It is anticipated that the successful bidder will propose tasks in both the basic and applied research domains associated with the broad category of remote sensing and free-space communication beyond the diffraction-limited range of a real optical aperture. Wavelength regimes of interest are those consistent with remote sensing and communications for Air Force applications. Title Opportunities for Enhancing Diversity in the Geosciences (OEDG) - Planning Grant Agencies National Science Foundation (NSF) Description The Directorate for Geosciences (GEO) supports research and education in the Earth, Ocean, Atmospheric, and Geospace Sciences. The Opportunities for Enhancing Diversity in the Geosciences (OEDG) Program is designed to address the fact that certain groups are underrepresented in the geosciences relative to their proportions in the general population. The primary goal of the OEDG Program is to increase participation in the geosciences by African Americans, Hispanic Americans, Native Americans (American Indians and Alaskan Natives), Native Pacific Islanders (Polynesians or Micronesians), and persons with disabilities. A secondary goal of the program is to increase the perceived relevance of the geosciences among broad and diverse segments of the population. The OEDG Program supports activities that will increase the number of members of underrepresented groups who: * Are involved in formal pre-college geoscience education programs; * Pursue and earn associate's, bachelor's, master's, and doctoral degrees in the geosciences; * Enter geoscience careers; and * Participate in informal geoscience education programs. The OEDG Program offers three funding Tracks: OEDG Planning Grants; Track 1: Proof-of-Concept Projects; and Track 2: Full-Scale Projects. OEDG Planning Grants - This Track supports planning workshops, conferences, symposia and related short-term activities that facilitate either: 1) development of new strategic plans to implement systemic, community-wide programs to broaden participation in the geosciences; or, 2) development of new partnerships or collaborations between multiple institutions seeking to establish sustainable projects that address the goals of the OEDG program. Track 1: Proof-of-Concept Projects - This Track supports short-term activities. Track 1 projects include activities that will occur only one time, as well as those that are intended as the testing phase of an anticipated long-term Full-Scale Project. Track 2: Full-Scale Projects - This Track supports longer-term activities that will identify and promote pathways to geoscience careers among members of underrepresented groups. It is expected that Track 2 proposals will establish programs that are sustainable without additional OEDG funding. Prior Track 1 OEDG funding is not a pre-requisite for submitting a Track 2 proposal. Title Instrument Development for Biological Research (IDBR) Agencies National Science Foundation (NSF) Description The Instrument Development for Biological Research (IDBR) Program supports the development of instrumentation that addresses demonstrated needs in biological research, in areas supported by NSF Biology programs (see http://www.nsf.gov/bio). The program accepts two types of proposals: 1. Innovation Proposals: Proposals for the development of innovative instrumentation that permits new kinds of measurements, or instruments that significantly improve current technologies by at least an order of magnitude in fundamental aspects (such as accuracy, precision, resolution, throughput, flexibility, breadth of application, cost of construction or operation, or user-friendliness). 2. Bridging Proposals: Proposals for transforming, ‘one of a kind' prototypes or high-end instruments into devices that are broadly available and utilizable without loss of capacity. If appropriate, PIs should seek SBIR, STTR or similar support mechanism for implementation of broad distribution following an IDBR award. The goal is to produce systems that would benefit a broad user community through mass distribution of the technology. This program does not support access to an individual instrument in a user facility, or to data collected thereby; such proposals should be submitted to other relevant programs or agencies. Projects focused on enhancing research capabilities in a specific research lab, institution, center or consortium are not eligible for IDBR support. Similarly not eligible are projects for the development of methods, assays, or software for instrument operation, data acquisition or analysis, except as a component of the instrument development and testing. Interdisciplinary collaborations are strongly encouraged, as are partnerships with U.S. industries that can facilitate knowledge transfer, commercialization and broad utilization in the research community. In addition to NSF's standard merit review criteria (see below) the following points will be considered in proposal evaluation: Innovation Proposals: Need and potential impact on biological research, novelty of the device, or clear demonstration of at least an order of magnitude improvement over available technologies, and feasibility of the technical plan. Bridging Proposals: The magnitude of the potential user community and demonstrated strength of need, technical plan, and the dissemination plan for making the technology available to the community. Title FY2011-2012 A-21 Request Agencies Virginia Tech (VT) Description Federal Circular A-21 (from the Office of Management and Budget, OMB) establishes the principles for determining costs applicable to grants, contracts or any other agreements with educational institutions. For the purpose of covering the cost of administrative and clerical salaried service support intended to foster development of new research programs that cannot be directly charged to grants and contracts, the University has provided funding referred to as A-21 funds. These funds are administered by the Office of Research annually. To provide A-21 funding for new initiatives, all current allocations of A-21 funds made in the prior fiscal year are being reduced by a 10 percent linear reduction over a 10-year time frame. This approach provides a pool for new allocations at the beginning of each fiscal year. The amount available for FY11-12 is estimated to be $74,000 in direct salary costs to be distributed to support new proposals selected in this cycle. The new programs are subject to the 10 percent linear reduction in the year following the allocation and every subsequent year within the 10-year time frame. The Office of Research is responsible for the distribution of these funds annually. This responsibility includes receiving the funds from the budget office, announcement of the award process, process timeline, receipt of all funding requests, acceptance of award recommendations, announcing awards and distribution of funding. Employment classifications which may be considered for this funding include University and Classified Staff in clerical, fiscal and laboratory areas typically. The positions are expected to be salaried positions (ineligible are faculty and wage positions). Priority will be given to proposals that demonstrate the fostering and development of new research. Title Scholarships in Science, Technology, Engineering, and Mathematics (S-STEM) Agencies Description This program makes grants to institutions of higher education to support scholarships for academically talented, financially needy students, enabling them to enter the workforce following completion of an associate, baccalaureate, or graduate level degree in science and engineering disciplines. Grantee institutions are responsible for selecting scholarship recipients, reporting demographic information about student scholars, and managing the S-STEM project at the institution. The S-STEM program emphasizes the importance of recruiting students to science and engineering disciplines, mentoring and supporting students through degree completion, and partnering with employers to facilitate student career placement in the STEM workforce. Participating institutions are expected to support the goals of the S-STEM program including - improved educational opportunities for students; - increased retention of students to degree achievement; - improved student support programs at institutions of higher education; and - increased numbers of well educated and skilled employees in technical areas of national need.
