Description
Federal Circular A-21 (from the Office of Management and Budget, OMB) establishes the principles for determining costs applicable to grants, contracts or any other agreements with educational institutions. For the purpose of covering the cost of administrative and clerical salaried service support intended to foster development of new research programs that cannot be directly charged to grants and contracts, the University has provided funding referred to as A-21 funds. These funds are administered by the Office of Research annually. To provide A-21 funding for new initiatives, all current allocations of A-21 funds made in the prior fiscal year are being reduced by a 10 percent linear reduction over a 10-year time frame. This approach provides a pool for new allocations at the beginning of each fiscal year. The amount available for FY11-12 is estimated to be $74,000 in direct salary costs to be distributed to support new proposals selected in this cycle. The new programs are subject to the 10 percent linear reduction in the year following the allocation and every subsequent year within the 10-year time frame. The Office of Research is responsible for the distribution of these funds annually. This responsibility includes receiving the funds from the budget office, announcement of the award process, process timeline, receipt of all funding requests, acceptance of award recommendations, announcing awards and distribution of funding.
Employment classifications which may be considered for this funding include University and Classified Staff in clerical, fiscal and laboratory areas typically. The positions are expected to be salaried positions (ineligible are faculty and wage positions). Priority will be given to proposals that demonstrate the fostering and development of new research. Examples of appropriate initiatives to be supported by this funding include but are not limited to:
1) New administrative position for college-level grant writing support services
2) New clerical/administrative assistant for new center to support research activities
3) New lab tech/manager position to support a newly-opened facility

This program makes grants to institutions of higher education to support scholarships for academically talented, financially needy students, enabling them to enter the workforce following completion of an associate, baccalaureate, or graduate level degree in science and engineering disciplines. Grantee institutions are responsible for selecting scholarship recipients, reporting demographic information about student scholars, and managing the S-STEM project at the institution.
The S-STEM program emphasizes the importance of recruiting students to science and engineering disciplines, mentoring and supporting students through degree completion, and partnering with employers to facilitate student career placement in the STEM workforce. Participating institutions are expected to support the goals of the S-STEM program including
- improved educational opportunities for students;
- increased retention of students to degree achievement;
- improved student support programs at institutions of higher education; and
- increased numbers of well educated and skilled employees in technical areas of national need.

Submission Limits
An institution may submit one proposal from each constituent college or school that awards eligible degrees. (For example, a university with a College of Engineering, a School of Life Sciences, and a College of Arts and Sciences could submit one proposal from each for a total of three. However, within a College of Engineering, if the Department of Electrical Engineering were submitting a proposal, a proposal from the Department of Mechanical Engineering could be submitted only in a subsequent year. The two departments could also submit a proposal jointly.)

While the number of awards will vary depending on project size and funding availability, DOE-NE anticipates making approximately 25 grants under this announcement. This Funding Opportunity Announcement (FOA) is seeking proposals from U.S. universities and colleges with operating research reactors. The purpose of the program is to upgrade and improve the U.S. university nuclear research and training reactors and to contribute to strengthening the academic community's nuclear engineering infrastructure. The university grant may fund only one area: either minor or major reactor-specific infrastructure. The university may apply for both but will only be selected for, at most, one grant.
1. Reactor specific infrastructure - major reactor upgrades: Applications should be directed to the major upgrade of the reactor, or purchase / maintenance of major pieces of equipment and instrumentation or activities (1) related to the performance, control, or operational capability of the reactor and/or associated facility, (2) for radiation detection and measurement in laboratories directly related to the reactor facility, (3) for security enhancements or licensing renewal support at the reactor facility required by the Nuclear Regulatory Commission (NRC), the state, or other appropriate agency for that particular item. Applications for equipment and instrumentation that significantly improves or expands the research, instruction and training capabilities of the reactor facility will be highly considered. This program is not intended to pay for operation of the university's reactor and associated personnel costs.
2. Description
This FOA solicits Research Demonstration Cooperative Agreement (U18) applications for:
Component A
The objective of the demonstrations is to determine whether an integrated model of primary care and public health approaches in the community can improve underserved children's risk factors for obesity. These approaches may include policy, systems, and environmental supports that encourage nutrition and physical activity for underserved children and their families.
Grantees will develop, implement, and evaluate multi-sectoral (i.e., childcare, school, community, health care), multi-level (i.e. child, family, organization, community, policy) intervention demonstration projects for underserved children ages 2-12 years and their families utilizing the Obesity Chronic Care Model and other similar models. The Obesity Chronic Care Model provides a framework to integrate primary care and public health approaches with an intent to guides the design of strategies, approaches, systems, and/or tools to ultimately prevent and reduce childhood obesity.
Component A Demonstration Project funded grantees will design, implement, and evaluate the demonstration interventions, with evaluation support from the Component B Evaluation Center funded grantee. Standardized measures across sites will be collected to determine whether the demonstration research project led to changes in preventive services, policy, systems, and environment (e.g. setting, community), and individual outcomes including health, satisfaction, health care utilization and quality of life.
Component B
The results of the Demonstration projects will be used to generate a recommendation that determines whether program components, similar to the awarded demonstration projects, should be implemented nationally for the general population of children who are eligible for child health assistance under Title XXI (CHIP) of the Social Security Act.
The Component B funded grantee, the Evaluation Center, will design and conduct the overarching evaluation that will support this recommendation, in collaboration with the Component A Demonstration Project funded grantees and CDC.
Applicants must specify which Component they are applying. Component A solicits applications to participate as a Demonstration Project. Component B solicits applications to serve as the third-party evaluator (the Evaluation Center) that will collaborate with CDC and the participating Demonstration Projects in all aspects of the overarching evaluation of all the research demonstration projects. Applicants may apply for either Component A or Component B, but not both.
