Description
The Climate Change Education Partnership (CCEP) program seeks to establish a coordinated national network of regionally or thematically based partnerships devoted to increasing the adoption of effective, high-quality educational programs and resources related to the science of climate change and its impacts. Each CCEP is required to be of a large enough scale that they will have catalytic or transformative impact that cannot be achieved through other core NSF program awards. The CCEP program is one facet of a larger NSF collection of awards related to Climate Change Education (CCE) that has two goals: (1) preparing a new generation of climate scientists, engineers, and technicians equipped to provide innovative and creative approaches to understanding global climate change and to mitigate its impact; and, (2) preparing today's U.S. citizens to understand global climate change and its implications in ways that can lead to informed, evidence-based responses and solutions. Each CCEP must include representation from at least each of the following communities: climate scientists, experts in the learning sciences, and practitioners from within formal or informal education venues. This combined expertise will insure that educational programs and resources developed through the activities of each CCEP reflects current understanding about climate science, the best theoretical approaches for teaching such a complex topic, and the practical means necessary to reach the intended learner audience(s). Each CCEP should be organized around either geographic regions that share similar climate change impacts, or major climate impact themes (e.g., sea-level rise).
The CCEP program is a two-phase program. This solicitation seeks proposals for development of Phase I Partnerships (CCEP-I). CCEP-I grantees will receive up to two years of funding to support synthesis, network-building, and strategic planning activities leading toward potential Phase II Partnerships (CCEP-II). Each CCEP-I awardee is expected to: (1) conduct an inventory of existing climate change education resources and identify educational needs and opportunities relevant to their particular region or theme; (2) identify key players from relevant stakeholder communities and initiate network development; (3) convene community workshops and other community-building activities that lead toward development of a comprehensive climate change education strategic plan for that Partnership; and, (4) begin to serve as a test-bed for development, customization and scaling up of standards-based instructional materials, professional development and training models, and other appropriate activities tailored to the Partnership's goals. External evaluation activities (formative and summative) are required during Phase I efforts (and will be required during Phase II). In FY 2011, CCEP-I awardees will be able to request supplemental funding in order to support: (1) early implementation of meritorious programs or activities identified during the planning effort; and/or (2) expansion of the initial Partnership through addition of other investigators seeking to collaborate with a specific CCEP-I awardee. A future program solicitation will invite proposals for Phase II Partnerships, which are expected to receive five years of support for full-scale implementation of mature strategic plans serving the goals of the CCE program. Eligible institutions for the CCEP-II competition will include the CCEP-I awardees and equivalent partnerships established through other funding mechanisms that have met the CCEP-I strategic planning criteria and objectives described in this solicitation. Phase II of the CCEP program is expected to begin in FY 2012, depending on the availability of funding.

Submission Limits
Collaborative proposals submitted as separate submissions from multiple organizations are not allowed for this competition. Instead, any proposal to the CCEP program should be a single submission that includes sub-award support for all other partner organizations that are requesting funding from NSF. An institution may submit only one CCEP-I proposal as Lead institution. Institutions may be a non-Lead partner on more than one proposal. A central organization that acts as fiscal agent for multiple institutions in a university system is not considered to be the same as the individual colleges and universities that are part of the system, and may act as fiscal agent for one or more proposals submitted in response to this solicitation.

This NIH Funding Opportunity Announcement (FOA), supported by funds provided to the NIH and HRSA under the "Tom Lantos and Henry Hyde United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008," Public Law 110-293 (more commonly known as the U.S. President's Emergency Plan for AIDS Relief [PEPFAR]), invites proposals from foreign institutions in Sub-Saharan African countries which receive PEPFAR support and their partners to develop or expand and enhance models of medical education in Sub-Saharan Africa. These models are intended to support PEPFAR's goal of increasing the number of new health care workers by 140,000, strengthen medical education systems in the countries in which they exist, and build clinical and research capacity in Africa as part of a retention strategy for faculty of medical schools and clinical professors.
The strategy of this initiative is to build human capacity for health in Africa by strengthening the medical education system in an environment that values and nurtures research and which will contribute to the sustainability and quality of the overall effort. These models will also contribute to the sustainability of the PEPFAR investments through the provision of excellence in clinical training and the capacity of medical students and faculty to participate in and carry out multidisciplinary locally driven research (e.g., implementation science and/or clinical, health services, and operations research) that responds to the health needs of their communities and country and improves health outcomes for men, women, and children. In addition to PEPFAR support for strengthening medical education in African institutions, funds are also being provided from the Office of AIDS Research (OAR), located within the NIH Office of the Director, in support of the research capacity-building component of this initiative and building on OAR's long-term support for NIH efforts to build sustainable research and training partnerships between U.S. and African educational and research institutions.
Linked awards that focus on diseases and priority health areas related to and/or beyond HIV/AIDS will also be available through the NIH Common Fund initiative (http://commonfund.nih.gov/), managed by the Office of Strategic Coordination (OSC), located within the NIH Office of the Director. These awards are part of the NIH Director's decision to make global health one of the NIH's highest priorities.

The MARC U-STAR program is designed to have a significant impact on the health-related research needs of the nation by providing support to students underrepresented in the biomedical and behavioral sciences and improving their preparation for highly selective Ph.D. level training and future careers. d.

Each applicant organization may submit only two Letters of Intent (form NIST-1102), in response to this solicitation, and two corresponding full proposals. If more than two Letters of Intent are received from the same applicant organization, NIST will acknowledge receipt of each and provide notice that if more than two full proposals are received from the same applicant organization at the time of full proposal submission, all full proposals from that same applicant organization will be rejected and returned without review. A full proposal may not be submitted unless NIST has received the required Letter of Intent by the deadline and the applicant has received an acknowledgement letter from NIST. If a full proposal is submitted to NIST from an applicant who did not submit the required Letter of Intent for their full proposal, the full proposal will be rejected and returned to the applicant without review. Although each applicant organization may submit two full proposals, only one full proposal project from each applicant organization may be funded.

Fiscal Year (FY) 2010 Energy Efficient Building Systems Regional Innovation Cluster Initiative

This joint FOA is the first pilot project of the Interagency Regional Innovation Clusters Taskforce (Taskforce). The Taskforce has been charged with developing a replicable and sustainable model for coordinated federal and regional efforts that foster and use regional innovation clusters to develop and demonstrate sustainable and efficient models for attaining national strategic objectives; create and retain Good Jobs (defined below); eliminate gaps between the supply and demand for workers in specialized fields through training and education; increase regional gross domestic product (GDP); promote innovation in science and technology; and enhance the economic, technological, and commercial competitiveness of the United States on the global stage. Due to the critical roles that basic and applied energy research play in attaining two key national strategic objectives—attaining U.S. energy security and reducing the carbon footprint of the United States—the Taskforce selected Energy Efficient Building Systems Design as the topical focus for its first pilot project. The pilot project will be anchored around a DOE-funded Energy Innovation Hub and will also incorporate elements funded by EDA, SBA, and NIST/MEP.
This joint FOA invites Proposals from Consortia (defined below) that can demonstrate collaboration among their members, with their E-RIC Partners (defined below), and with federal government agencies to support the development and growth of an energy

regional innovation cluster. The energy regional innovation cluster within which the selected Consortium operates must possess various characteristics and is referred to herein as the E-RIC (as defined below). (Please see the diagram at the end of this Executive Summary for an example of what an E-RIC might look like and how the various participants described in this FOA might function within it.) The E-RIC must operate within a defined geographic region that includes a geographically-bounded, active network of similar, synergistic or complementary organizations engaged in or with the energy efficient building systems and design industry, with active channels for business transactions, communications, and dialogue, that share specialized infrastructure, labor markets and services. The E-RIC region may cross municipal, county, and other jurisdictional boundaries. The E-RIC must include the Hub and should encompass local universities, government research centers, and other research and development (R&D) resources, which shall serve as catalysts of innovation and drivers of regional economic growth. In addition, participants in the E-RIC may have strategic partnerships with entities outside of the geographic region. The E-RIC should leverage the region’s unique competitive strengths and seek to nurture networks for business financing, business-to-business sales, education, and workforce development. These networks should work in concert with local governments, venture capitalists, private banks, workforce investment boards, non-profit organizations, institutions of higher education (including community colleges), and other public and private agencies and institutions.
The purpose of the pilot project is to support an E-RIC that will develop, expand, and commercialize innovative energy efficient building systems technologies, designs, and best practices for national and international distribution. Specifically, the Participating Agencies (defined below) seek to identify an E-RIC that will focus on systems-based approaches to designing, building, and operating commercial and residential buildings. The Consortium must demonstrate how it will link the Hub with the other Co-Applicants and with complementary federal and non-federal investments in business development and support, public infrastructure, workforce development, and education, for the purpose of growing and expanding a robust E-RIC that will achieve the goals of this FOA.

Submission Limits
Letters of intent and pre-applications are not required from the DOE Co-applicant for the Hub component of this FOA. A specific entity may not submit more than one Application as a DOE Co-applicant’s lead organization under this joint FOA. If more than one Application is received from a single lead organization leading more than one DOE Co-applicant, DOE will consider only the first Application received. The remaining Applications will be deemed non-responsive and rejected without further review. However, there is no limitation on the number of Applications in which an organization participates as an E-RIC Partner (see Definitions) or subcontractor.
Cost Sharing:
For-profit entities are required to provide a minimum of 20% cost share for both R&D and D&D activities. This cost share will be based on the portion of the Hub budget proposed by each for-profit entity within the DOE Co-applicant. For all other non-Federal entities, cost sharing is encouraged, but not required for R&D, and a minimum of 20% is required for D&D activities. The cost share for D&D activities will be based on the portion of the Hub budget proposed by each entity within DOE Co-apps.

Sustaining this revolution across all areas of science and engineering requires the formation of a workforce with the knowledge and skills needed to design and deploy as well as adopt and apply these cyber-based systems, tools and services over the long-term. The opportunity for such preparation should be available at all stages of formal and informal education, training and professional development, and must be extended to all interested individuals and communities.
The CI-TEAM program supports projects that position the national science and engineering community to engage in integrated research and education activities promoting, leveraging and utilizing cyberinfrastructure systems, tools and services.
CI-TEAM awards will (1) prepare current and future generations of scientists, engineers, and educators to design and develop as well as adopt and deploy, cyber-based tools and environments for research and learning, both formal and informal; and (2) expand and enhance participation in cyberinfrastructure science and engineering activities of diverse groups of people and organizations, with particular emphasis on the inclusion of traditionally underrepresented individuals, institutions especially Historically Black Colleges and Universities (HBCUs) and Minority Serving Institutions (MSIs), and communities as both creators and users of cyberinfrastructure.
This solicitation seeks three types of project proposals, all aimed at the preparation of a diverse, cyberinfrastructure-savvy science and engineering workforce. One type of proposal, the Demonstration Project, is exploratory in nature and may be somewhat limited in scope and scale. Demonstration Projects have the potential to serve as exemplars to effective larger-scale implementation and diffusion activities in the future. The second project type, the Implementation Project, is generally larger in scope or scale and draws on prior experience with the activities or the teams proposed. The third project type, the Diffusion Project, is expected to engage broad national audiences with research results, resources, models, and/or technologies. Implementation or Diffusion Projects are expected to deliver sustainable learning and workforce development activities that complement ongoing NSF investment in cyberinfrastructure.
All CI-TEAM projects seek to broaden and diversify the population of individuals and institutions participating in cyberinfrastructure activities specifically and, thereby, science and engineering more generally. Toward that goal, the three types of projects consist of collaborations with expertise in multiple disciplines and involve partnerships that support integrated research and learning among diverse organizations including, as appropriate, academic institutions of higher learning, primary and secondary schools, government, industry, professional societies, other not-for-profit organizations, and international partners. Other key features of CI-TEAM projects involve a commitment to: leveraging existing or current development efforts in cyberinfrastructure technologies; open software standards and open educational resources; the integration of research and learning; institutional partnerships; and strategic implementation, management, and evaluation plans.

Submission Limits
An organization may submit only one proposal (either a CI-TEAM Demonstration, Implementation, or Diffusion Project) as the lead organization in response to this solicitation. There is no limit to the number of proposals on which an organization may appear as a subawardee or as a non-lead organization
