	The anticipated total program funding for EEEL is $80,000 (half from NIST, half from NSF). The anticipated number of awards in FY 2010 for EEEL is 10. The actual number of awards made under this announcement will depend on the proposed budgets and the availability of funding. For the SURF NIST Boulder Programs described in this notice, it is expected that individual awards to institutions will be $8,000 times the number of participating students from that institution. The SURF NIST Boulder Programs are anticipated to run from May 24, 2010, through August 6, 2010; adjustments may be made to accommodate specific academic schedules (e.g., some 11-week cooperative agreements shifted to begin after the regular start in order to accommodate institutions operating on quarter systems). Funds budgeted for payments to students under this program are stipends, not salaries. The SURF NIST Boulder Programs will not authorize funds for indirect costs or fringe benefits.

The SURF programs will provide an opportunity for the NIST laboratories and the Nationalont> Science Foundation (NSF) to join in a partnership to encourage outstanding undergraduate students to pursue careers in science and engineering. The program will provide research opportunities for students to work with internationally known NIST scientists, to expose them to cutting-edge research and promote the pursuit of graduate degrees in science and engineering. The objective of the SURF programs is to build a mutually beneficial relationship among the student, the institution, and NIST. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve the USA's quality of life. NIST embodies a science culture, developed from a large and well-equipped research staff that enthusiastically blends programs that address the immediate needs of industry with longer-term research that anticipates future needs. This occurs in few other places and enables the Electronics and Electrical Engineering Lab (EEEL), the Chemical Science and Technology Lab (CSTL), the Physics Lab (PL), the Materials Science and Engineering Lab (MSEL), and the Information Technology Lab (ITL) to offer unique research and training opportunities for undergraduates, providing them a research-rich environment and exposure to state-of-the-art equipment. NIST's EEEL strives to be the world's best source of fundamental and industrial-reference measurement methods and physical standards for electrotechnology. To be a world-class resource for semiconductor measurements, data, models, and standards focused on enhancing U.S. technological competitiveness in the world market, research is conducted in semiconductor materials, processing, devices, and integrated circuits to provide, through both experimental and theoretical work, the necessary basis for understanding measurement-related requirements in semiconductor technology. To provide the world's most technically advanced and fundamentally sound basis for all electrical measurements in the United States, the EEEL's research projects include maintaining and disseminating the national electrical standards, developing the measurement methods and services needed to support electrical materials, components, instruments, and systems used for the generation, transmission, and application of conducted electrical power, and related activities in support of the electronics industry including research on video technology and electronic product data exchange. SURF NIST Boulder students will have the opportunity to work one-on-one with the USA's top scientists and engineers. It is anticipated that successful SURF students will move from a position of reliance on guidance from their research advisors to one of research independence during the fellowship period. Title FY2010-2011 A-21 Request and Approval Process Agencies Description Federal Circular A-21 (from the Office of Management and Budget, OMB) establishes the principles for determining costs applicable to grants, contracts or any other agreements with educational institutions. For the purpose of covering the cost of administrative and clerical salaried service support intended to foster development of new research programs that cannot be directly charged to grants and contracts, the University has provided funding referred to as A-21 funds. These funds are administered by the Office of Research annually. To provide A-21 funding for new initiatives, all current allocations of A-21 funds made in the prior fiscal year are being reduced by 10 percent to provide a pool for new allocations at the beginning of the next fiscal year. The amount available for FY10-11 is estimated to be $48,000. The new programs are subject to the 10 percent decrease in the year following the allocation and every year thereafter. Employment classifications which may be considered for this funding include University and Classified Staff in clerical, fiscal and laboratory areas typically. The positions are expected to be salaried positions (ineligible are faculty and wage positions). Priority will be given to proposals that demonstrate the fostering and development of new research. Title Innovation through Institutional Integration (I3) Agencies National Science Foundation (NSF) Description Innovation through Institutional Integration (I3) challenges faculty, administrators, and others in institutions to think strategically about the creative integration of NSF-funded awards towards a whole that exceeds the sum of its parts. Although there is particular emphasis in I3 on awards managed by programs in the Directorate for Education and Human Resources (EHR), institutional integration is not limited only to EHR awards but can include other NSF awards with a STEM educational focus. Two or more institutions in geographic proximity might, for example, partner to bridge existing NSF-funded awards on their campuses (e.g., RDE, IGERT, LSAMP, ATE, CREST, REU) to broaden participation in STEM fields and enhance undergraduate research opportunities. Additional connections might be made internationally with faculty or students outside the United States who would add their considerable intellectual and cultural perspectives. As another example, an institution might implement new policies, procedures, or mechanisms that encourage and value synergistic efforts among existing NSF-funded awards (e.g., GK-12, MSP, Noyce, REESE, DRK-12) and with other institutional units to better understand and enhance seamlessness across critical educational junctures, perhaps infusing innovative approaches to cyber-learning. This effort has the following interrelated goals: * Increase synergy and collaboration across NSF-funded projects and within/between institutions, towards an educational environment where artificial boundaries are significantly reduced and the student experience is more fully integrated; * Expand and deepen the impact of NSF-funded projects and enhance their sustainability; * Provide additional avenues to broaden participation through workforce development, especially for those underrepresented in STEM research and education; attend to seamless transitions across critical educational junctures; and/or provide more effectively for a globally engaged workforce; * Promote innovative programming, policies, and practices to encourage the integration of STEM research and education; and * Encourage STEM educational or related research in domains that hold promise for promoting intra- or inter-institutional integration and broader impacts. Proposals that facilitate either (a) inter-institutional or (b) intra-institutional efforts are encouraged. Proposals may be submitted by (a) a single institution to address intra-institutional goals only or (b) an institution acting on behalf of an institutional partnership to address inter-institutional goals. Title Partnerships for Complementary Alternative Medicine (CAM) Clinical Translational Research (PCCTR) (U19) Agencies National Institutes of Health (NIH) Description The goal of the Partnerships in CAM Clinical Translational Research (PCCTR) initiative is to foster development of translational tools that will contribute to rigorous clinical CAM research and further development of clinical research expertise and leadership at CAM institutions and in the field in general. It is expected that such tools will further the rigorous study of CAM practices that are already in wide use by the American public. CAM practitioners play a vital role in rigorous research on CAM. The PCCTR will support partnerships between faculty at CAM institutions and at highly research-intensive institutions in research projects directed towards the development of CAM clinical research translational tools, including approaches, tools and methodology that will make substantial contributions to the progress of CAM research. Each PCCTR must include at least two, but not more than three research projects throughout the funding period. Each PCCTR should unite CAM and conventional research institutions and individuals with complementary strengths in a synergistic fashion, such that the research and intellectual productivity of the proposed projects is likely to be substantially enhanced by the proposed collaborative partnership, the abilities of the proposed collaborators and the proposed PCCTR administrative structure. Title Superfund Hazardous Substance Research and Training Program (P42) Agencies National Institutes of Health (NIH) Description The National Institute of Environmental Health Sciences (NIEHS) is announcing the continuation of the Superfund Hazardous Substance Research and Training Program (referred to as the Superfund Research Program [SRP]). SRP grants will support coordinated, multi-project, interdisciplinary research programs to address the mandates legislated under the Superfund Amendments and Reauthorization Act of 1986. These mandates include the development of (1) advanced techniques for the detection, assessment, and evaluation of the effect on human health of hazardous substances; (2) methods to assess the risks to human health presented by hazardous substances; (3) methods and technologies to detect hazardous substances in the environment; and (4) basic biological, chemical, and physical methods to reduce the amount and toxicity of hazardous substances. The objective for the SRP is to develop a holistic research agenda for the protection of human health. This is accomplished by the establishment of interdisciplinary programs that link and integrate biomedical research with related non-biomedical (e.g., engineering, geology, ecology) research within the context of unique scientific themes developed by the applicant.
