
All CI-TEAM projects seek to broaden and diversify the population of individuals and institutions participating in cyberinfrastructure activities specifically and, thereby, science and engineering more generally. Toward that goal, the three types of projects consist of collaborations with expertise in multiple disciplines and involve partnerships that support integrated research and learning among diverse organizations including, as appropriate, academic institutions of higher learning, primary and secondary schools, government, industry, professional societies, other not-for-profit organizations, and international partners. Other key features of CI-TEAM projects involve a commitment to: leveraging existing or current development efforts in cyberinfrastructure technologies; open software standards and open educational resources; the integration of research and learning; institutional partnerships; and strategic implementation, management, and evaluation plans.

The Department of Energy will launch three Energy Innovation Hubs in FY2010: Fuels from Sunlight, Energy Efficient Building Systems Design, and Modeling and Simulation for Nuclear Reactors. The Secretary of Energy has identified the problems in these topic areas as presenting the most critical barriers to achieving national energy and climate goals while having proven resistant to solution by conventional Research and Development enterprise structures. In a new Research and Development structure modeled on the Department's successful Bioenergy Research Centers, each Hub will comprise a highly collaborative team, spanning multiple scientific, engineering, and where appropriate, economics, and public-policy disciplines. By bringing together top talent across the full spectrum of research and development performers, including universities private industry, nonprofits, and national laboratories, each Hub is expected to become a world-leading Research an d Development center in its topical area. The Hubs will seek to rapidly drive energy solutions to their fundamental limits. Each Hub will support cross-disciplinary research and development focused on the barriers to transforming its energy technologies into commercially deployable materials, devices, and systems. The ultimate goal of each will be to advance a highly promising area of energy science and technology to the point that the risk level will be low enough for industry to deploy solutions into the marketplace. After nearly 3 billion years of evolution, nature can effectively convert sunlight into energy-rich chemical fuels using the abundant feedstocks of water and carbon dioxide.

This program provides funding for graduate students in NSF-supported science, technology, engineering, and mathematics (STEM) disciplines to bring their leading research practice and findings into K-12 learning settings. Through collaborations with other graduate fellows and faculty from STEM disciplines, teachers and students in K-12 environments, and community partners, graduate students can gain a deeper understanding of their own research and place it within a societal and global context. The GK-12 program provides an opportunity for graduate students to acquire value-added skills, such as communicating STEM subjects to technical and non-technical audiences, leadership, team building, and teaching while enriching STEM learning and instruction in K-12 settings. This unique experience will add value to the training of U.S. graduate students and will energize and prepare the students for a broad range of STEM careers in a competitive globalized marketplace. Furthermore, the GK-12 program provides institutions of higher education with an opportunity to transform the conventional graduate education by infusing and sustaining GK-12 like activities in their graduate programs.

Submission Limits
One proposal per institution. Institutions having an active or past GK-12 project are eligible to submit a new proposal, but they must coordinate evaluation efforts of any projects located on the same campus or working with the same school districts. Since 1986, the Mayors' Institute on City Design®(MICD) has helped transform communities through design by preparing mayors to be the chief urban designers of their cities. To build on the momentum created by the MICD over its history, the Arts Endowment is announcing the NEA Mayors' Institute on City Design 25th Anniversary Initiative which will award a limited number of grants to showcase and celebrate the goals of the MICD during its anniversary in 2011.
MICD mayors know that the arts and culture contribute greatly as core components in building livable and sustainable communities. They have discovered that the art of place-making contributes to their communities' economic and cultural vitality. MICD mayors also know first-hand that through design and involvement with the arts and cultural activities, citizens engage in a celebration of place and make their communities dynamic places to live and work.
The Arts Endowment plans to support a variety of diverse projects, across the country in communities of all sizes. Projects may include planning, design, and arts engagement activities such as:
Planning
1. The planning of arts districts.
2. The mapping of cultural assets and related developmental potential.
3. The promotion of the arts and artists as integral components of community life and essential to community planning.
4. The exploration of innovative approaches that maximize the economic growth of a community's creative sector.
Design
1. The promotion of design and the arts to enhance livability and as central components for the development and enhancement of new or existing public spaces - such as parks, public buildings, libraries, memorials, streets - through architecture, streetscapes, pedestrian bridges, neighborhood gateways, and sustainable parks and landscapes.
2. Design competitions or charettes (design workshops) for arts or cultural vitality projects.
3. The revitalization of neighborhoods that focuses on preserving the historic value and heritage of existing buildings and/or the adaptive reuse of structures to be used as cultural facilities or for mixed use purposes (i.e., for cultural facilities and other entities). This includes affordable housing for artists and others, artist studios or live/work space, and entrepreneurial new creative sector business development.
Arts Engagement
1. The transformation of community sites into public spaces for cultural activities.
2. Projects which contribute to cultural vitality and a sense of place such as innovative community engagement projects, including festivals, community-wide celebrations, outdoor exhibitions, and learning opportunities; and the commissioning of temporary and/or permanent site-specific public art such as murals and sculptures, sculpture gardens, and waterfront art walks.
3. New media or technology projects that connect citizens to cultural activities or engage them in participating in city planning or design projects.
All phases of a project - planning, development, design, and implementation - are eligible for support. Applicants generally should limit their projects to a single phase. Note: The Arts Endowment does not fund the construction, purchase, or renovation of facilities. (Pre-development, design fees, and community planning are eligible; however, no Arts Endowment or matching funds may be directed to the costs of physical construction or renovation or toward the purchase costs of facilities or land.) In addition, applicants may be requested to provide information to the Arts Endowment in response to specific questions in accordance with the National Environmental Policy Act and/or the National Historic Preservation Act. Sub-granting or re-granting activity also is not eligible.

Description
This NIH Funding Opportunity Announcement (FOA), supported by funds provided to the NIH under the American Recovery & Reinvestment Act of 2009 (Recovery Act or ARRA), Public Law 111-5, invites applications from U.S. institutions and their partners to enhance the infrastructure and opportunities at the participating institutions for training postdoctoral investigators to carry out innovative, multidisciplinary research in Global Health. The initiative emphasizes hands-on problem solving and collaborative approaches, and may require the development of new training models and new partnerships within and beyond the university community.

Submission Limits
One application per institution is allowed, although applicant institutions may also participate as members of consortia on applications submitted through other institutions.

The anticipated total program funding for CSTL is $16,000 (half from NIST, half from NSF). The anticipated number of awards in FY 2010 for CSTL is two. The actual number of awards made under this announcement will depend on the proposed budgets and the availability of funding. For the SURF NIST Boulder Programs described in this notice, it is expected that individual awards to institutions will be $8,000 times the number of participating students from that institution. The SURF NIST Boulder Programs are anticipated to run from May 24, 2010, through August 6, 2010; adjustments may be made to accommodate specific academic schedules (e.g., some 11-week cooperative agreements shifted to begin after the regular start in order to accommodate institutions operating on quarter systems).
Funds budgeted for payments to students under this program are stipends, not salaries. The SURF NIST Boulder Programs will not authorize funds for indirect costs or fringe benefits.

Description
The SURF NIST Boulder Programs are soliciting applications for FY 2010. The SURF programs will provide an opportunity for the NIST laboratories and the Nationalont> Science Foundation (NSF) to join in a partnership to encourage outstanding undergraduate students to pursue careers in science and engineering. The program will provide research opportunities for students to work with internationally known NIST scientists, to expose them to cutting-edge research and promote the pursuit of graduate degrees in science and engineering. The objective of the SURF programs is to build a mutually beneficial relationship among the student, the institution, and NIST. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve the USA's quality of life. NIST embodies a science culture, developed from a large and well-equipped research staff that enthusiastically blends programs that address the immediate needs of industry with longer-term research that anticipates future needs. This occurs in few other places and enables the Electronics and Electrical Engineering Lab (EEEL), the Chemical Science and Technology Lab (CSTL), the Physics Lab (PL), the Materials Science and Engineering Lab (MSEL), and the Information Technology Lab (ITL) to offer unique research and training opportunities for undergraduates, providing them a research-rich environment and exposure to state-of-the-art equipment.
NIST's CSTL strives to be a world-class research laboratory that is recognized by the nation as the primary source for the chemical, biochemical, and chemical engineering measurements, data, models, and reference standards that are required to enhance U.S. industrial competitiveness in the world market. CSTL is the primary reference laboratory for chemical measurements, entrusted with developing, maintaining, advancing, and enabling the chemical measurement system for the USA, thereby enhancing industry's productivity and competitiveness, establishing comparability of measurements to facilitate equity of global trade, and improving public health, safety, and environmental quality. CSTL's activities include: transportation, biomaterials, biotechnology, chemical and allied products, energy systems, environmental technology and systems, health and medical products and services, industrial and analytical instruments and services, forensics, microelectronics, food and nutritional products, international measurement standards, data and informatics, and emerging technologies (nanotechnology, molecular electronics, microfluidics, and combinatorial chemistry).
SURF NIST Boulder students will have the opportunity to work one-on-one with the USA's top scientists and engineers. It is anticipated that successful SURF students will move from a position of reliance on guidance from their research advisors to one of research independence during the fellowship period. One goal of this partnership is to provide opportunities for the USA's next generation of scientists and engineers to engage in world-class scientific research at NIST, especially in ground-breaking areas of emerging technologies. This carries with it the hope of motivating individuals to pursue a doctorate in physics, chemistry, materials science, engineering, mathematics, or computer science, and to consider research careers.

Submission Limits
Applications for participation in the Boulder SURF program are accepted only from colleges or universities and not from individual students. Each institution must prepare a single proposal to the SURF NIST Boulder program. The SURF NIST Boulder Program Directors will work with appropriate department chairs, outreach coordinators, and directors of multidisciplinary academic organizations to identify outstanding undergraduates (including graduating seniors) who would benefit from off-campus summer research in a world-class scientific environment.
