The award period will begin approximately August 31, 2010, and continue through December 31, 2012. ECA intends to award one cooperative agreement. Total funding for this competition is $1 million. Pending successful implementation of this program and the availability of funds in subsequent fiscal years, it is ECA's intent to renew the cooperative agreement for two additional fiscal years, before openly competing it again. There is no minimum or maximum percentage of cost sharing or matching funds required for this competition. However, the Bureau encourages applicants to provide maximum levels of cost sharing and funding in support of its programs.

Description
The Cultural Programs Division in the Office of Citizen Exchanges in the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for one award to administer the "smART Power: Visual Arts" program. Under the "smART Power: Visual Arts" program, the Bureau seeks an organization capable of soliciting, selecting, and facilitating approximately 10 to 30 collaborative visual arts projects, whereby U.S. visual artists will travel abroad to engage with foreign audiences for periods of approximately 6 to 12 weeks each. Proposals should reflect a practical understanding of global issues, and demonstrate sensitivity to cultural, political, economic and social differences in regions where projects may take place. Special attention should be given to describing the applicant organization's experience with planning and implementing complex and unpredictable logistical scenarios abroad. Applicants should identify any U.S. and foreign partner organizations and/or venues with whom they are proposing to collaborate, and describe previous cooperative projects to demonstrate their institutional capacity. Projects will take place in countries to be designated by ECA and should primarily target and engage youth, underserved, and diverse populations, including Muslim and indigenous populations, as well as educators or groups that influence youth.

The Cultural Programs Division, within the Office of Citizen Exchanges of the Bureau of Educational and Cultural Affairs, announces an open competition for a cooperative agreement to administer the 2010-2012 cycle of the DanceMotion USA Program. The program's goal is to showcase the best of American dance and provide an opportunity to directly engage priority audiences in foreign countries. The program will consist of approximately four to six tours by approximately the same number of United States dance companies, whose repertoires are representative of American culture (e.g., contemporary, jazz, hip hop, tap.) In addition to public performances, overseas tours will include public workshops, master classes, lecture-demonstrations, outreach activities and interaction with local youth in a wide variety of venues and settings. Priority audiences are those who do not have regular access to American culture, including underserved and younger populations. Of particular interest to the bureau is engaging youth and underserved populations through programs in American dance.

Description
The BRC program provides funds for improvements to network, secure, and organize established natural history collections for sustained, accurate, and efficient accessibility of the collection to the biological research community. The program is encouraging collaborative proposals to network collections on regional and continental scales, especially collaborations that bring large and small collections together into networks. The program also provides for enhancements to existing collections to improve collections, computerize specimen-related data, develop better methods of specimen curation and collection management through activities such as symposia and workshops. Biological collections supported include those housing natural history specimens and jointly curated collections such as preserved tissues and other physical samples, e.g., DNA libraries and digital images. Such collections provide the materials necessary for research across broad areas of biological sciences.

The I/UCRC program develops long-term partnerships among industry, academe, and government. The centers are catalyzed by a small investment from the NSF and are primarily supported by industry center members, with NSF taking a supporting role in the development and evolution of the center. Each center is established to conduct research that is of interest to both the industry members and the center faculty. An I/UCRC not only contributes to the USA's research infrastructure base and enhances the intellectual capacity of the engineering and science workforce through the integration of research and education, but also encourages and fosters international cooperation and collaborative projects. Submission Limits
Grantee institutions that have an active single university I/UCRC award are not eligible to apply for another single university center; however, they may apply for a multi-university center. Any institution may submit multiple multi-university center proposals provided that the proposed research topics involve different disciplines and support different industries. A center site may only apply for one Phase II (years 6 through 10) and one Phase III (years 11 through 15) proposal. Graduated centers who have successfully completed a Phase II award within the last 10 years may apply for one Phase III award.

Description
This program makes grants to institutions of higher education to support scholarships for academically talented, financially needy students, enabling them to enter the workforce following completion of an associate, baccalaureate, or graduate level degree in science and engineering disciplines. Grantee institutions are responsible for selecting scholarship recipients, reporting demographic information about student scholars, and managing the S-STEM project at the institution.
The S-STEM program emphasizes the importance of recruiting students to science and engineering disciplines, mentoring and supporting students through degree completion, and partnering with employers to facilitate student career placement in the STEM workforce. Participating institutions are expected to support the goals of the S-STEM program including
- improved educational opportunities for students;
- increased retention of students to degree achievement;
- improved student support programs at institutions of higher education; and
- increased numbers of well educated and skilled employees in technical areas of national need.

An institution may submit one proposal from each constituent college or school that awards eligible degrees. (For example, a university with a College of Engineering, a School of Life Sciences, and a College of Arts and Sciences could submit one proposal from each for a total of three. However, within a College of Engineering, if the Department of Electrical Engineering were submitting a proposal, a proposal from the Department of Mechanical Engineering could be submitted only in a subsequent year. The two departments could also submit a proposal jointly.)
